1 Arizona Physical Therapy Association Spring 2017 Chief Delegate Report Newsletter The Arizona delegation to the 2017 House of Delegates takes its role seriously as being part of the highest policy-making and deliberative body of the APTA. This is one of the best avenues available to shape the future direction of the profession, of APTA, and their influence on society. At the 2016 Fall Conference, the delegation engaged membership in a motion concept development forum and committed to keep chapter membership informed of motions and activities relative to the 2017 House. In fact, membership was helpful in that meeting in shaping 2 of the 3 motions we have worked on and are bringing to the 2017 House of Delegates. Here is a quick update on each motion. Prioritizing Collaborative Relationships: This motion amends the existing APTA position on Association Advocacy for Prevention, Wellness, Fitness, Health Promotion, and Management of Disease and Disability. Our motion adds a new focus in the association s advocacy efforts by establishing partner/collaborative relationships with those organizations and individuals that have real potential to achieve APTA s Vision in transforming society through lifestyle intervention and a focus on effective population health strategies. APTA s Vision is on a grand scale and it will take a combined effort of many in health care, government, food and exercise industries, the public, and more to move the needle and achieve lasting change in the health of the American public. This includes persons who are at risk for, as well as living with lifestyle related disease, who include many now receiving or potentially receiving physical therapy services and who may also benefit from lifestyle intervention. You may remember the discussion in the Fall Conference forum about finding payment mechanism for lifestyle intervention and for long-term care after episodic care. This motion does not address that specifically, but an element of APTA s strategic plan already does as follows: inside Chief Delegate Report... 1 Board of Directors Message from District PTA SIG TRYke Event Spring Conference... 4 Congratulations... 5 Practice Committee AMERICAN PHYSICAL THERAPY ASSOCIATION STRATEGIC PLAN Transform Society Objectives 1. Reform payment policy to reflect the essential role of physical therapists in movement, health and quality of life. a. Establish new Current Procedural Terminology (CPT) codes and values under the Medicare physician fee schedule by January 1, b. Establish patient assessment instruments and outcome measures by January 1, 2017, to advocate for inclusion in payment models. Increasing Profession Diversity: This was the second motion concept discussed at our 2016 Fall Conference Forum and was a concept advocated by NAU students. This motion recognizes that underrepresented minorities (URM) are comprising an increasingly smaller portion of our entering students and early professionals, that as a profession our efforts to date are not seeing success in achieving a more diverse profession, and that all stakeholders need to come together to find innovative solutions. The motion focuses on engaging the Education Leadership Partnership (APTA, Section on Education, ACAPT, and CAPTE) as the best vehicle available for APTA to gather physical therapy stakeholders and work on effective solutions to this challenge, but other stakeholders may also need to be involved. The outcome of this motion is to work over 20 years to successfully change the racial and ethnic demographics of the profession to that more reflective of society. Also, to have analyzed why efforts to date have not worked, to develop or adopt new approaches, and achieve success in the future. Special Committee of the House of Delegates: This motion is a follow-up to a 2016 Arizona motion that focused on a necessary housekeeping of Board policy documents. This motion will create a Special Committee of the House of Delegates to review all existing House policy and position documents (as opposed to Board documents) and bring motions back to the 2018 and 2019 House of Delegates to potentially amend, consolidate or rescind documents as necessary. This is new. APTA s bylaws allow for special committees of the House, but such a committee has never been used before. This will efficiently modernize APTA s compendium of policy documents in a relatively short 2-year timeframe. The committee will also be composed of delegates (and one House Officer), some of whom will be former House Officers with experience dealing with policy documents. 3 Message from District 5 My name is Brian Schmitz and I am the District V Representative serving Northern Arizona. I have served the Arizona Physical Therapy Association since January 2016 and found the experience to be rich and enlightening. My time on the board has provided me many networking opportunities and my practice has been revitalized because of the time spent collaborating with both students and seasoned physical therapists. I feel a deeper sense of obligation and commitment to my profession because of my role on the board and I look forward to contributing more to the profession now that I have learned the innerworkings of the association. My primary duties as District V Representative have included attending annual board meetings, planning quarterly district meetings, organizing Physical Therapy Political Action Committee (PT-PAC) fundraisers, and attending the Arizona Physical Therapy Association Spring and Fall Conferences. Serving on the board parallels operating a business and I have learned valuable lessons from other business owners and physical therapists that I can apply to my own business. I found it fascinating to discover more about how the American Physical Therapy Association and its State Chapters function to advance the Physical Therapy profession. The board of the Arizona Physical Therapy Association impacts APTA policy and influences physical therapy practice and I am proud to be a part of the Arizona Delegate which sponsored 4 important motions in I encourage all my colleagues to consider assuming a leadership position within the Arizona Physical Therapy Association. The future is bright for the profession and there are many motivated and talented individuals ready to lead the next generation. The time is now and we need leaders from all different backgrounds and experience levels. Please make every effort to get involved as we have many positions including opportunities for students within the Early Professionals SIG. The Arizona Physical Therapy Association wants your passion, ideas, and involvement! PTA SIG TRYke Event The PTA SIG had a successful Inaugural TRYke event on Saturday, February 11, 2017 at Red Mountain Park in Mesa for adults with disabilities. 31 participants, many of them stroke survivors, arrived to participate in a 6 mile or 1 mile trike ride with their recumbent bicycles. Some had been riding for a while, others were newbies that had been training just for this event and we had a few first timers that had never ridden a recumbent bicycle! Each participant was accompanied by a companion rider that rode the course with them. To see the reaction of accomplishment and freedom on our participants faces brought goosebumps tears and to our eyes. Some of these people didn t think they would ever feel freedom from their disability and this event brought them just that. This event was hosted for adults with disabilities to highlight and encourage their abilities and promote movement. All participants rode a recumbent tricycle which allows movement without having to balance an upright bicycle. Spokes Fighting Strokes was present to educate our new and curious riders, provide trikes for those that did not have wheels and also to lead the ride! Each participant received a medal for participating with a ribbon promoting stroke awareness. The PTA SIG was fortunate to have 44 volunteers help put this event together. Much of the planning was completed by the PTA SIG but also our up and coming PTA students at Pima Medical Institute. Proceeds, sponsorships and donations helped the AZ PTA SIG raise money for a scholarship giveaway to help graduating PTA students pay for the cost of taking their board exam. The AZ PTA SIG was able to bring in over $2000 to support this giveaway! Overall, it was a rewarding and inspiring day to see all of our riders cross the finish line! We could not have hosted this event without the support of the Arizona Physical Therapy Association, the Arizona SSIG and our community supporters: Kinect Physical Therapy, Freedom Neuro Training, HealthSouth Scottsdale, Northern Arizona Healthcare, Phx AMBUCS, Triad Pain Management, Boulder Mountain Therapy, MVPita, Bosa Doughnuts, Skin Actives Scientific, SRP and a local women s shelter. 3
