2 Final Report for Projects Funded Under the European Union Public Health Programme. European Network of Quitlines, Year 2. Objectives To produce a guide to Best Practice, including appropriate comparisons with other telephone helplines. To continue to develop the European Network of Quitlines providing benefits for all members To continue to share expertise/ experience of running Quitlines To raise standards of Quitlines in order to help more smokers in Europe who want to give up To continue to offer assistance to those wishing to establish new Quitlines in member states. To continue to examine the range of practice and evidence of success in different states and disseminate this information. Executive Summary The European Network of Quitlines was established in The Network is an initiative aimed at maximising collaboration between those European countries providing quitline services and to examine the range of practice and evidence of success in different states and disseminate this information. In year 2 of the project we developed the Quitline from 9 member countries to 14 members and a large interest from those countries waiting for enlargement.
3 Means by which the project was implemented: (Presentations are in Appendix 1 and are uploaded on the ENQ Website.) Steering Group One: Paris 23 November November 2001 Nine countries attended the meeting in Paris and the group received an update on progress from all participants. Tour of the French service. Participants completed data registration forms for analysis. Analysis of the Barcelona Conference. Discussion on plans for year two of the network and outline of agendas for year 2 meetings. Development of mentoring programme for Network members. First Training Seminar; - The Hague 15 February February delegates from 15 countries attended the training seminar in The Hague. Plenary Research Workshop presented by Marc Willemsen of Defacto included a discussion on plenary research and a second draft of proposed research plan. Presentation on the Dutch Service and the current campaign. Tour of the Service. Presentation on Voice Response Unit - Marrit Sielias Presentation on the Netherlands Internet Site and service Henk Stegeman Presentation on the system to deal with tailored advice on proactive counselling. Carl Simons Workshop on Case studies from the Dutch service in different stages of the cycle of change. Discussion in small groups on how to deal with each case and then comparison of answers. Brainstorm on issues to be covered on the ENQ website Steering group Two, Copenhagen Denmark 26 April 2002 to 27 April Nine Countries Participated in the steering group. An update from all countries opened the meeting. Workshop on Counselling Protocols Karen Bowden UK Quitline Discussion on amendments to research proposal Marc Willemsen. Guided tour of the Danish Quitline. Plans for the representation of the network at 3 rd European Conference on Tobacco or Health. Agenda for training seminar in Sweden. Discussion on moving the network forward in Year Three.
4 Second Training Seminar : - Stockholm 28 June June Participants from 13 countries attended the event in Sweden and updated the group on advances made since the last meeting. Tour of Swedish Quitline:- an opportunity to consider the Swedish Documentation system, evaluation methods, training, technology and the use of Snus. Workshop on internet counselling Hans Gilljam, Asgeir Helgason, Peter Lindinger and Torsten Sonne Feedback from the first North American Quitlines Meeting in May Results: Output - Ways in which output was disseminated and link to website where output can be consulted: A support visit from Portugal to the United Kingdom took place and subsequently Portugal went live with their Quitline in April 2002 as a direct result of advice, mentoring and help from the European Network of Quitlines. Italy now had a fully operational line and Greece had a fully operational line dedicated to smoking cessation in November 2001 with a second line to be installed by January Development of the European Network of Quitlines Website (new site and site address being developed at present as part of Year 3 of the network). Papers are available to download as well as being distributed Guide to Best Practice workshops completed in The Hague. Guide will be disseminated electronically in January 2003 to include new research from Holland. (draft copy attached). Karen Bowden was invited to present on the European Network of Quitlines in Warsaw at the 3 rd European Conference on Tobacco or Health. Hans Gilljam presented on the work of the Network at the North American Quitlines conference. Steve Crone also presented on the European Network of Quitlines as part of his presentation on Internet Counselling at the WHO in Warsaw. Strengths and Weaknesses To monitor our strengths and weaknesses in Year 1 of the network we distributed feedback forms in Barcelona. This was analysed in Paris. Our strengths were distributing valuable evidence base and new techniques for services and developing evaluation methods, the Networks ability to represent all European Countries and help establish links with Worldwide Quitlines. It was also found that the Network motivated and reassured smaller Quitlines of their own practice.
5 It was found that some training sessions were too intensive and long and we remedied this in our second training seminar in Holland by having a number of shorter sessions concentrated on fewer topics to allow subjects to be covered in depth. Conclusion This year has been a very successful year for the European Network of Quitlines. We have produced a Guide to Best Practice which will be electronically published in January this year. The network is continuing to grow. We now have 13 members and have 4 enlargement countries waiting to join in Year 3. 2 more countries now have fully operational helplines dedicated to smoking cessation. Expertise and experience has continued to be shared on running Quitlines through our mentoring programme and through our training seminars. Topics covered this year have been Plenary Research, Internet Counselling and Systems, Voice Response Units and Counselling Protocols. Exchange of information has benefited many members of the group enabling new projects to be established in many organisations. The mentoring programmes also offer assistance to those wishing to establish new Quitlines in member states. The wide range of practice and evidence of success in different states has been discussed at steering groups and proved extremely useful to members who can learn from their partners successes and mistakes Plans for Year 3 The Network plans to provide two seminar groups & two training sessions which will cover the following topics: Internet counselling PR and Marketing of Quitlines Fundraising for Quitlines SMS messaging:- Evidence base and techniques Motivational interviewing Providing accessible services to Minority Ethnic Communities and other socially excluded groups. Harm Reduction Counselling Protocol Scientific Evidence for Quitlines Clinical targets on smoking cessation within healthcare systems.
6 The new European Network of Quitlines website will be up and running by January 2003 and will contain a bibliography of evidence base for Quitlines as well as downloadable presentations from our meetings. We also plan to publish a European Guide to Best Practice including a comparison of services across Europe to distribute at the World Conference on Tobacco or Health in Hesinki.
