There was around the table introductions from all attendees. Notes from Previous meeting The notes from the Partnership Board meeting held on the 25 th April 2017 were reviewed and accepted as correct. Action Log The Action Log was discussed and updated. See Action Log Knowsley Social Care Update JMo provided a powerpoint presentation highlighting some of the recent developments in local social care: Adult Social Care Spending Plans A 3 year additional funding pot (non-recurring) of 9m has been allocated to Knowsley This has not removed the need to deliver on the local savings plan (target 4.497m this year) Aim is on achieving savings through changes which improve quality and target services where they are required 1.28m savings achieved so far (quarter 1) These have been some of the easy wins more difficult savings areas remain including: Complex Care Reviews Domiciliary Care Review (1700 cases) Re-ablement restructure Care Management restructure JMa asked whether there is an evaluation to assess the longer term outcomes for individuals who agree to changes in their care support. JMo replied yes reviews are built into the process and are required by the Care Act. 2
4 Hospital Admissions (Urgent Care) Knowsley has a good hospital discharge record and works well with the CCG on this New NHS targets on discharge are even more challenging Targets for Knowsley will be achieved by focussing on improving discharge for a small number of mental health patients, and reducing unnecessary hospital admissions A new pilot at Whiston hospital will base a GP in A&E to triage patients at the front door There s a need to support staff with End of Life care as these patients do not always need or want to be in a hospital setting Community IV Therapy Service is only being used at 50% of capacity We need to better communicate the functions of walk-in centres and encourage their use Members of KOPV highlighted their involvement with an End of Life service user group hosted by NWBHCT. This may be an appropriate contact to have discussions around End of Life Care. Action: DA to provide contact details to JMo to facilitate discussions with NWBHCT. Action: JMo to discuss use of Walk-in Centres and Urgent Care centres with Craig Porter Quality of Services Formal quality assurance processes such as CQC ratings and the Quality Assurance Framework are fine but have their limitations There is a need to ensure that feedback is encouraged from community members and service users around nursing homes, care homes, and domiciliary care services. This would include contacting Social Care and/or using the Healthwatch Knowsley feedback centre Action: All - Continued promotion of feedback routes, perhaps an action within the refreshed Older People s Strategy. 3
5 Agenda Item 5 Flu Vaccination Programme SMN provided a presentation on the programme in order to: Raise awareness of the National Seasonal Flu Programme Discuss the importance of having a flu vaccination To provide sufficient knowledge to ensure confidence for the promotion and awareness of the issues around seasonal flu vaccine To agree some key messages to share with family and friends To identify any areas for further support Over 65 s are targeted, not so much because they are vulnerable to contracting flu, but because they are vulnerable to the effects of flu. This winter s flu immunisation programme will include an increased focus on younger children which in turn will help protect other groups (such as grandparents) that they come into contact with. Key Messages: Flu cannot be treated with antibiotics, viruses cause flu and antibiotics only work against bacteria The viruses that cause flu can change every year, so you need a vaccination each year that matches the new viruses It is best to have the seasonal flu jab in the autumn before seasonal flu starts to be a problem Vaccines can be accessed from your GP surgery or local pharmacist Action: All asked to support this coming winter s flu vaccination programme: Encourage parents to take young children to GP for vaccination Encourage front line staff who work in care homes to seek a vaccination (protection for themselves and vulnerable residents) Use every opportunity to promote flu vaccination Action: SMN to ensure KOPV is included in flu message briefings 4
6 Agenda Item 6 OP Strategy Update DA and LC reported on work undertaken so far. A consultation continues to be delivered as widely as possible around older people s priorities/preferences. This was accessed by KOPV members at the Roadshows in March, and taken to other older people s groups, service users etc. since then. Over 300 completed forms so far. A document was presented with details of the consultation process and the preferences expressed so far across nine identified topics. JMa felt it was odd that options such as Learning and Leisure & Culture activities have overall been seen as lower priorities when they can have such a positive outcome on some of the other themes such as Loneliness/Isolation. It was agreed that it is slightly unrealistic to present issues in isolation as there is so much interconnectivity and crossover. Agenda Item 7 An OP Strategy Group has now been convened and held its first meeting last week. It is planned this group will meet monthly, initially to agree and produce an OP Strategy and ultimately to monitor progress of the Strategy. This is the model adopted by the Carers Strategy. This group will report to OPPB, and members of OPPB are welcome to attend. Partnership Boards Delivery plan DA reported that within the new contract covering all of the Partnership Boards, there is a requirement for each Board to work through a delivery plan aimed at providing some standardisation. The delivery plan for OPPB was circulated and discussed. Some requirements have already been achieved by OPPB. Others expected during quarter 1 include: Pre-meetings with Chair(s) to set agenda/agree minutes etc. in place These arrangements currently conducted by for OPPB Action: Co-Chairs would prefer a pre-meeting Review of the Terms of Reference and Membership list These had been circulated in advance of the meeting, but time restraints required the discussions to be deferred to the next meeting. 5
7 Action: Review of the Terms of Reference and Membership list to be an agenda item for October meeting. All members to feedback comments/ suggestions. Explore a shared rebranding of the Engagement Forum and Partnership Boards To be undertaken with other Boards Deliver at least two extra sessions per year These can be allocated to topics identified by OPPB. It was agreed that these will be allocated to the OP Strategy Group which will meet monthly (see 6 above). Agree a local 3 year Strategy for this client group The OP Strategy refresh is underway see 6 above Agenda Item 8 Knowsley Engagement Forum Jen Casey provided the following update: The Engagement Forum discussed the following items at their formal meeting which took place on the 23 rd March 2017; o A member of the Performance and Business Intelligence department presented the findings of the Adult Social Care Local Account 2017 highlighting what has been good, what has improved and what needs to improve. Those areas that need to improve will be incorporated into the wider adult social care transformation plan. o Forum members discussed housing and health to contribute to the discussion at the March Health and Wellbeing Board. The Engagement Forum discussed the following items at their formal meeting which took place on the 23 rd March 2017; o The Engagement Forum looked at the response document to the Adult Social Care Local Account and highlighted areas where they would like more information. o Members discussed which topics they would put forward for Knowsley Council s Scrutiny Workplan. Two topics which have repeatedly discussed at the engagement forum were highlighted; 6
8 Access to welfare rights advice in Knowsley Local approach to domiciliary care provision, including; Skills in staff How the contracts are organised The information Knowsley Council provides on how to use a direct payment The Knowsley Engagement Forum has been supporting the Health and Wellbeing Board to receive responses to the Knowsley Patient Survey of Community Pharmacy Services. The survey was sent out digitally through the forum network including Healthwatch Knowsley. Outreach activities in local pharmacies, walk in centres and GP s also took place as well as visiting groups asking community members to complete the survey which resulted in 109 surveys being completed though outreach. Partners are given an opportunity to give updates on their area of work; o Healthwatch Knowsley is continuing to engage with community members around primary care, mental health services and repeat prescriptions. o Knowsley Older People s Voice are working with Knowsley Council to explore digital inclusion and the impact of moving services online on older people and other groups who may not be able access or use the internet. The Older People s Partnership Board are beginning to refresh the Older People s Strategy by engaging with older people in Knowsley. o The Being Involved Group is currently looking at how it will work in the future with a bigger focus on the hate crime ambassador work with Merseyside Police and the Big Pathway education work. Agenda Item 9 Open Session KOPV organised a focus group (30 th June) to challenge Knowsley Council on its digital only approach to service enquiry and problem reporting (eg. street lighting, dog fouling etc.). A number of assurances were received from Council Officers leading this process that face to face and telephone contacts will still be possible KOPV is organising a further series of Roadshows on 1 st, 5 th, 6 th, and 7 th September. Members of OPPB welcome. 7
9 Action: DA to send draft programme to JMo SMN reported that the Knowsley Public Health Annual Report is now available with the focus of Aging Well. 10.
