2 Please join the Indiana Council of Community Mental Health Centers (Indiana Council) for an important statewide meeting related to the changing landscape in behavioral healthcare service delivery. Given the potential for extensive changes in the federal Medicaid program, it becomes important for the community mental health center system to develop new strategic initiatives in partnership with state policymakers designed around performance or risk based service delivery models. Such an approach is designed to improve service delivery and consumer outcomes while bending the Medicaid cost curve. For CMHCs to be an important player in the new healthcare environment, we must demonstrate the value our system provides as the most cost effective for behavioral and primary health treatment given administrative, operational, and financial factors. Hear from a national leader in redesigning health systems who will provide demonstrated evidence that the CMHC system is the logical choice to provide comprehensive treatment services to the 5% of the Medicaid population contributing to 50% of overall Medicaid costs. In addition, the Indiana Council is focused on providing best practice concepts to the membership to ensure services already being provided by certain CMHCs are understood and potentially adopted by other CMHCs seeking similar program outcomes. For this conference, the Indiana Council is highlighting our Addiction Committee leadership, who will provide best practice programming for both Medication Assisted Treatment (MAT), as well as criminal justice behavioral health service delivery. We will also focus attention on better understanding the potential implications of MACRA on the CMHC system. Currently, MACRA s Quality Payment Program aims to reduce administrative burden on physicians so they can focus on care improvement, promote adoption of value-based care, and smooth the transition to new models of care. Finally, please join us on Thursday, May 11th for the Indiana Council Reception, where we will take the opportunity to honor three retiring CMHC CEOs who have given enormous time and energy to the development of the community mental health center system in Indiana and the consumers we serve. The future of Medicaid remains uncertain and the implications for Indiana remain unclear on the consumers of these vital health services. This conference will focus on how the CMHC system can leverage that uncertainty by demonstrating our value to federal and state policymakers. Given the challenges of providing behavioral health services in a difficult healthcare environment, CMHCs are uniquely positioned to provide directed primary and behavioral health services to the most vulnerable populations in the Hoosier State. We must demonstrate our value to policymakers by making it clear, our provider system is the most cost-effective approach to treating high risk, high need health consumers. 3 Utilizing the CMHC System as the Value Proposition for State and Federal Policymakers The Indiana Council is pleased to present Dr. Joe Parks, Medical Director, National Council for Behavioral Health. Dr. Parks serves as the first Medical Director of the National Council and brings extensive knowledge and experience on the role of safety-net providers in bending the Medicaid cost curve. This half-day session will focus on how CMHCs can be positioned as the provider system solution for high cost, high need consumers navigating Medicaid. Given the focus of the current federal administration on modifying the Medicaid as it operates today, it becomes important to understand how CMHCs can make the case as the value proposition for policymakers versus utilizing large hospital systems for ACO or other concepts that dilute our ability to carry out services in the most cost effective manner given market conditions and rates. This session will provide demonstrated successes in health home based treatment while lowering Medicaid costs. This session will also focus on how to leverage CMHCs to address potential performance or risk based models that are "doable" without creating unnecessary risk to our provider system and the consumers we serve. Keynote Address-Indiana Commission to Combat Drug Abuse The Indiana Council is pleased to present Jim McClelland, the newly appointed Chairman of the Indiana Commission to Combat Drug Abuse, as our keynote speaker. The Commission is specifically designed to coordinate and direct the drug-related activities of nine Indiana state agencies and measure results and outcomes of state programs to reduce addiction. Given the 500 percent increase in drug overdose deaths since 1999, this Commission was established to provide urgent and concerted attention to effectively reduce the impact drug addiction is having on families, individuals, and children. As the CMHC system is the largest addiction provider system in Indiana, take this opportunity to meet the new Chair as we work to foster a relationship with this important new Commission to address Indiana s challenging drug addiction issues. Understanding MACRA and the Potential Implications for the CMHC System The Medicare Access and CHIP Reauthorization Act of 2015 creates a new quality payment program under Medicare related to a merit-based incentive payment system and an advanced alternative payment model. The goal of the program, that became effective on January 1, 2017, is to reduce administrative burden on physicians so they can focus on care improvement, promote adoption of value-based care, and create a smooth the transition to these new models of care. While the program is specific to physicians and other qualifying providers, it becomes important for the CMHC system to fully understand these MACRA concepts. Hear from an expert on MACRA who will describe the program and requirements, while discussing the possible implication for CMHCs should Medicaid adopt similar payment models. Best Practices in Medication Assisted Treatment Medication Assisted Treatment (MAT) continues to be a highly effective treatment modality for individuals suffering from addictive disorders. MAT is the use of medications in combination with counseling and behavioral therapies for the treatment of substance use disorders. The combination of medication and behavioral therapies is effective in the treatment of substance use disorders and plays an important role in sustaining addiction recovery. CMHCs current utilization of MAT services varies greatly, with certain CMHCs developing comprehensive programs that are already showing significance progress in sustaining addiction recovery. This session will focus on bestpractices within those CMHCs currently utilizing MAT in order to afford other CMHCs the opportunity to learn and understand how to develop an effective program. Best Practices in Behavioral Health Services for the Criminal Justice Population With the on-going support of legislators in promoting addiction treatment service for the criminal justice population, it is very important for CMHCs to fully understand how to develop effective programming. As the Recovery Works program continues to be further implemented, specific CMHCs are taking full advantage of this important program by targeting services to the criminal justice population. This session will provide a best practice overview from those CMHCs who have embraced the concepts of targeted behavioral health services to incarcerated individuals or those preparing for community reentry. Through these efforts, recidivism rates are reduced and such individuals are better positioned to recover from their substance use disorder.
