The safety f students with a medical cnditin such as asthma is a shared respnsibility f the bard, schl, family, health care prvider and cmmunity partners. Accrding t the Ontari Lung Assciatin, asthma is a very cmmn chrnic (lng-term) lung disease that can make it hard t breathe. Peple with asthma have sensitive airways that react t triggers. There are many different types f triggers fr example pr air quality, mld, dust, pllen, viral infectins, animals, smke and cld air. Symptms f asthma are variable and can include cughing, wheezing, difficulty breathing, shrtness f breath and chest tightness. The symptms can range frm mild t severe and smetimes culd be life threatening. Fr the purpses f this dcument, the fllwing wrds have the fllwing definitins: Emergency Medicatin Emergency Medicatin refers t medicatin that is administered by a staff member t a student at the time f an asthma exacerbatin - fr example - reliever inhaler r stand-by-medicatin. Medicatin Medicatin refers t medicatins that are prescribed by a health care prvider and, by necessity, may be administered t a student, r taken by the student during schl hurs r schl related activities. Immunity The Act t Prtect Pupils with Asthma states that N actin r ther prceeding fr damages shall be cmmenced against an emplyee fr an act r missin dne r mitted by the emplyee in gd faith in the executin r intended executin f any duty r pwer under this Act. Requirements The bard shall: ensure that all students have easy access t their prescribed reliever inhaler(s) medicatins; identify asthma triggers in classrms, cmmn schl areas and in planning field trips and implement strategies t reduce the risk f expsure; establish a cmmunicatin plan t share infrmatin n asthma t parents/guardians, students, emplyees and include any ther persn wh has direct cntact with a student with asthma; Page 2 f 18:

3 prvide asthma educatin and regular training pprtunities n recgnizing and preventing asthma triggers, recgnizing when symptms are wrsening and managing asthma exacerbatins fr all emplyees and thers wh are in direct cntact with students n a regular basis; require that every schl principal establish a prcess t identify students with asthma at time f registratin r fllwing diagnsis and gather necessary asthma related infrmatin frm the parents/guardians and student; require that every schl principal develp an individual student asthma management plan fr each student diagnsed with asthma, based n the recmmendatin f the student s health care prvider; require that every schl principal maintain a file fr each student diagnsed with asthma. The file main cntain persnal medical infrmatin, treatment plans and/r ther pertinent infrmatin abut the student, if that infrmatin is btained with the cnsent f the student r the parent/guardian, in accrdance with applicable legislatin, including relevant privacy legislatin. This file shall als include current emergency cntact infrmatin; require that every schl principal infrm schl bard persnnel and thers wh are in direct cntact n a regular basis with a student with asthma abut the cntents f the student s asthma management plan; review asthma plicy as part f its regular plicy review cycle; and include the asthma plicy in the bard plicies psted n the schl and bard web sites. 5 1. INTRODUCTION Asthma is a serius chrnic cnditin characterized by recurrent attacks f difficult r labured breathing. The Waterl Cathlic District Schl Bard recgnizes that sme students within the schl system have been diagnsed with asthma and withut prper management this cnditin can be life threatening. While it cannt guarantee an envirnment free f agents that can trigger asthma. Cathlic (Elementary) (Secndary) Schl shall make every reasnable effrt t: reduce the risk f expsure t asthma triggers in classrms and cmmn schl areas; ensure access t necessary asthma medicatins; ensure that schl persnnel are aware f which students within the schl ppulatin have been diagnsed with this cnditin; and utline the prcedures necessary t intervene and respnd in the event f an asthma emergency. In rder fr schl persnnel t respnd apprpriately, it is crucial fr the parent/guardian (adult student) t keep the schl principal/designate fully infrmed f the student s asthma and the medicatin(s) which has been prescribed t address the cnditin. PROCEDURES 2.1 Rle f the Parent/Guardian (Adult Student) The parent/guardian f the student wh has been diagnsed with asthma is expected t: infrm the schl principal/designate f the child s asthma at the beginning f each schl year regardless f whether the child is a new student r nt; infrm the schl principal/designate f any changes t the child s asthma and/r medicatin that will affect their schl rutine, perfrmance r ability t participate in schl activities; infrm a new schl f their child s medical needs, if the child transfers t anther schl within the Bard s jurisdictin; prvide a minimum f ne (1) up-t-date medicatin package (Reliever Inhaler) prperly marked with the child s name and expiry date; prvide up-t-date emergency cntact name and telephne numbers; prvide current phtgraphs f the child; prvide a Medic Alert bracelet r equivalent fr their child (the frm can be btained by calling ); cmplete and return t the schl the Authrizatin fr Administratin f Medicatin fr Asthma (-01) fr their child. in cllabratin with their health care prvider teach their child t be able t recgnize symptms f wrsening asthma including thse related t exercise cmmunicate t an adult abut asthma symptms and the need fr help access and use medicatin quickly and crrectly have a Reliever Inhaler handy at all times, either n her/his persn r in the classrm be prepared fr schl field trips. 2.2 Rle f the Schl Principal/Designate Registratin At the time f registratin f each new student, the schl principal/designate shall determine if the student has asthma and recrd that infrmatin in the medical infrmatin sectin n the Persnal Screen f the Trillium Student Infrmatin Management System. At the beginning f each schl year, the schl principal/designate shall update the medical infrmatin f each student enrlled in the schl t determine if new medical cnditins have develped and/r if existing medical cnditins have changed. 7 2.2.2 Authrizatin When the schl principal/designate is infrmed by the parent/guardian/adult student that a student within the schl has been diagnsed with asthma and may require the administratin f asthma medicatin, the schl principal/designate shall: request that the parent/guardian/adult student cmplete Frm -01 Authrizatin fr Administratin f Medicatin fr Asthma Medicatin If the Authrizatin fr Administratin f Medicatin fr Asthma Parent/Guardian Frm (-01) indicates that the student requires the administratin f asthma medicatin during the schl day, the schl principal/designate shall: btain a minimum f ne (1) Reliever Inhaler frm the parent/guardian (adult student); ensure that the medicatin is already labelled t indicate the name f the student, the name f the medicatin and the expiry date; with parent/guardian infrmed, written cnsent, arrange t have ne (1) Reliever Inhaler n the student s persn (e.g. fanny pack) at all times; if necessary arrange t have a secnd Reliever Inhaler in a safe, secure lcatin (e.g. main ffice) r if the student des nt have the medicatin n her/his persn, in the classrm; ensure that any medicatin which has reached its expiry date is returned t the parent/guardian (adult student) and replaced by up-t-date medicatin Staff Educatin When the schl principal/designate is infrmed by the parent/guardian/adult student that a student enrlled at the schl has asthma and authrizatin fr the administratin f the Reliever Inhaler has been received, the schl principal/designate shall: identify the student t all staff members f the schl as a student with asthma; arrange fr an annual asthma educatin sessin fr apprpriate staff members (including principal, vice-principal, designate, departments heads, guidance cunsellrs, resurce teachers/cnsultants, classrm teachers, educatinal assistants, child and yuth care wrkers, secretaries, and lunch hur supervisrs) with respect t asthma, the safe and effective use f the Reliever Inhaler, and a review f the Asthma Management Plan. prvide a staff educatin sessin that shall include: a presentatin f the vide Managing Asthma in Our Schls ( sharing/distributin f asthma resurces; questin & answer perid with an invited Page 7 f 18:

8 guest speaker, if available Student Asthma Management Plan Upn cmpletin f the staff educatin, the schl principal/designate must cmplete the Student Asthma Management Plan (Frm -02) in cnsultatin with the parent/guardian/adult student. This plan will be reviewed n an annual basis. The Student Asthma Management Plan shall include the fllwing infrmatin: student s name, grade and classrm; knwn asthma triggers; mnitring strategies; emergency prcedures; apprpriate treatment; lcatin f the Reliever Inhaler(s); and a current phtgraph (nt a phtcpied) image f the child Recrds Retentin The schl principal/designate shall ensure the fllwing infrmatin/frms are cmpleted and stred in the Ontari Student Recrd (OSR): current infrmatin abut the student s medical cnditin; Authrizatin fr Administratin f Medicatin fr Asthma Parent/Guardian (-01); Student Asthma Management Plan (-02); Individual Student Lg f Adult Administered Medicatin (-03); and current emergency cntact list Dcumentatin The schl principal/designate shall ensure that each time a staff persn assists a student with the administratin f the Reliever Inhaler the incident will be recrded n the Individual Student Lg f Adult Administered Medicatin (-003) Page 8 f 18:

9 2.2.8 Preventin The schl principal/designate shall take steps t create a supprtive, safe envirnment fr students with asthma, including: arranging general asthma awareness and educatin sessins fr the entire schl n an annual basis thrugh activities such as wrkshps/seminars, puppet shws/plays/skits, access t asthma websites e.g. schl newsletter activities; prviding pprtunities fr regular staff educatin with regards t identifying and managing wrsening asthma, prper used f inhalers and identifying and managing asthma triggers; identifying a staff member in the schl t act as an Asthma Resurce Persn fr the schl cmmunity wh wuld identify and review new asthma resurces and help rganize asthma-related activities; facilitating the use f asthma friendly schl supplies and markers such as scent-free markers, dust free chalk etc.; scheduling extensive building repairs r cleaning at times that reduce the pssibility f expsing students and staff t dust, fumes and ther irritants; mnitr fr asthma triggers n an nging basis and taking actin t reduce expsure t asthma triggers whenever pssible (refer t asthma trigger checklist n Student Asthma Management Plan Frm); prvide asthma resurces fr the schl ffice and library; creating and supprting the expectatin that students with asthma shuld be participating in physical activities t the best f their abilities, including recess and physical educatin; ensuring that when a student with asthma is invlved in an ut-f-schl learning experience, the student has a Reliever Inhaler n her/his persn and that the supervising teacher has a secnd Reliever Inhaler as well as a cell phne t be used in emergency situatins. 2.3 Rle f Schl Staff When the schl principal/designate is infrmed by the parent/guardian (adult student) that a student within the schl has asthma and the parent/guardian/adult student has authrized the administratin f a Reliever Inhaler during an asthma episde, whether the student des r des nt require assistance frm staff, the schl staff, including the principal, viceprincipal, designate, departments heads, guidance cunsellrs, resurce teachers/cnsultants, classrm teachers, educatinal assistants, child and yuth care wrkers, secretaries, and lunch rm supervisrs shall participate in the staff educatin sessin (2.2.4) Page 9 f 18:

10 The staff shall remain vigilant cncerning circumstances r events which may cnstitute a situatin fr students at risk t experience an asthma episde and shall reprt these t the schl principal/designate. When a student experiences an asthma episde that staff member(s) wh recgnizes the warming signs/symptms shall respnd and ensure that Reliever Inhaler is administered immediately and shall infrm the schl secretary/adult designate if there is n imprvement within 5-10 minutes after taking the Reliever Inhaler wh in turn will call 911 and the student s parent/guardian (Appendix B A Child is Having an Asthma Episde: What are the signs?) After the medicatin has been administered, the staff member(s) shall recrd the incident in the Individual Student Lg f Adult Administered Medicatin (Frm -03). 2.4 Rle f Teacher In additin t the duties described in subsectin 2.3, teachers are als expected t: supprt the student with asthma t access t their Reliever Inhaler when needed t relieve symptms befre exercise, if indicated; ensure that the identified student is carrying a Reliever Inhaler n her/his persn during all ut-f-schl learning experiences; ensure that an additinal Reliever Inhaler and a cell phne are available during all utf-schl learning experiences; review with yur classes the steps t take if smene is experiencing wrsening asthma; mnitr the presence f materials within the classrm setting which may trigger an asthmatic reactin in the identified student; take actin t reduce student s expsure t asthma triggers whenever pssible e.g. chalk dust, freshly cut grass, furry animals, pllen, pr air quality, strng smelling markers, very cld r very ht temperatures and viral infectins (encurage frequent hand washing t decrease spread f infectin); use preventative measures t allw participatin in exercise and/r physical activity including a warm-up perid use f Reliever Inhaler minutes prir t the activity (if indicated n the Student Asthma Management Plan) and understand hw t handle symptms assciated with exercise. 2.5 Rle f the Schl Secretary In additin t the duties described in subsectin 2.3, the schl secretary is expected t recrd the presence f the student s health prblem in the Trillium Student Registratin Page 10 f 18:

11 System and fllw the Emergency 911 Prtcl (Appendix C) at the time f the asthma emergency. 2.6 Rle f the Student with Asthma Dependent n the physical and mental capabilities f the student and the infrmed cnsent f the parent/guardian, the student with asthma has the respnsibility t: tell teachers, educatinal assistants, principal and friends abut her/his asthma; tell ccasinal persnnel (i.e. ccasinal teachers, ccasinal educatinal assistants, lunch rm supervisrs, schl bus drivers, vlunteers) abut her/his asthma; tell teachers, educatinal assistants, principal where t find her/his Reliever Inhaler; carry a Reliever Inhaler n her/his persn at all times; fllw the instructins f her/his physician and parent/guardian; knw hw and when t use asthma medicatin safely, including making sure their name is n the medicatin cntainer nt sharing medicatin with friends knwing when medicatin is empty telling parents and teachers every time medicatin is used telling a teacher if help is required t take medicatin wear a Medic Alert bracelet r equivalent, when prvided by the parent; knw what triggers asthma and makes it wrse and have a plan fr handling asthma triggers; telling teachers when asthma is bthering her/him; learning mre abut asthma by attending asthma educatin prgrams seeing health care prvider n a regular basis visiting websites r Rle f Parents/Guardians and Vlunteers Parents/guardians and vlunteers within the schl cmmunity have the respnsibility t: be aware f and cmply with the Asthma Management Plan; assist the principal and the staff f the schl in disseminating infrmatin t all members f the cmmunity abut asthma. Administer the reliever inhaler immediately (the inhaler is usually blue in clur and pens the narrwed airway passages quickly) Reliever inhaler shuld help within 5-10 minutes...if nt 2. Stay calm! Remain with and reassure the child Asthma episdes are frightening..listen t what the child is saying. 3. Tell the child t breath slwly Usually it is easier t sit up and lean slightly frward. Lying n their back is nt recmmended! D nt have the child breathe int a paper bag. After the Episde Minr asthma episdes shuld nt interrupt a child s mvement in schl. As sn as the child feels better, s/he can return t nrmal activities. Ntify the parent/guardian abut the episde. Recrd medicatin taken as per schl plicy. If the child requires the medicatin again in less than fur (4) hurs r if yu have any cncerns abut the child s cnditin, medical attentin shuld be sught. What t d 1. This is an emergency CALL Give reliever inhaler immediately 3. Cntinue t give the reliever inhaler every few minutes until help arrives. A student shuld always be taken t the hspital in an ambulance. Schl staff shuld nt take the student in their car as the student s cnditin may deterirate quickly. Sme f the initiatives f the Asthma prtcl that we are implementing are as fllws: Prviding infrmatin and training n asthma t schl staff (e.g. asthma symptms, triggers and instructins fr managing wrsening asthma). Facilitating the use f asthma friendly schl supplies and prducts. Inspecting and maintaining buildings t minimize expsure t allergens. In rder fr the schls t prvide a safe and nurturing learning envirnment fr ur students and t act in the best interest f yur child during an asthma episde we invite and welcme yur cperatin and supprt by prviding the fllwing: Infrm the schl if yur sn/daughter has asthma and their triggers. Encurage yur sn/daughter t carry their inhaler with them at all times r t have their inhaler in clse prximity at all times (e.g. at schl, during physical activity, field trips). Ensure yur sn/daughter knws hw and when t use their reliever medicatin prperly prir t cming t schl. Cnsider prviding yur child with a medic alert identificatin. T knw hw and when t use their reliever medicatin safely. T knw the triggers t their asthma, and avid where pssible. T infrm relevant teachers/caches/supervisrs that they have asthma, especially if they have exercise induced asthma r they are experiencing asthma symptms.
