Call to Order/Introductions Committee Chair Cameka Jefferson called the meeting to order at 6:20 p.m. She welcomed everyone and asked for introductions. Attendees were guided through the meeting with a PowerPoint presentation (copy on file); each agenda item below was included in the PowerPoint presentation. II. Identify Resource Persons Ms. Jefferson requested Behavioral Science Research (BSR) staff identify themselves as resource individuals. III. Review Agenda The committee reviewed the agenda. Floor Open to the Public Ms. Jefferson opened the floor to the public with the following statement: Pursuant to Florida Sunshine Law, I want to provide the public with a reasonable opportunity to be heard on any item on our agenda today. If there is anyone who wishes to be heard, I invite you to speak now. Each person will be given three minutes to speak. Please begin by stating your name and address for the record before you talk about your concerns. There were no comments; the floor was then closed. V. Review the Minutes of November 19, 2018 Members reviewed the November 19, 2018 meeting minutes (copy on file). There were no changes. Motion to approve the November 19, 2018 meeting minutes as presented. Moved: Lileaus Hill Seconded: Sandra Jones Motion: Passed VI. Membership January Vacancy Report All committees and the Partnership are lacking in members, particularly Ryan White Client Representatives of the Affected Community/Persons Living with HIV/AIDS (PLWHA). Membership requirements and expectations were reviewed and all non-member attendees were encouraged to join the Committee and/or the Partnership. Members discussed the pros and cons of holding meetings in South or North Dade County. If meetings are held in South Dade, transportation of existing members is a concern. Members agreed the central location of United Way and the access to public transportation make it an ideal regular meeting site. Previous meetings held in the South did not produce any positive results; stigma of being seen in your neighborhood was noted as a possible reason. Staff advised that members are not allowed to participate in meetings via video conferencing due to Florida Government in the Sunshine Laws. Holding quarterly or twice a year meetings in locations other than United Way were discussed. Suggested sites are West Kendall, Perrine, or Community Health of South Dade (CHI). Having a Partnership presence at support groups was also discussed. Staff was asked to compile a comprehensive list of support groups for members to attend; many members are already part of support groups and promote the Partnership at those meetings. Partnership Member Application Review Karen Iglesias, Health Education Supervisor, Florida Department of Health in Miami-Dade County, has applied for the HIV Prevention Provider Representative seat which will be vacated by Sarah Suarez. Ms. Iglesias is currently serving as Chair of the Prevention Committee. She introduced herself and stated her interest in joining the Partnership. Members completed Score Sheets (copies on file) and Ms. Iglesias was recommended for appointment. Page 2 of 5

3 Motion to recommend to the Mayor of Miami-Dade County the appointment of Karen Iglesias as HIV Prevention Provider Representative on the Miami-Dade HIV/AIDS Partnership. Moved: Zena Troutman Seconded: Sannita Vaughn Motion: Passed 2019 Member Contact Update Members were given time to complete the 2019 Contact Update Sheet (copy on file). Annual Source of Income Statement Members were given time to complete the 2018 Annual Source of Income form (copy on file). Completion of the form is a state requirement for members who served one or more days on a County advisory board in the calendar year (2018). Staff assisted members, as needed, and collected the completed forms. VII. Reports Partnership Report Cameka Jefferson The Partnership report (copy on file) was distributed for information; there were no business items voted on in January. The next meeting is scheduled for Tuesday, January 19 at the HistoryMiami Theater, 101 West Flagler Street, South Building, Miami, FL The change in location was stressed as this is a one-time meeting location change for the month of February. Members and guests can RSVP by , phone, or Facebook Ryan White Conference Report on Recruitment Members reviewed bullet points of recruitment strategies from Partnership Officers who attended the 2018 Annual Ryan White Conference in December (copy on file). Partnership Vice Chair Travis Neff will attend the committee s February meeting to discuss recruitment strategies, including a focus on improving the Partnership s social media presence. Ryan White Part A/MAI Program Update Christina Bontempo Ms. Bontempo highlighted Ryan White Part A and Minority AIDS Initiative (MAI) expenditures as of January 7, 2019 (copy on file): Part A expenditures: $12,692, (59.68%); MAI expenditures $1,835, (79.03%). Members were reminded that this report indicates the services and dollars approved by the Partnership for Ryan White Part A and MAI funding, and that this report can be used as a reference as to which services are available through the local Ryan White Part A/MAI Program. The AIDS Drug Assistance Program (ADAP) report (copy on file) from December 2018 included: Expenditures ($3,278,126.88); Total Clients (2,846); New Enrollments (83); and Re-Enrollments (935). Members were reminded that the report includes details on how to enroll in ADAP and when reenrollment is required for existing clients. Also, the report details reasons clients were turned down for enrollment/reenrollment (e.g., missing documentation, missing prescriptions) to assist anyone having difficulty accessing medication through ADAP. Standing Business Election of 2019 Committee Officers Ms. Jefferson, Committee Chair, and Synthia Mitchell, Committee Vice Chair, have completed one year as officers and did not wish to have their names on the ballots for After some discussion, member Rudy Pierre was placed on the ballot for Chair and member Zena Troutman was placed on the ballot for Vice Chair. Motion to approve the ballot for Community Coalition Committee Chair with Rudy Pierre as the candidate. Moved: Cameka Jefferson Seconded: Sandra Jones Motion: Passed Motion to approve the ballot for Community Coalition Committee Vice Chair with Zena Troutman as the candidate. Moved: Cameka Jefferson Seconded: Sandra Jones Motion: Passed Mr. Pierre and Ms. Troutman were welcomed as new committee officers and the committee thanked outgoing officers for their service. IX. New Business Recruitment Events - February 7: National Black HIV/AIDS Awareness Day (NBHAAD) Events: Various Alesia McPhaul announced an event on February 7 at Empower U in recognition of NBHAAD. Members agreed this would be a good location for recruiting as many participants are likely to be Ryan White clients. Staff and several members will attend. - February 22: Getting to Zero Health Fair at Stephen P. Clark Government Center, 111 NW 1st Street, Miami This is a community event which is not likely to include Ryan White clients specifically and members agreed the Partnership would not host a table at this event. - April 28: AIDSWalk Miami (5K) at Soundscape Park, th Street, Miami Beach This is an annual event which the Partnership has participated in for many years. The community exposure for the Partnership is excellent and members agreed to participate again this year. Staff will make the reservation and advertise details closer to the event date. Several members intend to staff the table and/or participate in the walk. Staff distributed five tickets for the February committee meeting (copy on file) to each meeting participant. Members were asked to distribute the tickets to potential members and interested persons and asked that anyone interested please RSVP to ensure adequate food and meeting materials. Page 4 of 5

Announcements Special Presentation: Study: HIV Mothers Examining Their Infant Feeding Practices and The Challenges They Experience Jean Hannan, PhD, FIU Dr. Hannan advised that she and the study s principal investigator will present findings from the above named international study at the next committee meeting. The results will highlight continuing challenges of stigma, the need for more media support, and treating HIV as a chronic illness. Other Partnership Vice Chair Travis Neff will present Creating a Strong Social Media Presence at the February meeting. Ms. McPhaul announced an event on February 7 at Empower U in recognition of NBHAAD, Guess Who s Coming to Dinner? A panel discussion on HIV and the silence in our community. Staff and members will attend (see Recruitment Events, above). Ms. McPhaul also announced the WILLOW (Women Involved in Life Learning from Other Women) program is holding workshops weekly at Empower U. Also at Empower U, a National Women and Girls HIV/AIDS Awareness Day event is being organized to discuss bridging the generation gap and highlighting the timeline of the AIDS epidemic. Mr. Pierre announced he is meeting regularly with kids in a casual setting (diner) to talk about living with HIV and breaking the stigma. He is working with radio stations AM 1490 and FM in a series of interviews where he promotes being the Master of My Disease. Mr. Pierre stressed that social media and video content are important for promotion, particularly for younger people. Staff announced New Member Orientation on February 4 at BSR and reminded members the location is accessible via the free Coral Gables Trolley. Staff announced the City of Miami Housing Opportunities for Persons with AIDS (HOPWA) Public Hearings are taking place beginning January 30. Flyers for both events were distributed (copies on file).
