1 Minutes of the13 th IPR Pilot Meeting Copenhagen EEA, Copenhagen April 2014 Co- chairs: Attendees: Agenda: Presentations: Martin Adams and Michel Houssiau (EEA) (plus others on the day) DRAFT_Agenda_13th_Pilot_Meeting_v2.pdf Day1 1. Martin Adams (EEA) welcomed countries and delegates to the 13 th IPR AQ e- Reporting Pilot Group meeting. Countries were encouraged to use make the very best of the opportunity for information sharing by engaging with speakers and ETC/ACM over the duration of the meeting. 2. Martin Adams (EEA) also introduced Martha DG- ENV Session 1 Feedback on September 2014 data deliverables 3. Jaume Targa (ETC/ACM) presented the status of all data flow deliveries from September A review of the CDR tools for checking deliveries was presented & the planning for 2015 deliveries 5. Overall the e- Reporting deliverables were very positive although some problem were experienced with formatting & content of deliverables which needs to improve for All 2013 resubmissions to correct for formatting & content irregularities were largely complete countries were currently using in- house (non- AQUI) software to prepare deliveries 8. The automatic feedback from CDR has been improved & 2013 deliveries will be (re)tested with the new QA and the CDR- test site in early June. In particular, data flow C QA has been improved & this may generate some important new feedback to countries 9. Countries were advised to ensure consistency in localids & namespaces used across the deliverables 10. NL queried the procedure for changing namespaces. EEA requested that countries contact the AQ Portal Helpdesk in the event of this need. 11. FR noted that consistency was not limited to the namespace & localids and as INSPIRE matures in countries further changes may be required. EEA recognised this and EEA requested that countries contact the AQ Portal Helpdesk in the event of this need 12. Development of QA checks for automated processing of AQ zone is on- going 13. EEA requested that countries provide Shapefiles of AQ zones or GML not LAU codes within data flow B and when sending Shapefiles for the countries to include zonecode, localid, namespace within the Shapefiles attribute table 14. DE requested for a voluntary element within the Attainment data flow to list all sampling points used for a particular assessment (not just those in exceedance). ETC/ACM observed that this information is provided for by a link to the assessment regime applied in data flow C. Session 1 General development status for AQ e- Reporting 15. Artur Gsella (EEA) presented on the status AQ e- Reporting implementation including. An update overview of the data flow & data flow relationships Tools for Live monitoring of releases & uploads The EEA s database configuration New rules & workflow for resubmission & acceptance procedures Page 1 of 6
2 16. An AQ statistics data product & data querying libraries for combining data flows will be launched on the AQ Portal when datasets are clean. These libraries will enable data products to be down loaded and viewed in a variety of ways for both observational time series and metadata for the data flows. Formats will be varied e.g. WMS, CSV, JSON. Countries were encouraged to log there requirements via the AQ Portal Helpdesk 17. Draft timetable for 2015 reporting was presented. Session 1 Air Quality statistics from e- Reporting and historical data from AirBase 18. Artur Gsella (EEA) presented on the status of plans to migrate AIRBASE data holdings to the AQ e- Reporting system countries indicated that they were prepared to resubmit historical data. EEA indicated that that if countries could maintain consistency in namespace & locals for historical datasets its preference would be for countries to resubmit data flows D & E1a. 20. AT queried how far back data flow C should generated. ETC/ACM indicated there were no requirements to generate historical data flow C, 2013 was the first year this was needed. The scope of historical data flow resubmission was limited to those comparable with the DEM i.e. data flows D & E1a 21. DE queried what do about missing data as the CDR QA will flag / block some missing data. ETC/ACM will provide best practice guidance Session 1 UTD reporting: present situation 22. Jaume Targa (ETC/ACM) presented the status of UTD reporting countries regularly participation in UTD reporting, delivering approximately 130,000 observations per day 24. These UTD data flows are available on the EEA s air quality map hub Both SOS (pull reporting) & other methods of push reporting are in practice Session 1 AQUI updates v2.5 to v Wim Mol (ETC/ACM) presented updates to the AQUI software tool 27. AQUI version 2.5 was release in 19 March 2015 & included support for Database reconstruction Fixes to the end timestamp declaration for E1a Version numbering of XML exports Comments fields for data flow G 28. AQUI version 2.5 will be released in June 2015 & will include support for Fixes to comply with QA rules Fixes for time zone & timestamp support Support for reporting the reason of exceedance in data flow G 29. AQUI 2.6: will be a full installation version containing an updated AQUI database 30. The AQUI database will include data flows B, C, D metadata from September Countries were cautioned to check Sampling Points for consistency against 2014 deliverables before commencing with 2015 reporting Session 2 Update on H- K reporting and P&P tool 32. Alex Kotsev (JRC) presented on the status of the JRC AQ Plans & Programmes tool for reporting 33. Data from 20 countries are now stored in the tool, some of this data, however, is experimental Page 2 of 6
3 34. The number of users of the tool is constantly growing users, 87 National Administrators, 89 regular users 35. Feedback has been generally positive 36. Migration of the system to the EEA is currently in planning phase 37. DE noted that more levels of administrator users was needed to provide greater support to countries with federal administrations. JRC noted this request & ask countries to send additional technical additions to the AQ Portal Helpdesk & JRC will assess options. ACTION JRC / countries 38. FR requested better guidance AQ Plans indicating that the conceptual & technical requirements of H- K were not clear & that the guidance for TENs applications did not fully cover the new system for AQ Plans. FR requested a specific meeting on AQ Plans perhaps in June 2016 ACTION EEA / DG- ENV 39. DG- ENV requested that FR and other countries with concerns share these bilaterally with the Commission via . A notional deadline for bilaterals was set for 15 May 2015 ACTION FR / countries 40. DE requested that the User Guide and Commission guidance documents be extended for H- K 41. NL requested further information & guidance on what constituted a new exceedance & what would trigger an amendment of a plan 42. ES requested an AQ centric technical guidance for AQ Plans 43. HR presented a country experience & requested guidance for AQ Plans exceedance situations where the transboundary pollution from a non- EU country was a significant source. 44. SE was supportive of the tool but noted that the important work was developing the policy which the tool was designed to report / communicate. SE noted that better guidance on AQ Plans would support improved policies to manage AQ. 45. EEA caution countries to write XML deliverables & upload to the CDR, populating the tools database was not sufficient. Day 1 AOB 46. BE queried the status of QA checks on the CDR, EEA conformed CDR QA checks are not using Schematron, even so the QA checks could theoretical be shared with countries 47. DE noted that measurement uncertainty will need to be addressed in the next version of the schema. 48. NL noted that now reporting is becoming generally more stable a vision of the goals of new reporting system should be discussed & requested a session in a future pilot to discuss this. Day2 Session 3 Reporting data from models: present situation 49. Artur Gsella (EEA) presented a summary of the status of collaborative work with model community & FAIRMODE aiming to standardise model reporting formats for e- Reporting 50. The aim of this work is enable EEA to process modelled data automatically & efficiently. Four countries report modelled data but formats are not sufficiently similar to support automatic processing 51. Technical proposals for model harmonisations were presented & concerns raised from modelling community in terms of data losses in transforming to a European grid from a national grid systems. 4 Options to resolve such issues include reporting in both grid systems, agreeing that in the event of discrepancies the national systems take precedence 52. Harmonisation process has initiated to encourage Exchange of Information for models although some concerns from modelling community are evident particularly in relations to what will happen to data smutted via this route 53. A roadmap for harmonisation was presented working towards model data processing in 2016/ For 2015 countries were encouraged to use the same formats as those used for 2014 Session 3 FAIRMODE and e- Reporting 55. Stijn Janssen (FAIRMODE) provided a status update on the collaborative work with model community & FAIRMODE 56. It was confirmed that no consensus on how to report modelled data for e- Reporting had been reached 57. The recent community outreach work had shown role for FAIRMODE for to support guidance on model benchmarking, model quality, model fit for purpose criteria 58. A number of thematic discussion were underway on grid discontinuities, step changes at country borders, quality checks, data assimilation, appropriate resolutions 59. A composite mapping project has been proposed to address some of these issues 60. Concerns from modelling community & obstacles to participation in model exchange of information & the composite mapping project include border effects, competition, data policy, copyright & who will do the work 61. The concept of a AQ Portal safe space / sand box for model exchange of information was proposed 62. PL raised concerns over the timescales of implementation of models for compliance assessment indicating there were logistical & contractual considerations to consider at MS level to conform with new best practice 63. SE & NL expressed support for the FAIRMODE work programme 64. BE queried what guarantees existed that model exchange of information data would not be used for compliance. EEA confirmed that data would be managed separately from the CDR Session 3 FAIRMODE WG3 update on source apportionment 65. Claudio Bellis (FAIRMODE) provided an update on the work of working group 3 on country approaches to source apportionment in support of AQ Plans 66. WG3 has shown that the incremental approach to source apportionment was not appropriate for all cases. In some locations with complex terrain, topography & meteorological conditions an alternative approach based absolute contributions was more appropriate & should be accommodated in AQ Plans. 1. Recommendations from WG3, source apportionment methods for AQ Plans should have a thorough & detailed description, demonstrable performance in Europe, benchmarked, use NFR source classification, be based on incremental & absolute contributions 67. AT requested that secondary pollution sources be included as a source category 68. SE indicated its support of WG3 proposals & questioned what to do when in the event that all source categories are unavailable. EEA to provide guidance ACTION EEA Session 3 Revised submission and resubmission procedures Michel Houssiau presented on the rules for September 2015 deliveries taking into account MS comments and lessons from An introduction on the importance of resubmission procedures was provided including rules for E2a & non- E2a data flows Page 4 of 6
5 71. EEA confirmed that the official release date is the date of release after tier- 1 checks have completed. All deliveries will remain in draft mode (not publically viewable) until release 72. The order for data flow deliveries shall be B, D, C, E1a, E1b, G. This order must be strictly observed otherwise QA checks will fail. 73. DE raised concern on how sampling point processes could be changed. EEA requested a bilateral meeting to resolve these issues ACTION EEA / DE 74. NL raised concern that data in their XML deliverables was missing from some CSV extracts hosted by CDR. EEA request that NL provide supporting information for them to investigate further ACTION NL / EEA 75. DE queried envelope nomenclature schemes for data flow D in the event of updates for UTD new stations. EEA indicated that envelope naming was not important to CDR systems, the latest valid envelope is always harvested and stored 76. EEA presents the logic for E2a data flows and E1a are merging 77. EEA confirmed that overwriting for historical data is triggered by delivery of the same data objects with a more recent om:resulttime tag Session 4 Working in CDR and using data monitor tools: hands on training 78. Jaume Targa (ETC/ACM) presented on working with the CDR & AQ Portal data monitors 79. A demonstration of how to upload a files in draft / restricted from public mode was made 80. A demonstration of how to run QA was made 81. ETC/ACM confirmed that all 2013 deliveries will be uploaded to the CDR test site in June 2015 and countries were strongly encouraged to review the outputs from update QA in advance of the 2015 reporting obligations, 82. DE queried whether a missing xlink to another AQ object / feature was crucial. ETC/ACM confirmed that such an omission would fail QA and not be harvested. 83. A demonstration of how to release deliveries was made Session 5 AQ e- Reporting status of implementation 84. Artur Gsella (EEA) presented the status of implementation of new AQ Portal toolsets including 1. New QA outputs systems to MS Excel 85. Methods for monitoring of data deliveries 86. E2a map viewers 87. E2a / UTD data download services 88. E1a statistics download services 89. SPARQL endpoint queries Day 2 AOB Countries table a number of items for future discussions 90. DE and SE queried the guidance & procedures for objective estimation reporting. ETC/ACM agreed to deliver improved guidance for simple solutions. DE will deliver historical datasets back & these will be used as the basis of their objective estimation observations. 91. GB raised the status of emerging technology - sensors, satellite, services & linking supplement assessment into AQ assessments. There was consensus that a some clear ambitions for adapting system to take account of emerging technology would be useful as part of the terms of reference of the pilot group, including the need for data products & services 92.
