3 SUMMARY General objectives The ESSTI (European Surveillance of Sexually Transmitted Infections) Network aims to develop and coordinate epidemiological and laboratory surveillance of STIs in the European region in order to better inform STI prevention, care and control. Strategic relevance and contribution to the public health programme Sexually transmitted infections (STIs) in Europe are a major public health threat. Their increasing incidence; adverse impact on individual and public health; substantial economic costs; and emerging antimicrobial resistance have increased the need for pan-european approaches to their control. Outbreaks of STIs in Europe continue to increase, driven largely by increases in risk behaviours and overwhelmed curative services. The expansion of the EU also presents particular threats to STI control due to population movement from high incidence areas. Methods and means The Commission published Decision 2003/542/EC amending Decision 2000/96/EC as regards the operation of dedicated surveillance networks (DSNs). To assist the Member States to fulfil the requirements of Decision 2119/98/EC, in particular Article 4, the designated structures/authorities in the Community Network, are intended to be technically supported by DSNs, each covering one or more diseases or special health issues. The DSN is intended to perform epidemiological surveillance according to what is defined by Decision 2119/98/EC. In addition, the operation of other projects in the field of the Community Network is recognized and in particular the work of on-going surveillance projects and capacity building projects. For diseases not covered by DSNs, article 6 of Decision 2000/96/EC applies stating that, Member States shall disseminate relevant information in their possession detected in their national surveillance system on communicable diseases in the Community Network.
