7 Animal Health System in Japan - Major players (1) The Ministry of Agriculture, Forestry and Fisheries (MAFF) provides basic policy and guidance on animal disease control measures in cooperation with prefectural governments, the National Institute of Animal Health and other relevant organizations. The Animal Quarantine Service, MAFF conducts import/export quarantine. (2) Prefectural governments establish local veterinary service centers ( Livestock Hygiene Service Centers ) as the front line organizations to implement animal disease control measures. MAFF supports the activities of Livestock Hygiene Service Centers and organizes training for their veterinary staff. (3) National and local livestock industry associations for animal disease control (e.g., Livestock and Livestock Products Hygiene Guidance Associations) encourage producers to take voluntary actions (e.g., vaccinations, disinfection). 9 Domestic Animal Disease Control in Japan (1) MAFF provides basic policy and guidance on animal disease control measures and supports prefectures to implement them. Specific Measures Taken in Japan Prevention Strict hygiene management at farms Biosecurity Standards (2) MAFF also encourages livestock farmers to implement strict biosecurity measures, monitors the disease situation (active/passive surveillance) and provides guidance on vaccinations. (3) In case of disease occurrence, MAFF implements the culling of infected animals and puts in place necessary measures such as movement restrictions and testing. 13 Strengthening measures at the port to prevent the invasion of FMD etc. Disinfection of travelers shoe soles and vehicles at ports, awareness raising, surprise inspection by quarantine dogs. Amendment of the Act on Domestic Animal Infectious Diseases Control (April 2011) enabled more countermeasures including interviews of the travelers, inspection and disinfection of luggage at entry points. 18 Past Outbreak (1) Outbreak and Control Measures in Miyazaki in 2010 On April 20, 2010, FMD occurred in Miyazaki (the first outbreak of FMD in Japan for the last 10 years). (210,714 animals in 292 households were slaughtered for control). Emergency vaccination was applied for the first time in Japan to contain the rapid spread in eastern Miyazaki (87,094 animals were vaccinated and slaughtered). 19 Important Points of the Partly Revised Act on Domestic Animal Infectious Diseases Control In light of the occurrence of FMD in Miyazaki in 2010 and the occurrence of HPAI since November 2010, the Act on Domestic Animal Infectious Diseases Control was revised in April 2011 in order to strengthen epidemic control measures by focusing on the prevention of the occurrence of livestock infectious diseases, early detection and reporting as well as prompt and appropriate initial control measures. As part of the above mentioned revision, improved financial support was implemented on July 1, 2011 and measures including asking specific questions to entrants, adding new content to the rearing hygiene management standards and requiring the submission of reports on specific symptoms were implemented on October 1, Outbreak prevention Giving livestock quarantine officers the authority to ask specific questions to entrants, inspect and disinfect the personal belongings of entrants Requiring livestock owners to install disinfection systems before outbreaks and ensuring that they disinfect people, goods and vehicles which enter barns, etc. Adding to the rearing hygiene management standards measures such as securing the land needed to incinerate and bury infected animals, etc. Requiring livestock owners to report the livestock rearing hygiene management situation to the prefectural governor. The prefectural governor shall give guidance, advice, recommendations or orders if owners do not comply with the rearing hygiene management standards. Early detection and reporting In addition to the compulsory reporting of infected animals and suspected infected animals, owners are required to report livestock which show the symptoms specified by the MAFF minister. 33 Requesting Country Standard Approval Procedure for Import of Designated Items (The 13th Instruction of the Ministry of Agriculture, Forestry and Fisheries in 2008) 1. A country requests the Animal Health Authorities of Japan (AHA) to lift import ban on designated items. Japan 2. The AHA develops and sends a questionnaire to the requesting country. 3. The requesting country completes the questionnaire and sends back it together with relevant information to the AHA. Then, the AHA examines the answers and sends additional questionnaires, if necessary. (step 2-3 may be repeated depending on the case) 4. The AHA confirms that the submission of the requesting country is complete 5. The AHA accepts the completed questionnaire and acknowledge its receipt to the requesting country 6. Conduct on-site visit 7. The AHA (risk assessment team) prepares a draft risk assessment report 8. The AHA seeks opinion of the Committee of Animal Health on the draft risk assessment report 9. The Committee provides its opinion on the result of the risk assessment to the AHA 10. The AHA notifies the result of the risk assessment to the requesting country. 11. MOF Trade Statistics 2 Since the outbreaks of HPAI in November and December 2016, January and February 2017, Hong Kong, Singapore and Vietnam continue to import poultry products from Japan except Aomori, Niigata, Hokkaido, Miyazaki, Kumamoto, Gifu and Saga prefecture. Cambodia imports meat and poultry meat products which is distributed in Japan. And poultry products could not export to Taiwan from all over Japan. 2. 43 Collaboration between international organisations The Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) GF TADs is established by FAO and OIE in May, 2004 as the global framework to control transboundary animal diseases. WHO is involved in the control of zoonoses under GF TADs. GF TADs identified regional priority diseases and developed roadmaps to eradicate each of the diseases. Member Countries share the information about the progress of other countries based on the roadmaps. Member Countries use PVS tools and cooperation tools such as OIE twinning programme. 48 Conclusion Transboundary animal diseases(tads) affecting livestock trade are chronically present in neighboring countries. Due to the movement of people and goods internationally along with the economic growth, the risk of TADs transmission is increasing. For the stable development of livestock industry, Japan takes border protection, measure for disease prevention and spreading, and also contributes to the improvement of international animal health in cooperation with OIE and related countries. To reduce the impact of disease outbreak on trade, Japan applies regionalization and compartmentalization based on international code established by OIE. p.47
