2 Behavioral Health Planning Council Quarterly Report July 2018 to September 2018 The Behavioral Health Planning Council (BHPC) meets in even-numbered months throughout the year for a total of 6 meetings each year. At the August meeting, the Council received an overview of the Combined Mental Health and Substance Abuse Block Grant mini-application: MHBG is the reason for the council; there is a mini application this year that is just a continuation of the larger application. It is an expenditure-based application. Copies of the 6 financial forms were handed out showing where will we be spending the block grant money during the federal fiscal year 2019 (October 1, 2018 September 30, 2019). Most of the $3.1 million Mental Health Block Grant will go into ambulatory care with 10% for evidence based mental illness treatment and 5% for administration. This is $100,000 less than we had in federal fiscal year Our Substance Abuse Block Grant is $9.5 million. How we break down the money for prevention was shown on one of the handouts. Primary targeted areas for prevention services and populations was shown on another form. The increase to council will come in October when we get the federal funding. Included in the mini application is an updated listing of the BHPC membership. The listing of BHPC members was up to date as of last week. Any corrections to the listing of members should be sent to Natalie so she can get it to Jackie. The last page shows a breakdown of the percentages for membership categories (state agency, family member, person in recovery, advocate, provider, etc.). There are numerous recovery events during September. Lots of communities are involved this year. ROSC gave 12 STR grants for recovery events. OPRE gave 27 mini-grant, out of those, 5 were recovery events. There is also a grant providing backpacks to homeless in Albuquerque. A number of events have special speakers and activities. There is significant support from agencies including health and behavioral health agencies. Recovery month events have turned into family events with clowns, face painting, and bouncy castles. Most events are held in the parks. (A list of Recovery events is attached). The Council has prepared a document to present to Gubernatorial candidates and elected officials to explain the background, function, and composition of the BHPC. The Council has accomplished much over the past few years, and our hope is that the new Administration and the Legislature will value our input on Behavioral Health and Substance Abuse issues in New Mexico. Subcommittees The Subcommittees continue to meet on the same day as the BHPC meeting. The Child and Adolescent Subcommittee (CASC) CASC platforms Submitted for the gubernatorial candidates: 1. Support for local drop in centers; 2. Look at regulation that independent counselors/therapists cannot interact with youth who are not affiliated with a behavioral health clinic; and 3. How to provide more services to grandparents/elderly who are raising young people; concern that many are lacking support and knowledge and need more supports to deal with young people with mental health issues. Regarding drop in centers around state, five communities are considering sites;

3 Taos, Raton, Rio Arriba, Valencia, and Albuquerque (drop in center with youth peer supports). There was a community gathering in Espanola regarding a drop-in center. There is a lot of support, because there is currently a lack of resources in place where they can find supports and services for behavioral health issues. The youth were the most excited during the discussion. Drop in centers can sustain youth services. CYFD can provide technical assistance and support under the Healthy Transitions grant. Transfer behavioral health center services into drop in centers. CASC now meets at 3:30 in the afternoon following the BHPC meeting. We enjoyed a presentation on the survey done in Santa Fe on the homeless youth population. The Adult, Substance Abuse and Medicaid Committee (ASAM) The ASAM had a very comprehensive presentation on Oxford House. Oxford House has 17 locations throughout New Mexico and utilizes a resident self-reliance approach to keep houses running. Residents must have a Substance Use Disorder (SUD) or a dual diagnosis (co-occurring condition). Residents are interviewed and screened by existing residents and voted in. Oxford Houses have reentry programs for those coming out of incarceration and is approved by the Parole Board because it is a sober living environment. The ASAM also worked on bullet points of accomplishments for the Governor Candidate presentation. Accomplishments include expansion of Behavioral Health Day, increased training of Certified Peer Support Workers and an increase of statewide knowledge of the CPSW Movement, Naloxone Distribution and Education, Expansion of Medicaid Billing, and increased Collaboration with MCOs. The ASAM also came up with a list of needs that New Mexico is facing. In the coming year the ASAM will choose and focus on the list of needs to make recommendations to various bodies and possible solutions. The Native American Subcommittee (NASC) The meeting focused on the local collaboratives (LCs) and how the funding is being spent. The Committee identified activities being done by the LCs, so we can share with others. There was a very successful Native American Behavioral Health Summit in June. There is another on planned for the Northern part of state during October or November that will be held in Farmington area. It will include a 4 hour train the trainer for Narcan for First Responders. Of the six meetings for NASC, we will have meetings in the Local Collaborative (LC) areas in conjunction with the LC meeting. First will be LC16. We will move the next meeting to September to coincide with the LC16 meeting. We want to experience what is out there and help with cultural competency. This will also help to recruit new members. Jane Jackson Bear will help to keep the NASC going when there is a change in administration with the new governor. Members are so supportive and provide such great services. What you shoulder makes you what you are. Secretary Shije wants to request funding for the LCs through the legislature. We can consider proposing this for the next session. We could do this for all of our LCs, not just the Native American LCs. LC18 is getting it going again. Our goal is to get all Native American LCs going by end of the year.
