1 The services and requirements referenced are specific to Texas Department of Criminal Justice (TDCJ) and are in addition to and may include the services and must be in compliance with the requirements and services as outlined in the Contract. A. Eligible Population 1. TDCJ requires pre-employment drug testing for in-state and out-of-state applicants who are directed to a collection site facility. The Contractor will be required to coordinate a collection site facility with TDCJ. Reference Table 1 2. The Correctional Institutions Division (CID) does random, targeted and reasonable suspicion testing of offenders utilizing drug test kits purchased by TDCJ. Tests that have a positive read will be sent to laboratory for confirmation testing. Reference Table 2 3. The Parole Division does random, targeted and reasonable suspicion testing of parolees and uses drug test kits purchased by TDCJ. If a test has a positive read, the specimen will be sent to a Contract laboratory for confirmation testing. Reference Tables 3 and 4 4. TDCJ will conduct a reasonable suspicion test after observation of behavior or appearance that is characteristic of alcohol misuse and direct the employee to a Contract collection site facility. The Contractor will coordinate a collection site facility with TDCJ. Reference Table 5 B. The collection cups or instant test devices can be purchased on Contract 193-A2. 2. The chain of Custody forms are to be provided by the Laboratory that the State Agency would be Page 1 of 5

2 utilizing for confirmation testing. 3. Instruction on completing the required chain of custody form should be provided by the Laboratory 4. Laboratory should provide information on the packing of specimen. 5. Laboratory should provide shipping instructions. Table 4: A la Carte Drug Testing for Parole Division Substances and s Synthetic Marijuana/ Cannabinoids (K2/Spice/etc.) at Lab Only 1.0 ng/ml Table 5: Breath Alcohol Testing for TDCJ Employees Breath Specimen : Alcohol If the Blood Alcohol Concentration result is less than 0.02, the test is considered negative. If the Blood Alcohol Concentration result is 0.02 or greater, a confirmation test must be performed after a waiting period of at least 15 minutes. C. Training and Support 1. Contractor must have a dedicated customer service representative plus a trained back-up individual to serve the state of Texas. These customer service representatives must be available from 8:00 a.m. to 5:00 p.m. Central Standard Time. The laboratory must have the customer service representative's phone system separate from voice mail. Respondent shall provide a toll free number, if available. 2. The Contractor will provide TDCJ staff with training to include: Page 3 of 5

4 a. Reasonable Suspicion b. How to Read and Interpret Test Results c. At least two (2) times per year, provide updates on any new drug screening services available including new testing techniques and procedures. d. Information on drug testing windows of detection for Urinalysis. e. Any other drug related issues as requested. f. Specimen Collection Training g. Provide web based training 1. Online training modules should consist of instruction and demonstrations. 2. Each followed by a quiz 3. The final section should be a competency exam. 4. No cost for these training modules. h. Training may be presented on-site and/or through webinar or web-based training format as agreed upon by the customer and the Contractor(s). D. Required Reports 1. Test Results a. Negative 1. The laboratory will report negative or "diluted" test results within 24 hours after receipt of a specimen by the laboratory. b. Positive 2. Positive test results will be reported within 72 hours after receipt by the laboratory. 2. Analytical Results Report a. Minimum Required Information All results shall be reported in an analytical Results Report that provides: 1) A comprehensive list of substances tested 2) s at which the tests were screened and confirmed, if applicable b. Where to Send 1. The Results Report shall be available via a website. 2. Laboratory will fax the results of the confirmation testing to the TDCJ Correctional Institutions Division (CID) units to the drug testing coordinator. TDCJ will provide the name and fax number of the drug testing coordinator. c. Accessibility of Report The Results Report for any test performed by a laboratory must be accessible to TDCJ upon request for a minimum of twelve (12) months following the laboratory drug test. 3. Statistical Summary Report a. Frequency of Report 1. Statistical summary reports will be provided monthly by TDCJ region. b. Where to Send The statistical summary report will be ed or faxed to: 1. TDCJ drug testing coordinator 2. Parole Division Program Specialist Page 4 of 5

5 c. Minimum Required Information The summary shall contain only the following information: 1. Number of specimens received for testing 2. Number of specimens confirmed positive for each type of drug tested 3. Number of specimens for which a test was not performed 4. The results by drug 5. Provide the name and or State Identification Number upon request for TDCJ Correctional Institutions Division (CID) and TDCJ Parole Division. Page 5 of 5
