MAHARASHTRA STATE Specifications Department of Surgery Technical Specification for Annual Requirement Technical Specifications of I.P.C system (DVT PUMP) :- The Intermittent pneumatic compression system should have following features:- 1. Should have Sequential, Gradient and circumferential compression around the ankle, calf and then the thigh. 2. Should have Venous Refill Detection Technology. 3. Should have choice of three cuff/ sleeve styles like Knee Length, Thigh Length & Foot should be available. 4. Should have Lithium ion battery for power backup for uninterrupted DVT Therapy. 5. Should have preset audible and visual alarms with troubleshooting index displayed in the machine itself. 6. Should have ergonomic handle and integrated versatile bed mount with built in power cord storage 7. Should be Lightweight, Non-woven and Hydrophobic material of latex free sleeves 8. Should have passive cooling facility should be available in sleeves for better patient comfort. 9. System should automatically recharges whenever plugged into a wall outlet. Eliminates docking stations and user intervention to charge device. 10. System should be approved by USFDA. 2. Technical Specifications for V.A.C. Ulta Therapy System The V.A.C. Ulta Therapy Unit incorporates all valued features.

2 VAC Therapy system should have following registration and certificates. Registration certificate under the Drugs and Cosmetic Act - India,FDA Certificate It should be intuitive, easy to use menu for simplified therapy programming. Unit can be programmed for V.A.C. Therapy or V.A.C. Vera Flo Therapy. It should provide volumetric fluid delivery by utilization of a pump for reliable fluid delivery. It should have Dynamic Pressure Control (DPC) which maintains a low level of negative pressure at the wound site between Cycles. It helps prevent leaks and fluid accumulation that can occur when there is no negative pressure at the wound site. It is also designed to prevent patient discomfort from foam expansion and compression between cycles. It should be able to soak dressing which allows the user to soak the dressing in the wound with instillation solutions in preparation for a dressing change to facilitate dressing removal, potentially improving patient comfort. It should have a Test Cycle as this tool is used to perform an abbreviated V.A.C. Vera Flo Therapy instillations cycle. Each phase of the cycle will be tested to ensure system is set up and functioning as intended. It should have fill assist which allows the user to monitor initial wound fill by manually starting and stopping instillation to determine correct instill volume after dressing is applied. Once determined, this volume will be the set point for each subsequent instill phase of V.A.C. Vera Flo Therapy. It should have V.A.C. Vera Link Cassette which new disposable component connects the V.A.C. Ulta Therapy Unit to the solution bag / bottle and dressing tubing. It provides convenient solution storage and delivery. It should have touch screen user interface which allows for easy navigation through operational and help menus. A screen guard is available to help prevent unintentional changes. A settings lock is available to prevent patient access to therapy settings. It should have Adjustable Negative Pressure Settings and Therapy Modes so that settings can be selected from a range of 25 mmhg to 200mmHg in increments of 25mmHg. In addition, the V.A.C. Therapy mode can be set for continuous negative pressure or Dynamic Pressure Control (DPC) Therapy. It should have Seal Check Leak Detector which assists the user in finding negative pressure leaks in the system through the use of audible and on-screen visual aids during the troubleshooting process. It should provide history reports such as 1. Alarm History, 2. Therapy History, and 3. Patient History. These chronologically logged reports should include the date and time for therapy starts / stops, therapy settings, alarm occurrences, and disposable component changes. They can be reviewed on-screen or transferred electronically from the V.A.C. Ulta Therapy Unit via a non-powered USB flash memory sticks or SD memory card. It should have a Sensa T.R.A.C. System (also incorporated in the V.A.C. Vera T.R.A.C. Pad and V.A.C. Vera T.R.A.C. Duo Tube Set) which monitors and maintains target pressure at the wound site, helping to deliver consistent therapy. This system should include therapy unit

3 hardware and software, wound exudates collections canister, canister detection method, multi-lumen tubing, connector and Sensa T.R.A.C. Pad. It should incorporate an in-line dressing connector and tubing clamps to conveniently allow the wound dressing to be temporarily disconnected from the therapy unit. It should be optimized for use with 500 ml or 1000 ml canisters. Canisters are single use, latex free, sterile components. It should have a canister release button which is illuminated and will flash when the canister is full. It should have low, medium & high level of Intensity, as intensity is related to the time it takes to reach the target negative pressure therapy level after the initiation of therapy. The lower the intensity setting, the longer it will take to each the target negative pressure. It should have Wound Image Analysis feature so that digital wound images can be uploaded from a digital camera into the V.A.C. Ulta Therapy Unit. When the wound perimeter is traced on-screen with the provided stylus, wound image surface area and volume can be calculated and trended by the therapy unit. A chronological graphical history of the wound (with wound image area trend chart) can be viewed on-screen or this information can be transferred from the.v.a.c. Ulta Therapy Unit electronically. This information is intended to be used by the treating clinician as a mechanism for providing a record of wound healing progress; it is not intended for use in the diagnosis and treatment of wounds. It should have Hanger Mechanism so that the therapy unit can be securely mounted to an I.V. pole, a bed footboard or a wheelchair. It should have a good battery backup, in order to facilities patient transfer. During typical usage, the battery may provide up to six hours of operation before needing to be recharged. It should be compatible for use with existing V.A.C. Therapy System accessories.

Sealed tender should be addressed to the DEAN, Mahatma Gandhi Institute of Medical Sciences, Sevagram, (P.O.) Wardha (Dist), Maharashtra Tender should be submitted on or before 07/12/2017 up to 3.00 P.M. Tender received after the last date will not be accepted. Tender should be in two separate envelopes one for Technical Bid and other for Price Bid 4. The technical bid must contain the following (duly attested) along with Check List: a) Detailed technical specifications of equipment quoted (Catalogue / illustrated literature) and options / other model. b) A soft copy (CD) in Microsoft Word / Excel Format showing compliance with our given Technical Specifications (i.e. Compliance chart). c) Authorized dealer certificate (Current year's) from the Principal of manufacturing company for supply and service d) List of users / institutional installations / Govt. supply orders / Reputed private hospitals and copy of Manufacturing License from the manufacturer. e) Income Tax and annual returns of Last three years f) FDA Approval Certificate for the equipment / item & FDA Registration of the manufacturer. g) GST Registration Certificate h) PAN Card copy i) Country of Origin of the equipment j) If you are registered firm under Micro, Small Enterprises (MSEs), please submit a copy of the Registration Certificate. 6. For equipment to be imported the prices should to be quoted in both a) Foreign Currency - CIF Mumbai and also b) INR Delivery at Sevagram including all taxes and levies Note: a) FOR CIF prices, the duty, transportation from Mumbai port to Sevagram, insurance will be borne by the buyer. b) FOR INR prices-- no excise duty, GST, transportation, insurance will be paid by the buyer. c) MGIMS is holding a DSIR Certificate for Custom Duty concession and excise duty exemption. d) For ease of computation you may furnish the import duty structure of your equipment and classification HSN code no of custom tariff. Import License and IEC code should also be submitted.

6 e) Kindly quote the prices strictly as per the scope of the supply written in the tender without offering your special features and accessories prices. f) You have to provide Performance Bank Guarantee covering the Warranty period g) Penalty clause for delay in supplying will be applicable. 7. Payment terms: a) For CIF: L/C will be opened by the buyer on the condition of payment on successful installation of the equipment. b) For INR quote: Payment will be against successful installation of the equipment c) No advances are given with Purchase Order (PO). 8. Delivery period from date of Purchase Order (PO) to be written clearly in days. Penalty clause can be levied on case to case basis. Installation of the equipment should be free and to the satisfaction of the buyer. 9. Service and Guarantee conditions: a) Equipment will be under guarantee of two years from the date of installation. On case to case basis Performance Bank Guarantee may be sought. b) Mention the charges and terms of AMC & CMC (Labour + Part) applicable from 3rd year onwards. c) Mention about the nearest facility/office where service personnel are available. d) Mention about the facility for training of personnel safety and quality standards. 10. Dean M.G.I.M.S. reserves the right to reject all or any tender without assigning any reason.
