5 Public Sector Implementing by the Animal health department of MAIL Responsibilities: Working on veterinary act, policy, strategy and other principles Monitoring Quarantine Surveillance of Infectious diseases Research and diagnostic laboratories At the moment producing of vaccines Epidemiology Sanitary Mandate Quality control of Veterinary products Contact and reporting to international organization such as OIE,FAO,WHO and etc.. Coordination of Veterinary activities Others.

Responsibilities: Establishment of VFUs in the field Equipped these VFUs with technical and logistic equipments including transport and cold chain Treatment and vaccination of livestock Reporting to department of Animal health of MAIL Out brake reporting of Infectious diseases to MAIL Joint working with MAIL regarding Sanitary Mandate Extension Training of VFUs Staff(AVA,DCA) Providing quality medicine and vaccine (AVA-DCA) Coordination of veterinary activities with department of Animal health Others..

7 Field Veterinary Services Exist VFUs numbers are around 1020 VFUs in Provincial and District level and in some districts may be have two VFUs. AVA have a big network of VFUs and spread in all over country (295 VFUs in provincial and Ditt level) and have more than 40 sub VFUs All these VFUs are equipped ( technical and logistical including Transport and cold chain).

9 Government clinics handed over to AVA for practicing as private practitioners These Clinics moved to private sector in two phase of WB/MAIL/AVA Projects Phases No.1 from 1/Nov/2007 to 31/Dec/2009(26 months period) 114 Clinics were privatized Phases No.2 from 1/Nov/2010 to 31/Dec/2011(14 months period)52 clinics were privatized Totally 166 Govt clinics moved and handed over to AVA to act as private sector and all these clinics were equipped with technical and logistic equipments cost $8000 During these period of project the clinics staff those moved to private sector were trained in different subjecs such as Privatization refresher coures,extension,sanitary Mandate,Artificial Insemination and laboratory course

10 Government clinics Handed over to AVA for practicing as private practitioners 145 persons of these clinic staff were trained as AI technician and were equipped All of them were trained as Laboratory technician and were equipped It will be mentioned that all these clinics staff were equipped in Laboratory equipments and working actively

13 AVA field net work is supporting through seven regional offices in all over country Kabul Main Office Mazar Jalalabad Kunduz Gardiz Herat Kandahar

14 AVA Regional office capability Facility for training such as class,hostels,libraries,small Laboratories and etc. Office facilities. Sufficient cold chain for keeping of vaccines Drug stores Transportation Proper staff for the mentioned objectives Attending routine coordination meetings with MAIL and other concern organization

Joint Monitoring The single Monitoring is performing by relevant Organization The Joint Monitoring is divided in three other parts: Joint Monitoring with donor agency Joint Monitoring with MAIL Joint Monitoring with MAIL/Donor

16 Who must be Monitor? He must be Veterinarian (DVM) Having at least five years working experience in the clinic Honest and hard working person Interested to the Veterinary profession Initiator Problem identification and solving Others

17 What points must be Monitored? Recording (Registers of causes and vaccination) Quality of Vaccine, medicine and checking their expiration dates Asking about the Out break of any infectious diseases and if there is occurrence of like these diseases will be collected forms and then it must be follow up Listing seasonal Endemic diseases relative to the location of occurrence Taking information about population of various Animals Hearing from livestock owners about their problems and demanding Others..

At the time of occurrence of any infectious diseases the out brake form fill up through VFU Staff and send it to the regional office and then sending to provincial Veterinarian B. Providing relevant vaccine and performing individual and possibly mass and ring vaccination
