Fluoridation Action Team Sean Isaac 1) Since the last Oral Health Florida General Membership Conference Call the Fluoride Action Team met via conference call on April 9, For information about ongoing fluoridation efforts in Florida communities, joining the Fluoride Action Team, participation in the strategic planning to increase access to water fluoridation or conference call details please contact either coleader, Sean Isaac at or or Dr. Phil Bilger at (561) or 2) Community Water Fluoridation is a topic that will be discussed in many sessions, trainings and other venues at the 2014 National Oral Health Conference and Pre-conference in Fort Worth, Texas (April 26th April 30th). If you have not registered Late Registration may be possible. Visit this online agenda for additional information: rochure2014nohc.pdf. 3) The Florida Department of Health is in the process of planning for the release of grant funds for the State and Federal Fiscal Years. If you are aware of any communities interested in upgrading its water fluoridation system and more importantly initiating community water fluoridation please contact Sean Isaac or Dr. Phil Bilger. If you are interested in beginning an educational campaign for water fluoridation in your community and you don t know where to begin please contact Mr. Isaac or Dr. Bilger for information. The Florida Department of Health and its partners (Florida Dental Association, Florida Dental Hygiene Association, Local County Health Department employees and other local organizations) work diligently annually to help provide guidance and assistance to increase and sustain community access to fluoridation. This year the Florida Department of Health is planning to provide significantly more in funding and training for local communities to support fluoridation initiatives. Page 1

2 4) The Florida Department of Health is calling on members to apply to become Active Members of the Preventive Health and Health Services Block Grant Advisory Council. This 11 member council meets twice annually to provide guidance to the Florida Department of Health on the use of Dental Program Funding. If you are interested please contact Sean Isaac for more details. c. FPHI Consumer Engagement Dr. Roderick King/Cristy Hom FPHI is continuing our work in the area of oral health consumer engagement with DQF support. We are gathering information from parents of Medicaid-eligible children about the barriers to obtaining dental care or to achieving oral health for their children. Because this is a pilot project, we chose to look at the population of Medicaideligible children for two reasons: 1) Some of the best available data we have the number of Medicaid eligible children who 1) received any dental service within a given year and 2) who received any preventive service within a given year 2) In response to the 2012 Pew Foundation report raked Florida dead last/#50 as having highest percentage of Medicaid-eligible children who received dental services in % We identified counties with highest percentage of Medicaid eligible children and have recently added Orange County thanks to Tami Miller s assistance in helping us gather information from parents in Orange County Head Start Three ways of gathering information: o 1. Completion of online or hard copy survey o 2. One on one real time survey completion o 3. Focus groups FPHI has created a 20 question survey using multiple choice and a likert scale based on best practice and then integrated suggestions per feedback from the FPHI Consumer Engagement Action Team. We will have a Spanish translation of the survey available as well. We have been working as new members of the Consortium for a Healthier Miami Dade s Children s issues/oral health committee and visiting 5 child care centers in 5 months as part of a larger initiative. During these visits, we will be collecting survey responses real time while children receive oral health screenings and parents and children participate in oral health education. d. Sealant Action Team Dr. Elizabeth Orr The Sealant Action Team had a call in March to discuss the results of the last Leadership Council meeting. The Action Items that Leadership Council approved are : Page 2

3 1) Adopt definition of School Based Sealant Program vs. School Based Preventive Program to better define the existing programs in Florida and what services are provided at the schools. 2) Create a standardized consent form to help with continuity of data collection across all programs. 3) Create a one page white paper on sealants in Florida (using CDC guide) to highlight the status of sealant programs in Florida. 4) Best practices for sealant programs to help new and existing programs improve. We also featured a program spotlight with Betty Kabel from North Florida Medical Centers FQHC who spoke about her program in Okaloosa County. We were able to get in depth information on her program and she shared pictures with the members of her set up and break down of the portable equipment. We have a busy year ahead for the Sealant Action Team. e. Senior Oral Health Action Team Dr. Nolan Allen and Bob Macdonald 1) Conference calls are set for May 14th, July 16th and September 17th from 1 2 PM. 2) Judith Corbin continues her work on populating the Florida page on Oral Health America s TOOTHWISDOM.ORG STATE PAGE website. 3) ADA NECAC face-to-face meeting May 8-9, 2014 in Chicago. Dr. Allen is Consultant to the National Elder Care Advisory Committee. Work continues on Continuing Education online modules through the Center for Professional Success with anticipated roll out date in June, Courses will focus on care delivery for the vulnerable elderly and special needs patients and information for ADA member dentists on ways they can become a dental director for nursing homes and long term care facilities. 4) Concern from El Harris of PrevMed regarding reimbursement through Florida Medicaid Managed Care. Discussions will continue on our May conference call. f. Medical Dental Interaction- Karen Buckenheimer The subcommittee has reached out to Pediatric Residency programs across the state to offer a Dental presentation provided by a local dentist in their area. We are looking forward to scheduling presentations soon. An article will be Page 3

4 published in the Florida Pediatric Society newsletter regarding oral health resourses and the opportunity for dental education at the local society meetings, clinics or hospitals. IV. OHF Sustainability Update- Please read minutes from OHF Leadership Council April 16, 2014 call for more details. 1) As we transition from FPHI hosting the OHF website to the UF hosting of the website, we cannot accept any more submissions for posting, ie, announcements, minutes, agendas. It will take a week or two to transition so in the interim, please do not send materials to either Cristy Hom at FPHI or to me. Once the migration of the website is completed, I will send you the name and address of the website maintenance person and you can start sending materials to them. 2) For any announcements that you want to send to the general membership via , please forward them to me and to Johnna Lechler jlechler@dental.ufl.edu. She will them to members. 3) For Action Team distributions, I would ask that Action Team Chairs maintain their membership s and send them directly to your members, rather than asking Johnna to do that. 4) It is also critical that you ask one of your Action Team members to take minutes for the meetings. Those agendas and minutes can be sent to me and the webmaster in a few weeks, once the migration is completed. 5) We are looking forward to maximum attendance at the OHF General Membership meeting on July 31/August 1 in Orlando. Details about registration, hotel reservations, agenda, etc will be sent out shortly but please mark down the dates on your calendars. V. Florida s Oral Health Roadmap- Thanks to support from the Florida Public Health Institute including Dr. King, Facilitator Deitre Epps and Cristy Hom, the LC has worked on this Roadmap, using the principles of Results Based Accountability. The Leadership Council needs one more meeting to approve the Roadmap and then we will distribute to the general membership and also statewide. We hope that the principles of Collective Impact and the strength of the Roadmap itself will motivate partners to commit to specific actions to implement this plan. More to follow. VI. General Member Announcements 1) Karen Buckenheimer thanked the Florida Dental Association's Foundation and recognized Drs. Nolan Allen and Leo Cullinan for leading the first Mission of Mercy event in Florida on March 28th, 29th at the Florida State Fairgrounds. The event was life-changing for all. Over 1,478 volunteers including 310 dentists, 70 hygienists, 231 dental assistants, 383 dental students, and 484 general volunteers from across the state came to provide dental services to those in need. After the two day event, 1,660 patients were served, 8,017 procedures provided, at a value of $1,141,478. VIII. Adjournment Page 5
