3 Northeast Kansas Regional Trauma Council Executive Committee Meeting Conference Meeting Minutes June 11, :00 p.m. Agenda Minutes Follow up In Attendance to Order Minutes System Finance Trauma Program Update Education Dr. Reynolds, Dr. Fishman, Lois Towster, Tammy Newberry, Dr. Jerge, Krista Eylar, Darren Hall, Julie Miller, Daina Zolck, Tracy McDonald, Tracy Cleary, David Seastrom, Teresa Taylor, Dorothy Rice, Wendy O Hare Dr. Fishman called the meeting to order at 1:00 p.m. Lois Towster made a motion to approve the minutes from the May 1, 2018 meeting. Julie Miller seconded. Motion carried. The budget spreadsheet was included in the meeting packet. The balance on the spreadsheet is 20, There are several encumbered funds for education and Wendy will follow up with these agencies to finalize those funding requests. Darlene Whitlock and Diana Lippoldt planned and facilitated a Level IV Trauma Center Workshop June 7 at the KS Highway patrol Training Academy in Salina. There were 34 attendees. Follow up regarding regional access to registry: we expressed the region s concerns about the individual hospital aggregate data being visible with the vendor for the registry. They understand the concern and are working on a fix There was one education funding request from Ransom Memorial Hospital for an ATLS course for Dr. Brackett. Lois Towster moved to approve the request and Darren Hall seconded. Motion carried. The committee was provided a spreadsheet showing all education funding requests received during the budget period. 4 Injury Prevention Tracy asked the group if anyone was aware of YTOP (Youth Traffic Offenders Program) being held in Kansas. She s heard judges are sending teens to Missouri trauma centers because there aren t any programs in KS. This program is not evidenced based and does not have much success in preventing future offenders. Daina Zolck from KDHE s Injury Prevention Program gave the following report: Violent Deaths The most recent edition of the CDC Vital Signs highlighted the increase in suicide rates across the nation, contributing factors to suicide and strategies for comprehensive suicide prevention. Kansas saw a 45% increase in suicide rate from The Kansas Violent Death Reporting System s first report on 2015 data is in the very final processes of approval. Again, thank you to Danielle Sass for analyzing the data and developing the report. Thanks to funding from the Tower Foundation, the Kansas Attorney General s Office is working to create a Youth Suicide Task Force. Their first meeting will be later this month. Substance Abuse/Prescription Drug Overdose Prevention The Governor s Substance Abuse Taskforce is meeting monthly. Opioids is the focus. County level data on drug overdose deaths is available at preventoverdoseks.org. Childhood Unintentional Injury Prevention Safe Kids Kansas and its partners will be launching a public education/awareness campaign beginning June 25 in regard to the new Kansas law giving civil liability immunity for entry into a vehicle to save a vulnerable person or domestic animal. The law goes into effect July 1, Tracy McDonald/ Darlene Whitlock/ Daina Zolck

5 Pediatrics Local Safe Kids coalitions have opportunity to apply for grants addressing child passenger safety, bike safety and pedestrian safety. Upcoming safety themes will likely be around fireworks safety, water safety and back to school safety. Bucks for Buckles, a seat belt awareness campaign, will be held around Labor Day. Sexual Violence Prevention A Human Trafficking Conference will be held July 10-11, 2018, in Manhattan. Conference information is available at =LE19243F&courseId=HTC2018&categoryId=10023 The EMSC Program is looking to develop a Kansas guide for recommendations on CT scanning for pediatric trauma patients. This will follow the recommendations brought forth from the PECARN studies Tracy Cleary The national Pediatric Readiness Quality Collaborative (PRQC) has ten (10) Kansas hospitals participating. This collaborative official launches this week and will provide all hospitals, in the end, with resources and tools on increasing pediatric readiness in the emergency departments. This collaborative aims at increasing participating hospital Peds Ready scores by 10 points at the conclusion. Prehospital Nothing to report. Dan Hudson / Darren Hall Healthcare Coalitions Nothing to report. Steve Hoeger/ Danielle Marten Old Business The committee discussed the Stop the Bleed project. Ideas included how much money to spend and how to distribute the equipment. Quotes have been received and the price for kits are $34.97 and tourniquets are $22.oo each. One idea from a previous meeting was to focus on law enforcement however, it appears there is a grant program through the National Sheriff s Association that local LEO offices can apply for. Most agreed schools should be a focus. David Seastrom

6 volunteered to research the number of high schools in the region and will get that information to Wendy to to the committee. Teresa Taylor volunteered Stormont Vail to receive and distribute the kits and/or tourniquets. Lois Towster felt spending $3500.oo would be a good start on this project. KTP staff will design an application form which will be used by all regions. New Business Announcements / Each Facility / Agency Adjournment Nothing to report. No announcements were made.
