1 August 15, 2017 Discount Drug Mart 211 Commerce Drive Medina, Ohio In Ohio, more than three million people, or 25% of the population, have a mental illness or addiction disorder. The public mental health and addiction system, which was designed to provide services to low income individuals experiencing mental illness or addiction disorders, lacks adequate funding, meaning that hundreds of thousands of Ohioans each year do not have access critical to mental health and addiction treatment and support services in their communities. Established in 2003, the Mental Health & Addiction Advocacy Coalition (the MHAC) has the mission to foster education and awareness of mental health and addiction issues while advocating for public policies and strategies that support effective, well funded services, systems and supports for those in need, resulting in stronger Ohio communities. Our organization provides a unique forum for our 122 member organizations throughout the state to: Share experiences, needs, and expectations Set priorities and an agenda for change Speak with one voice on public policy and funding issues An important component to building increased support for mental health and addiction services is educating public officials and developing relationships with them to increase their awareness of the impact of untreated mental illnesses and addiction disorders on the communities they serve. One of the MHAC s areas of focus is connecting member organizations with public officials and policymakers to facilitate the development of relationships. An important strategy the MHAC uses to do this is hosting its annual Northeast Ohio Public Officials Breakfast Reception Reception 2016 Reception The MHAC requests Discount Drug Mart sponsorship for our 2017 reception, which will be held on October 6 at Saucy Brew Works. The goal for this unique event is to introduce members to elected and appointed public officials that they may not know or do not have an opportunity to interface with frequently. In addition, the MHAC uses the breakfast as an opportunity to share important information with local, state, and federal officials about the impact of untreated mental illnesses or addiction disorders, explain why their support is important, and outline ways they can show their support. In 2016, 161 individuals attended the Northeast Ohio reception. Attendees included 73
2 public officials and 71 individuals from member agencies, and we expect the attendance at this year s breakfast to be even larger. 5 Thank you for attending the Thirteenth Annual Northeast Hub Public Officials Breakfast Reception at Friday, October 14, 2016 Changing minds, changing lives The MHAC fosters education and awareness of mental health and addiction issues while advocating for public policies and strategies that support effective, well-funded services, systems, and supports for those in need, resulting in stronger Ohio communities. Facts About Behavioral Health Prevalence & Treatment Two out of three Ohioans have been impacted by a behavioral health issue in their family or close relationships perhaps a child, a parent, a spouse, a sister, a brother, a coworker, a friend, or a neighbor. Nearly 1 in 5 adult Ohioans has a mental illness. That s almost 1.7 million people. 629,000 Ohioans abuse or are dependent on alcohol. 238,000 abuse or are dependent on an illicit drug. As many as 531,000 children in Ohio have a mental health disorder. Between 40% and 60% of people who complete drug addiction treatment do not relapse. Half of all lifetime cases of mental illnesses begin by age 14 and three-fourths by age 24. Relapse rates for addiction resemble those of other chronic diseases such as diabetes, hypertension, and asthma. Between 70% and 90% of people with a severe mental illness have significantly reduced symptoms and improved quality of life with treatment and supports. LGBTQ individuals are nearly three times more likely than others to experience a mental health condition, such as major depression or generalized anxiety disorder. Successfully advocated for the complete restoration of funding for the ADAMHS Board of Cuyahoga County budget. Worked with leaders in Cuyahoga County to renew the 4.8 mill Health & Human Service levy, and are currently working with leaders in Lorain County on their first ever 1.2 mill Addiction Services levy. Member agencies posted yard signs, acted as yard sign distribution sites, and ran the phone bank operation. Southwest Hub Participated in the development and implementation of county plans to address the opioid crisis and identified targeted areas for continued MHAC participation. Engaged one of the first pharmacies to participate in the PreventionFirst! Rx Drug Drop-Off Program. Supported the passage of the Clermont County Children Services and Mental Health Services levy and the Butler County Elderly Services levy by participating in and informing members of opportunities to support the levies, including poll work, literature distribution, honk-ins, and other activities. State Level Continued to be actively involved in the Ohio Office of Health Transformation s Redesign of Medicaid s behavioral health system into a managed care model. Staff and members have been involved in planning meetings, participated in surveys, provided feedback on managed care system options that have been presented, and continue to analyze and respond to the proposed changes. Effectively advocated, along with partners throughout the state, that legislative policies related to the opiate epidemic need to support treatment and recovery. In response to advocacy efforts, the state budget included $1 million to increase access to naloxone, $2.5 million for recovery housing while removing language that added barriers to new recovery housing, and ensured individuals who have overdosed may be connected with mental health professionals rather than law enforcement. Hosted Cabinet Officials at State Policy and Advocacy Committee meetings to discuss important issues on the Behavioral Health Redesign and the upcoming biennial budget.
