DVRC s also received the survey. Please designate someone from your organizations to complete. Katie Mirkovich, DVR Community Program Manager, provided an overview of 5 designated workgroups that resulted from working with CEA on their strategic plan in Fall Two of the workgroups kicked off in Fall Workgroups each have CEA representatives designated for participation and are outlined as follows: 1. Contract Model Review Kathy Powers 2. CRP Performance & Informed Choice Taskforce on hold 3. CRP Cost Study on hold, coming soon 4. DVR-CRP Training on hold 5. Communication & Collaboration: Shannon McLain & Laurie Ford Discussed updates and feedback on DVR Cost Study new rates going into effect on July 1 st, Nikki and Shelby will take feedback from CEA to DVR Cost Study follow-up meeting on Wednesday, April 20 th. 2 Strategic Initiatives DVR Committee Meetings: 2nd Wednesday of the month at 11:00am Purpose/Priorities Chair: Shelby Satko To serve as a liaison between CEA Members and the Department of Vocational Rehabilitation/ Washington State Rehabilitation Council Programs DVR Contract Advisory Group Represent and advise CEA members in development and implementation of Community Rehabilitation Programs Contracts. Serve as liaison between CEA members and DVR staff and management. Washington State Rehabilitation Council Promote CEA Member representation on the Washington State Rehabilitation Council. Serve as liaison between CEA members and WSRC. Action Steps Promote CEA representation on the WSRC Serve as a liaison between CEA Members and DVR to ensure optimum opportunities for employment of people with disabilities/meet in person a minimum of twice per year Key Initiatives Communication o Identify key contacts and follow-up process for working with DVR administration o Engaging CEA membership for input on DVR committee priorities Review last 2-5 years of strategic initiatives recurring themes over the years, we identify and address (such as determining cost of services) o CEA Conferences DVR admin presence o DVR State Plan participation in the development o Consistency between offices Brown bag monthly meetings in all DVR offices Identify clear purpose & intended outcome of brown bags Identify benefit of CRP participation Identify benefit for VRC s What is working, what is not

4 Legislative o Advocacy with legislators of state match to receive Maintenance of Effort (MOE) o Continue Client advocacy o Advocate for to be moved from under the Rehabilitation Administration Current placement in State hierarchy is out of compliance with Federal Standards established by the Rehabilitation Services Administration (RSA) and is in corrective action o How else can CEA partner legislatively? (since DVR can t lobby for the support) Meeting to discuss priorities with DVR, State Independent Living Council (SILC), Washington State Rehabilitation Council (WSRC) o Advocate for Washington ARC for DVR inclusion in legislative priorities and smiley face weekly updates Key Priority Stakeholders Division of Vocational Rehabilitation (DVR) Director Juvenile Rehabilitation Administration (JRA) Assistant Secretary Washington State Rehabilitation Council (WSRC) Director State Independent Living Council (SILK) Director Recurring Stakeholder Meetings WSRC
5 Legislative Committee Chairs: Lance Morehouse & Carol Miller Rhodes Meetings: Every Friday at 9:00am Purpose/Priorities The Legislative Committee is the CEA Government relations liaison; drafts the organization s legislative agenda; guides lobbying efforts; and provides advocacy tools to CEA members and the people we serve. Programs Legislative Advocacy/Lobbying Advocate and educate directly with elected officials, decision makers and legislative staff on policy, and budget issues related to employment for people experiencing disabilities. Monitor and support legislation that promotes and funds employment services for individuals with disabilities, as well as other legislative issues leading to a full life for people experiencing disabilities. Grassroots development Assist with organizing and mobilizing a grassroots advocacy network in Washington State promoting employment opportunities for people experiencing disabilities. Annual Employment for All Advocacy Day at the State Capitol Work in conjunction with the D.D. Council and The Arc of WA staff to retain an Advocacy Day for employment each year. Implement action steps that support involvement in legislative advocacy and high turnout at the annual Employment for All day in Olympia including attending and meeting with legislators. Outstanding Legislator Awards The Alliance s Outstanding Legislator Award honors Washington State Legislators that have been proactive and taken initiative to support employment and a full life for people experiencing disabilities. Community Advocacy Coalition Assure representation and participate in monthly CAC meetings. Coordinate and integrate CEA activities with other disability related advocacy groups. Build relationships and collaboration with other groups to promote employment for people experiencing disabilities. Liaison Act as a liaison between ED, Lobbyist, and membership.
6 Action Steps Develop Legislative Priorities with ED and lobbyist and present to CEA board for approval. Work with ED and lobbyist to develop action strategy for success. Advocate and Educate directly with elected officials, decision makers and legislative staff on policy, and budget issues related to employment and a full life for people experiencing disabilities. Distribute information to legislator s offices. Help CEA members understand the legislative process, how we can be effective in advocacy and encourage them to build relationships with policymakers across the state. Develop, monitor and support Legislation that maintains and increases funding for employment services, promotes employment as well as other legislative issues directly impacting people experiencing disabilities Assist with organizing and mobilizing a grassroots advocacy network ANNUAL EMPLOYMENT FOR ALL DAY Honor Washington State Legislators that taken initiative and made a significant contribution to support employment for people experiencing disabilities ANNUALLY EACH OCTOBER Coordinate and integrate CEA Activities with other disability related advocacy groups. Work in conjunction with the DD Council and the Arc staff including an Annual Advocacy Day for employment. (Increase attendance) Track annual ranking in DD State of the State report as well as other data and use in advocacy efforts. Committee Documents Bills of Interest Report (Annual, updated weekly throughout session) Legislative Statement (Annual CEA Legislative Priorities, completed by 11/1) Outstanding Legislators (Annual awards each October) Advocacy Day Project Overview Annual Employer PDC Report (filed annually) Legislative Advocacy Guide Community Employment Tri-fold Key Priority Stakeholders: Governor s Office, including Human Services Policy Advisor Washington State Legislature and policy staff The Arc of Washington State (Arc) Director Association of County Human Services (ACHS) Government Relations Coordinator Association of Persons Supporting Employment First (APSE) state chapter and Federal Government Relations Director Department of Social and Health Services (DSHS) Secretary Community Advocacy Coalition (CAC) members, including: o Community Residential Services Association (CRSA) o Parent Coalition Coordinators

ADVOCACY DAY - PROJECT OVERVIEW PROJECT TEAM: CEA Legislative Committee Arc of Washington State PROJECT GOALS: To inform legislators in Olympia about Employment Services for People with Disabilities DESCRPIPTION: Advocacy Day begins with a briefing on current issues, and the afternoon is spent advocating at the Capitol. The Arc of WA features a highlighted topic each week - the morning briefing will also cover late breaking news on budget items and bills of interest relating to individuals with developmental disabilities.
8 Membership Committee - Chairs: Todd Faulkner, Nikki Wegner & Brandi Monts Meetings: 1st Tuesday of the month at 11:30am Purpose/Priorities To promote Membership and provide support to members; Legislative and policy advocacy on behalf of supported employment; advancing the field of supported employment and sharing best practices. Programs Membership Development & Retention Development of membership materials; determine benefits and dues; research prospective members; networking. Understanding current members needs, understanding the needs and interests of non-member organizations on the provider list. Membership Conference Plan, execute and host two membership conferences per year in rotating cities. (Spring & October, in conjunction with Disability Employment Awareness Month.) Action Steps Plan, execute and host two membership conferences per year in rotating cities to provide support to statewide employment service providers, share best practices, and improve systems Develop and distribute 4 member newsletters per year, including promotion of conference networking opportunities Track conference attendance Develop membership materials; research prospective members Develop new member mentor program Determine new member benefits and dues (1/2 off conference attendance for potential members, Discount dues for first year? Develop Recruitment Plan targeted, coffee invites county provider meetings (what are their needs?) More consistent updates/communication to membership of CEA value: o quarterly o Committee report outs o accomplishments o Clarity: calendars for committees, targeted s, limited reply all chains
9 Continue the strong legislative work we are becoming a resource to the state and legislators. Explore CEA/APSE relationship or coordination so we don t duplicate or compete. Survey members before conferences to get hot topics Member engagement efforts: surveys, phone calls when they don t participate, encouraging emerging leaders to attend conferences. Membership brochure has too much text. Add accomplishment vs committees.
