1 GLA ESF Expression of Interest briefing note Overview Reed in Partnership intends to bid for multiple contracts through the Mayor of London s European Social Fund Programme (hereafter referred to as GLA ESF), and we are keen to build a supply chain of high-quality, high-performing partners to support our delivery. In particular, we are interested in hearing from organisations that are able to support our delivery of the following programmes: 1) Continuing participation for young people at risk of becoming NEET Service requirement: To increase the number of at-risk young people who continue in education, training and/or employment and equip them with the skills required to achieve sustained results. This will include providing individual support packages tailored to young peoples needs, comprising activity such as access to enrichment opportunities, support for GCSE re-takes, options/transition support and development of careers plans. Geography: Reed intends to bid across all four of London s sub-regional partnerships and seeks partners able to provide partial or full coverage of one or more sub-regional partnership areas. Please refer to Appendix 1 and Appendix 2 of this document for details on the boroughs within each subregional partnership. Eligibility criteria: Young Londoners aged years who are at high risk of becoming NEET, or have been excluded (permanently or fixed term) from school, or are in Alternative Provision (AP). Young Londoners aged years in school, sixth form or college who are at high risk of becoming NEET and likely to drop out. This includes looked-after children or care leavers, young carers, young people with an Education Health and Care Plan, those attending a PRU/in Alternative Provision, or those excluded from school or college at key stage 3, 4 or 5, whether permanently or for a fixed term. Advance payment (to be reclaimed when participants sustained RPAcompliant EET for 6 months) 10% Participants starting on the project (identification and recruitment of 35% Bespoke Training Plan for each participant) Summer activity completed (supporting young people with year % (KS4) or year (KS5) transition, especially if changing course, including IAG about different local options available and supported to engage e.g. National Citizen Service, local sports/arts/youth projects Parental engagement 0% Digital support (using digital means to support, engage and provide wraparound support for participants) 0% Supporting English and Maths GCSE (including pending GCSEs or retakes) Participants sustained in an RPA-compliant EET destination for 6 months 20% Participants sustained in an RPA-compliant EET destination for 12 months 20% Participants sustained in an RPA-compliant EET destination for 15 months 15% Page 1 of 5

2 2) Targeted NEET Service requirement: Support Participants to achieve sustainable EET results through provision tackling each individual s specific challenges, motivational skills and confidence-building activities, life skills support, short courses and specific employment-orientated skills packages. Delivery will combine oneto-one support and group sessions and include mentoring and coaching. Geography: Reed intends to bid across all four of London s sub-regional partnerships and seeks partners able to provide partial or full coverage of one or more sub-regional partnership areas. Please refer to Appendix 1 and Appendix 2 of this document for details on the boroughs within each subregional partnership. Eligibility criteria: young Londoners aged 16 to 24 who are Not in Employment, Education or Training (NEET) and have other specific complex needs or characteristics of disadvantage which increases the risk of their suffering from reduced opportunities, low incomes and unemployment later in life. Key Participant groups will include young people who are Looked After or leaving care, homeless, lone parents, in debt or involved in substance abuse or criminal activity. Advance payment (to be reclaimed when participants enter EET) 10% Participants starting on the project (identification and recruitment of 30% Bespoke Training Plan for each participant) On-project support (1:1 and group work, roll-on, roll-off support including 0% caseworker 1:1 support, peer mentoring/ambassadors, motivation/confidence, life skills including workplace behaviours, access to short courses [e.g. CSCS, first aid, manual handling, units], signposting [e.g. functional skills], pre-employment preparation [CV, interview skills, work experience]) Job brokerage (use of local employer relationships to broker opportunities 0% e.g. work experience, volunteering, jobs, Apprenticeships) and college/training provider relationships to broker educational outcomes Supporting the participant to move into EET 30% Supporting the participant to sustain EET for 26 weeks out of 32 (ongoing 40% case worker/mentoring particularly at crisis points; support must be provided for both young person and employer/host organisation [e.g. college]) Page 2 of 5

3 3) SEND NEET Service requirement: Support for Participants to achieve sustainable EET (Education, Employment and Training) results through motivational and confidence-building activities, life-skills support, short courses, skills packages and supported internships. Delivery will combine one-to-one and group support and will also include use of peer mentoring, peer ambassadors and other positive role s. Projects must be underpinned by robust referral mechanisms between delivery partners and engagement with young people, parents and guardians, local authorities, schools, colleges and health and social care services. The Project s three contracts will each focus on one of three target groups; (1) young people with learning difficulties; (2) physical disabilities and/or long-term health needs; (3) social, emotional and mental health (SEMH) needs. Geography: Reed and its supply chain will be expected to provide coverage across all London boroughs within each of the three contracts. Eligibility criteria: Londoners aged 16 to 24 with Special Educational Needs or a Disability (SEND), who are Not in Employment, Education or Training (NEET) and require intensive assistance to achieve sustained education, training, or employment results. SEND includes those with long-term health problems and self-declared disabilities and/or learning difficulties. Advance payment (to be reclaimed when participants enter EET) 10% Participants starting on the project (identification and recruitment of 40% Bespoke Training Plan for each participant. This should be driven by EHC Plans where they exist or, if self-referred, be in line with SEND code of practice and Children and Families Act 2014) On-project support (1:1 and group work, roll-on, roll-off support including 0% access to supported employment / supported internship schemes, caseworker 1:1 support, peer mentoring/ambassadors, motivation/confidence, life skills including workplace behaviours, access to short courses [e.g. CSCS, first aid, manual handling, units], signposting [e.g. functional skills], pre-employment preparation [CV, interview skills, work experience]) Job brokerage (use of local employer relationships to broker opportunities 0% [e.g. supported employment/internship/volunteering, job carving, work experience, volunteering, job opportunities] and links with training providers e.g. Apprenticeship opportunities work experience, volunteering, jobs, Apprenticeships) and college/training provider relationships to broker educational outcomes Supporting the participant to move into EET 30% Supporting the participant to sustain EET for 26 weeks out of 32 (ongoing 30% case worker/mentoring particularly at crisis points; support must be provided for both young person and employer/host organisation [e.g. college]) Page 3 of 5
