2 Message from the Executive Director Lisa S. Coleman, Executive Director Good mental health should be everyone s right! But unfortunately, that is simply not the case. An estimated one in every five people will experience a major mental health issue at some point in their lives. Chances are good that you know or are close to someone who has experienced a mental, emotional or behavioral challenge in their life. Now, more than ever before, there is hope for people with mental, emotional and behavioral disorders. There is much to be said about the progress made in the last decade for those who suffer from mental and emotional disorders. Help is available and the Mental Health Center is here to meet your psychiatric and mental health needs. The Mental Health Center is staffed with highly qualified professionals that are capable of providing a variety of treatment services for children and adults. I am extremely proud of our staff and the services we provide. The Mental Health Center has been meeting the mental health needs of the community since 1967 and I am confident we will continue to do so for many years to come. Get the Facts! 3 Mental Health Center of North Central Alabama Providing the highest quality treatment, education and assistance to people affected by mental health and substance use issues. The Mental Health Center of North Central Alabama, Inc. is a public, nonprofit 501(c)(3) organization that has provided psychiatric and mental health services to Lawrence, Limestone, and Morgan counties, Alabama since Services provided by the Mental Health Center include: psychiatric assessment, medication prescription, outpatient counseling, substance abuse treatment, case management, housing, transportation, prevention and other services that serve the mental health needs of the community. During 2017, the Mental Health Center provided services for 3,749 children and adults. Over 220,178 units of services were provided during Mental Health Center administrative facility Somerville Place The Mental Health Center of North Central Alabama has been awarded the Silver Seal of Transparency by Guidestar.org.
4 The Mental Health Center is your 310 Board The Mental Health Center was established through federal and state legislation. The Mental Health Center was established under the Federal Community Mental Health Center Act of 1967 and Act 310 of the Alabama State Legislature. Entities formed under Act 310 are commonly referred to as 310 Boards. The Mental Health Center of North Central Alabama is the 310 Board for mental health services in north central Alabama. The Mental Health Center is your community based mental health provider. Alabama Act 310, provides for the formation of public corporations to contract with the Alabama Department of Mental Health in constructing facilities and operating programs for mental health services. Act 310 is codified in the Code of Alabama 1975, Sections through 14. The Mental Health Center resides within the following legislative districts: Alabama House of Representatives districts 4, 5, 7, 8 and 9 Alabama State Senate districts 2, 3, 4 and 6 U.S. House of Representatives District 5 Service area of the Mental Health Center
5 Local Government & 310 Boards Local government support is encouraged and expected. When 310 Boards were established in 1967, it was done with the intent of reducing state hospital numbers and keeping mental health services in local communities as much as possible. Act 310 was specific in its language that local governmental bodies were to be directly involved with ongoing operations and were to share in the financial responsibilities of the 310 Boards. This is why local governmental bodies appoint the Mental Health Center s Board of Directors. Act 310 states that local governmental bodies are authorized, to construct, maintain, equip, and operate [310] facilities. Local governmental bodies are also authorized to, appropriate monies for the support of such [310] facilities and programs. 310 Boards were created with the intent of local communities assisting in their ongoing operations. 310 Boards were established in part to help the State of Alabama reduce the census of the state hospitals. In 1967 Alabama had a census of 3.2 million people and a state hospital census of approximately 5,000. Today the Alabama census is about 5 million people but the hospital census is less than 300 beds. Without 310 providers, the annual cost to the State of Alabama would be well over one billion dollars. 310 boards provide invaluable services to the community that are cost effective to the state and the individual tax payer.
6 Board of Directors Board members are appointed by local city & county governments. To be representative of the community served, Mental Health Center board members are appointed by elected officials from Lawrence, Limestone, and Morgan county commissions and from Athens, Decatur, Hartselle, and Moulton city councils. 8 Funding Sources Revenue is generated by providing services for a fee. Funding Sources During 2017 Federal Funding, 2% State Funding, 36% Client Service Revenue, 56% Local Government, 1% Contributions, <1% Other Revenue, 4% During 2017, the Mental Health Center had an operating budget of 8.1M. The Mental Health Center is a proud member agency of United Way in Lawrence, Limestone, and Morgan counties Alabama.
9 Outpatient Treatment Programs A number of additional educational programs and services are also provided. The Mental Health Center operates outpatient clinics in Lawrence, Limestone, and Morgan counties Alabama. Outpatient programs include: Athens Limestone Counseling Center (ALCC) 1307 E. Elm Street, Athens, AL (256) ALCC is an outpatient psychiatric clinic which offers a wide range of psychiatric, psychological and counseling services for persons living in Limestone County. For the fiscal year , ALCC provided critical treatment services for 1,257 children and adults. Decatur Morgan Counseling Center (DMCC) 4110 Highway 31 South, Decatur, AL (256) DMCC is an outpatient psychiatric clinic which offers a wide range of psychiatric, psychological and counseling services for persons living in Morgan County. For the fiscal year , DMCC provided critical treatment services for 911 adults. Moulton Lawrence Counseling Center (MLCC) 317 Hospital Street, Moulton, AL (256) MLCC is an outpatient psychiatric clinic which offers a wide range of psychiatric, psychological and counseling services for persons living in Lawrence County. For the fiscal year , MLCC provided critical treatment services for 583 children and adults.
10 Outpatient Treatment Programs Center programs serve pre-school children through geriatric populations. Continued The Albany Clinic for Children (CTAC) Ave. SE, Decatur, AL (256) TAC provides an encompassing array of outpatient services for children. For the fiscal year , TAC provided critical treatment services for 776 children and adults. Options Geriatric Program 1316 Somerville Road, SE, Decatur, AL (256) Options provides services directly to residents, family members and nursing home staff to better equip them to assist elderly persons who suffer from mental illness. For the fiscal year , Options provided treatment services for 222 adults. Psychiatric and medical services Psychiatric and medical services are provided for all Mental Health Center treatment programs. For the fiscal year , over 3,763 hours of psychiatric and medical services for 1,823 people. All treatment programs of the Mental Health Center are certified by the Alabama Department of Mental Health.
11 Residential Services The Mental Health Center is one of the largest providers of housing for people with disabilities in the area. The Mental Health Center provides limited transitional and permanent housing programs for its clients. During fiscal year , transitional and permanent housing were provided for 72 clients of the Mental Health Center. Transitional Housing Provided 1. Athens Janus Group Home 10 beds 2. Decatur Janus Group Home 14 beds 3. Moulton Janus Group Home 10 beds 4. Mapleleaf Home 9 beds 5. George Home 3 beds awake staff are present at all transitional group homes and available for permanent housing programs. Permanent Housing Provided 1. The Village, Inc. 10 beds The Village was created in partnership between the US Department of Housing and Urban Development, the Foundation for Mental Health, and the Mental Health Center. The Village is the first and only permanent housing facility designated solely for people diagnosed with a serious mental illness in north central Alabama.
12 Transportation Services The Mental Health Center is one of the largest transportation providers in the area. The Mental Health Center has been providing transportation services for its clients for over 30 years. A fleet of over three dozen vehicles is used to provide door to door transportation services for people receiving psychiatric and mental health services from the Mental Health Center. All housing programs have passenger vans assigned to their location enabling staff to provide clients with basic, life necessary transportation services. Additionally, door to door transportation services are available for day treatment clients in all three counties. During 2017 the Mental Health Center provided almost 20,000 units of transportation services. These and numerous other vans were obtained through an Alabama Department of Transportation (ALDOT) 5310 grant.

14 Foundation for Mental Health The Foundation for Mental Health exists to support the Mental Health Center. Since 1985 the Foundation for Mental Health has worked diligently to support services provided by the Mental Health Center of North Central Alabama. Through direct requests, fundraising events, grant writing and other activities the Foundation has been able to support activities of the Mental Health Center such as treatment, housing, transportation, and numerous other services. Thousands of children and adults have directly benefited from the Foundation s efforts.
