1 CECS-NEWS ^r^l bylaaf 16:1/: The new structure the Coaches Education and Certification System (CECS) by Elio Locatelli T he IAAF CECS programme was introdueed in 1990 and its structure has evolved considerably since then. Over the past decade, CECS Level l/ll courses have been organised world-wide and great numbers coaches have obtained qualification: 307 Level I courses had been held as at 31 December participants achieved the required Level I pass mark which 16 qualified for the Level II course. Level II courses had been held. 350 certified Level I coaches have taken part, which 40 are now eligible for participation in the Level lll (Diploma) course. (editor's note: a CECS Level II course update by Fletcher McEwen was published in NSA 14, (1999), 3, pp 67-70) Each Level the CECS programme has a different focus: Level I coneentrate on the basic teaching athletics events, with a practical element ccntred on the basic teaching group athletes. Level II coneentrate more on the Coaching individual athletes beyond the basic learning stages. The central focus is the process Coaching and the construction systematic long-term training programmes for athletes. Level lll is more concerned with sport science and it can be applied to training through applied research, together with long term planning for top Performance. The Level lll (Diploma) course is scheduled for introduction in 00. In 000, a working group composed international experts, was appointed to analyse the CECS Programme afterlo years existence. The working group met on 10 April 000 in Boulouris (France). After 5 days discussions the recommendations the review committee regarding changes in the structure the Level I CECS course and the nature the Level lll course was approved. CECS level I These changes will be made with a view to: making the course more effective in preparing coaches for actual Coaching; making the courses more accessible to both potential coaches and athletes; and streamlining administration and making assessment more realistic. Summary main changes: Course Administration: a) The course lasts 14 days instead the previous 16. b) All marks are on a 1-4 point scale. c) The Course Director must comment on participant's potential. d) The Course Director must verify the participant's Level II choice event group and ensure that only one event group is selected. e) A füll explanation entry requirements to CECS Level II must be given to all participants. Participants assessment: a) A practical presentation evaluation. Guidelines and form for this evaluation are 93
2 The new structure aftln sl ducation and Certification System (CECS] contained in the revised Lecturers' Handbook; b) A 90 minutes theory examination will contain 60 questions. c) Examination marks are calculated as follows: 4 very good 3 good satisfactory 1 unsatisfactory Score for passing the examination and for eligibility to the CECS Level II programme are as follows: PRACTICE PASS CECS LEVEL 3 4 Teaching and learning material: a) "Introduction to Coaching Theory". b) "Run! Jump! Throw! - The Official IAAF Guide to Teaching Athletics" c) "CECS Level l/ll Event Textbooks: Sprint a Hurdles / Middle, Long Distance and Race Walking / Jumps / Throws / Combined Event." CECS level lll (Diploma) Two modules have been designed for the IAAF Diploma in Coaching: Coaching Specialisation Technical Director Specialisation The course will take place over 6 days, with an oral examination during the course. Entry requirements: a) A minimum two years' Coaching experience at National Level after obtaining the CECS Level II Certificate; b) Submission two six-months extraets from the Coaching Diary an athlete in his/her squad or Submission a fouryears "Performance Strategy Paper" for National Teams; c) The writing at least one technical/coaching paper 500 words or more, to be published in an RDC Bulletin or equivalent, or experience as a Team Coach at an event at least Area Championships level. Assessment: A panel three experts eonduet the oral examination. Participants are expected to discuss the contents their published articles, their athletes' Training Diary or Performance strategy papers. Participants who pass the course examination will be awarded the "IAAF Diploma in Coaching", the highest Coaching award available from the IAAF. Speeimen Timetables CECS Level I / II are attached.
