2 While the intersection of behavioral health and the criminal justice system has always been evident, our unique, publicly funded systems never developed in a way that fostered success. Sadly, disparate funding systems, the criminalization of human behavior, and a lack of understanding of our unique systems have led to the crisis we are facing today in the State of Indiana. Policy makers are increasingly developing an understanding that more needs to be done with respect to providing our citizens access to quality and effective mental health and substance use treatment. While the increased focus on the part of policy makers, administrative officials, and the public is valued, it is not enough! Success in addressing these challenges can only come following a dramatic and radical shift with respect to how we treat our citizens coping with mental health or substance use issues. Did you know one county in Indiana has one of the highest incarceration rates in the country? Certain public officials tout the benefit of incarcerated individuals with mental health and substance receiving services in county jails. County Sheriffs are expected to manage mental health and addiction health service delivery, with little or no training in human behavior, addictive disorders, trauma informed care, or health care financing. Conversely, Community Mental Health Centers are expected to seamlessly move individuals moving from incarceration to community reentry into treatment with an expectation of same day service. Funding systems between the criminal justice and the mental health and addiction delivery system are highly incongruent. The impact of the criminalization of addictive disorders has led to a massive build-up of criminal justice related entities, such as law enforcement, jails, prisons, judicial systems, community corrections, parole, etc. All at the expense of available public funding to treat individuals suffering from mental health and addiction. For the community mental health system to respond to crisis facing our state, it becomes imperative to fully understand the complexity of organizations and entities involved in providing mental health and substance use treatment to individuals in the criminal justice system. Attend this conference to better understand how we can work collaboratively with criminal justice related entities, while continuing to strive for an improved approach to the delivery of mental health and addiction treatment. The Community mental health center system is best designed to address the needs of individuals preparing for community reentry from the criminal justice system. However, we need to reframe the approach to mental health and addiction to ensure these individuals never come into contact with the criminal justice system. This can only be accomplished through a complete redesign of Indiana s current approach to addiction, incarceration, and the manner in which we treat individuals who exhibit behaviors as a result of their clinical health conditions. One county in Indiana has one of the highest incarceration rates in the entire country. Most of the these incarcerated individuals are related to addictive disorders. This is not the approach we need for these individuals to address their health needs. We need a comprehensive program, as other states are also exploring, to use treatment over incarceration and compassion over punishment. This conference will begin the dialogue to move the needle in the direction of treatment over incarceration. Hear from many of the organization s involved in criminal justice, mental health and addiction treatment. Through this dialogue, we are better positioned to improve the public policy approach to mental health and addiction for individual s involved in the criminal justice system. 3 Working with County Sheriffs to Improve the Delivery of Mental Health and Addiction Treatment Sheriff offices have been placed into the difficult role of becoming mental health and addiction treatment facilities. Given the high number of incarcerated individuals with a mental health or addiction disorder, county jails have become one of the largest providers of health-related services. This despite the fact Sheriffs have had no formal behavioral health training, no training in the business and financial requirements of health services, and limited training in trauma informed care or human brain development. Due to legislation, additional responsibilities were placed on County Sheriff Offices to ensure individuals preparing for community reentry become Medicaid eligible. Additionally, Medicaid does not authorize out patient mental health and addiction services for incarcerated individuals. As a result, creating linkages and partnerships between Sheriff Offices and community mental health has remained an elusive goal. Attend this session to better understand the challenges of Sheriffs in addressing the mental health and substance use needs of the incarcerated and how by working together we can improve the lives of these individuals while reducing recidivism rates. Addressing Mental Health and Addictions through the Recovery Works Program Following reform of the Indiana criminal code, Level 6 felons are no longer placed into the State Department of Corrections except in certain circumstances. In response to this development, the Indiana General Assembly created and funded the Recovery Works program to provide mental health and substance use treatment for individuals returning to local communities. The goal is to ensure these individuals have access to effective mental health and substance use treatment to assist in reducing recidivism rates and reintegrating incarcerated individuals into the local community. Over the last few years, the Division of Mental Health and Addiction has developed a vibrant program providing important services for felons with the history of mental and substance abuse issues, including those not covered under the Medicaid program. Attend this session to learn more about Recovery Works and how the program continues to evolve to ensure services for our most vulnerable population. How the DOC is Working to Improve the Delivery of Mental Health and Addiction Treatment The Indiana Department of Corrections (DOC) has been working tirelessly to develop an improved delivery of mental health and addiction treatment. The DOC has been focused on ensuring when individuals first come into their facility, planning for community reentry is priority one. Through an enhanced use of Medications Assisted Treatment (MAT), the DOC is focused on comprehensive treatment beyond addiction maintenance. The DOC is working towards the future, including developing a strong future workforce program to allow for improved reentry. The DOC is also focused on reaching inward, to ensure the services they are receiving in the DOC are comparable to level of service they will receive once released. Keynote Address-Supreme Court Justice The Honorable Loretta Rush (Invited) The Indiana Council is pleased to offer Supreme Court Justice Loretta Rush as our luncheon keynote speaker. Justice Rush has been actively working to improve the lives of Hoosiers through her tireless efforts at improving children s lives and addressing the challenges of the family, especially those impacted by addiction. Justice Rush will provide her vision on how the court system can align with community based mental health and addiction providers to ensure the health needs of Hoosiers are met, while reducing the reliance on the court system to manage human behavior. Attend this session and take the opportunity to meet this dedicated Hoosier. The Role of Managed Care in the Delivery of Mental Health and Addicted for the Criminal Justice Population Hear from CareSource, a Managed Care Entity (MCE) on the front lines of providing for the health needs of incarcerated individuals returning to the community through reentry. Managing the unique health needs of the criminal justice population is challenging given the nature of their health circumstances. Often individuals coming back to the community from incarceration have a high level of need with respect to health conditions, including a history mental health and addictive disorders. Many of these individuals have had limited involvement in health insurance and preventative care and as a result may not fully understand the importance of navigating insurance requirements or the active engagement in addressing their unique health conditions. Attend this session to see how CareSource is working to address these challenges by utilizing an integrated approach to care delivery for Medicaid qualified individuals coming back to the community from incarceration.
4 Community Mental Health Best Practices in the Provision of Service for Incarcerated Individuals Examples exist throughout Indiana of community mental health providers and criminal justice working together to ensure the effective delivery mental health and addition treatment. However, such local partnerships are challenging to develop as many different players and few financial incentives exist with respect to the delivery of such services. This session will provide a summary of best practices being utilized by community mental health providers and local communities who have come together to work towards an improved delivery system for mental health and substance use treatment by overcoming obstacles and challenges. Utilizing EHR Systems to Bridge the Gap Between Criminal Justice and Mental Health Electronic Health Record (EHR) systems play a critical role to play in the provision of mental health and addiction services for individuals involved in the criminal justice system. Frequently, such individuals have acute and dramatic comorbid health conditions. Navigating the healthcare delivery system is extremely difficult for individuals involved in criminal justice considering the transient nature of a population who often make poor choices with respect health behaviors. It becomes vitally important that health providers have access to the clinical health history of heath consumers involved in the criminal justice system and properly designed EHR systems provide the information needed to develop effective clinical treatment.
