1 P R O C E ED I N G S BOARD OF EDUCATION ALTON COMMUNITY UNIT SCHOOL DISTRICT NO. 11 July 16, 2013 The meeting was held at the Administrative Center, 1854 East Broadway, Alton, Illinois. President Edmond Gray called the meeting to order at 7:00 p.m. Board members who answered present were: Edmond Gray, Barry Macias, Vivian Monckton, George Terry and Larry Thompson. David Lauschke and Mike Harris were absent. The following administrators were present: Dr. Kenneth Spells, Superintendent of Schools; Kristie Baumgartner, Assistant Superintendent of Schools; Mark Cappel, Director of Human Resources; David McClintock, Director of Buildings and Grounds. Approval of the Agenda It was moved by Ms. Monckton, seconded by Mr. Thompson and carried unanimously that the Board of Education approve the agenda for July 16, READING OF COMMUNICATIONS AND PETITIONS Board Secretary Vivian Monckton read thank you cards from the following: GEMS Steering Committee for the support of the District. Freedom of Information Act Voxitatis Research Foundation, a news media service, requested information regarding the performance of musical theater productions by student of Alton High School during the school year. The purpose of this request is to access information on the welfare of the public schools with regard to fine arts education and support. Mr. Norman responded on July 8, 2013 via providing all information as requested. The information satisfies the guidelines as set forth by the Freedom of Information Act. D. Superintendent s Remarks Dr. Spells provided the board an update on the District and provided information regard District wide registration. Motion: Approval of Consent Agenda It was moved by Ms. Monckton, seconded by Mr. Thompson and carried unanimously that the Board of Education approve the consent agenda as follows: - Approval of the Regular Meeting Minutes of June 18, Treasurer s Report - Revolving Funds Report - Approval of Bills - Student Activities and Convenience Funds Report - Cash Flow Report ROUTINE BOARD ACTION ITEMS Motion: Personnel It was moved by Ms. Monckton, seconded by Mr. Thompson, and carried unanimously that the Board of Education approve the following personnel changes: That the board of education would accept the resignation through retirement with the 6 incentive for the following certificated personnel effective as indicated: Demetra Almonroeder-at the end of the school year Joseph Hook - at the end of the school year Nancy Ikard May 30, 2013 Colleen Walter July 16, 2016 That the board of education would accept the resignation of the following personnel in an extra duty assignment effective at the end of the school year: Shea Radcliff Alton High School Assistant Volleyball Coach

Dana Eastman, Jr., school district attorney to file said intervention appeal. RESOLUTION WHEREAS, real property assessment appeal for the year 2012 has been filed by Taxpayer Name Parcel No. Docket No. Kohl's Illinois, Inc

7 Regions Financial Corp with the State of Illinois Property Tax Appeal Board; and WHEREAS, the Board of Education of Alton Community Unit School District No. 11, a taxing district which has a revenue interest in the subject properties, desires to submit a request to intervene in an appeal proceeding, and, BE IT RESOLVED, that the Board of Education hereby approves request to intervene in the foregoing appeal proceeding and authorizes the school district's attorney, C. Dana Eastman, Jr., to take such action as may be necessary to perfect such intervention.
