Lovencin 1. CALL TO ORDER The Chair of the Abbotsford Social Planning Advisory Committee (ASDAC) called the meeting to order at 12:15 p.m. 2. ADOPTION OF MINUTES.1 Minutes of the Abbotsford Social Development Advisory Committee (ASDAC) meeting of October 14, 2009 Moved by K. Neufeld, seconded by A. Neumann, that the Minutes of the Abbotsford Social Development Advisory Committee meeting held October 14, 2009, be adopted. ASDAC Identification of new business.1 Fraser Health Authority Outreach Nurse A. Borrows announced that the Fraser Health Authority has hired a new full time outreach nurse, Annette Holmes. Ms. Holmes will begin the position in January and will be invited to the December ASDAC year end reception..2 Frank Fung - Fraser Health Authority Councillor Smith advised that Frank Fung is no longer with the Fraser Health Authority. A. Borrows advised that Andy Libiter will be replacing him..3 Pubic Information Budget Meeting D. Luymes advised that a public information meeting regarding the 2010 budget will take place at 6:30 pm this evening in the MCA Auditorium.

BUSINESS OUT OF MINUTES.1 Advisory Committee structure and composition - item 6.2, Oct 14th meeting - verbal report from John Smith Councillor Smith updated members on Council s consideration of the City Manager s recommendations to change the structure, size and amount of committees within the City. He advised that Council feels that the contribution made by many of these committees is very valuable. Therefore Council is deferring their decision and is asking all committees to evaluate themselves to determine their effectiveness: Whether or not their structure, size or approach should be changed, and to provide any recommendations they may have in this regard. Councillor Smith noted that an evaluation of ASDAC will be conducted in March, with the results to be included in a report to Council, by its June deadline for feedback. Moved by K. Neufeld, seconded by L. Honey Ray, that the verbal report by Councillor Smith on advisory committee structure and composition, be received. ASDAC DELEGATION.1 OCP Climate Action Update' verbal report (C. Johannsen and R. Koole) ( OCP Amendment) D. Luymes, C. Johannsen and R. Koole provided the rationale for, and components of,proposed amendments to the Official Community Plan. They spoke to a Power Point presentation and received comments from ASDAC on the proposed changes. D. Luymes clarified that the City has signed on to the Climate Action Charter and as a corporate entity has committed to being carbon neutral by However, the report being prepared by C. Johannsen and R. Koole is regarding encouraging the entire community at large to become involved in reducing emissions. Moved by L. Honey-Ray, seconded by S. Blakley-Oaks, that the verbal report by C. Johannsen and R. Koole, on the Official Community Plan Climate Action amendment, be received. ASDAC

3 Page 3 of 5 5. REPORTS.1 Elizabeth Fry and Rio Motel Livingstone Avenue verbal report (C. Enns) ( ) S. Bayes, Executive Director of the Elizabeth Fry Society, G. MacKenzie, Architect, B. Moriarty, Elizabeth Fry Society and C. Lovencin, Elizabeth Fry Society, spoke to a Power Point presentation regarding a proposed project for the Rio Motel at Livingstone Avenue, which will provide shelter and programming space for at risk women and children in Abbotsford. Members discussed this project with the applicants. Moved by W. Green, seconded by R. Van Wyk, that the proposal presented by the Elizabeth Fry Society representatives, for the Rio Motel at Livingstone Avenue, be supported. ASDAC NEW BUSINESS.1 Council report (SCP ) on the Statement of Intention for a Child-Friendly City (L. Honey-Ray and C. Enns) C. Enns announced that Report SCP , regarding a Statement of Intention for making Abbotsford a Child Friendly City, was approved by Council. A signing ceremony for community leaders is planned for Friday December 4 th at 8:30 am in Room 530. Members discussed the various ways this Statement of Intention will benefit the City. It was suggested that Child and Youth Friendly Abbotsford Working Group use the Statement as a lens through which they evaluate their objectives for Moved by T. Schrock, seconded by G. Franklin that the verbal report by C. Enns regarding the Child Friendly Statement of Intention, be received. ASDAC Councillor Smith thanked C. Enns and L. Honey-Ray for their advocacy and hard work in supporting this statement..2 December meeting invitation (D. Luymes) D. Luymes advised that the December meeting of ASDAC will take place at 3:00 pm on Wednesday, December 9 th in the MCA Conference Room and will only last one hour, in order to accommodate a seasonal reception scheduled from 4:00 to 6:00 pm in the MCA Foyer. Council, ASDAC, Working Groups and associated community members will be invited to attend.

4 Page 4 of 5.3 Change in title and responsibilities announcement (D. Luymes) ( ) D. Luymes noted restructuring changes taking place at City Hall. He announced that he has now been assigned the title of General Manager, Strategic and Corporate Services and that his responsibilities have increased to include the Corporate Services Department in addition to Strategic Planning. Mr. Luymes commented that these are internal functions, whereas Community Planning and Social Planning are external functions of the City and will therefore most likely move back to the Development Services Department..4 Rent Bank online voting announcement (G. Franklin) ( ) G. Franklin s announced online voting for the Rent Bank concept has made it into the final voting phase of the Aviva Insurance competition, but it must have strong, popular support if it is be one of 25 project concepts that will be considered by the judges. She encouraged members to vote as often as they can. The link is 5. Headlines Theatre Production: After Homelessness announcement (G. Franklin) ( ) G. Frankin announced that Headlines Theatre will be featuring an audience participation production entitled After Homelessness. Ms. Franklin explained that this play highlights the difficulty in getting off the streets and keeping off them. Actors will ask the audience to engage in concrete solution investigation for safe, appropriate housing. For more information, go to: homelessness. 6. Memorial Service for Gary Abbot announcement (G. Franklin) ( ) G. Franklin announced that a memorial service will be held this afternoon for Gary Abbot, the homeless man found deceased on the corner of Gladys Avenue and George Ferguson Way. 7. FVRD More Affordable Housing Forum announcement (G. Franklin) ( ) G. Franklin announced that the Fraser Valley Regional District will be hosting a forum on more affordable housing, December 11, 2009 at the Ramada Inn. She noted that Michael Gellar will be speaking on Ten Ways to Affordable Housing. 7. CORRESPONDENCE.1 Gurdwara Sachkhand Isher Darbar Society
