8 DoDEA Regulation Serious Incident Reports (SIRs) Purpose Establishes a records management system (SIR) to track and maintain serious incident reports Standardizes reporting Mandates reporting of suicide, suicide attempts and suicide ideations within 72 hours of the incident 9

9 Serious Incident Reports Operational Definitions: Suicide Ideation Self-reported thoughts, consideration and/or plans to engage in suicide-related behavior by a DoDEA student Suicide Attempt A self-inflicted, potentially injurious behavior with a non-fatal outcome for which there is evidence (either explicit or implicit) of intent to die by a DoDEA student. A suicide attempt may or may not result in injury Suicide Self-inflicted death with evidence (either explicit or implicit) of intent to die by a DoDEA student 1

10 Serious Incident Reports Suicide Ideation Low Risk A student who does not demonstrate frequent, intense or durable suicidal ideation. They do not have a plan or a history of suicide attempt. Nor do they have available means to carry out a suicide/suicide attempt. Moderate Risk A student who demonstrates moderately frequent, intense, and/or durable suicidal ideation. They have a plan with some specifics (time frame, method, means, and/or location), and/or reasonable means to carry out a suicide or suicide attempt. High Risk A student who demonstrates highly frequent, intense, and/or durable suicidal ideation. They have a detailed plan and immediate means with which to carry out a suicide or suicide attempt. 1

12 Program Priority: Suicide Prevention Zero Suicide: Schools Empowering At-Risk Students SEAS 1 Penn State University is in partnership with DoDEA in the development of suicide prevention professional development and resources for DoDEA student services personnel (K-12). The Zero Suicide: SEAS professional development will: Increase knowledge about suicide and the management of suicide risk Enhance clinical skills to intervene with suicidal students (e.g., identify, treat, and refer) Enhance the capacity to deliver high quality, evidence-based programming on suicide to students, parents, community members, school staff, teachers and administrators

13 SEAS will Provide: Access to a Learning Management System (LMS) hosted by the Clearinghouse that will include: Learning modules Six interactive, online learning modules designed for student support personnel on the following topics: Warning Signs and Risk Assessments Prevention Programming Lesson Plans and Trainthe-Trainer Facilitator Guide (K-12) addressing the following topics: Understanding Feelings Managing Strong Feelings Toolkit items (tip and fact sheets and resources for community stakeholders) Intervention Programming Postvention and Care Coordination Asking for Help Stress and your Mood Technical assistance. Legal and Ethical Issues Caregiver Burnout Alcohol, Drugs and Risks Cutting and Self-Harm 1

18 DoDEA Video Communications Classes Contest for PSA on suicide prevention The Contest: In October 2017, Career and Technical Education (CTE) Video Communication classes were challenged with creating a 30- to 60-second Public Service Announcement (PSA) for suicide awareness. Students worked closely with CTE instructors, school psychologists and counselors to design, shoot and edit the PSAs. Videos were selected based on adherence to safe messaging guidelines, purpose, transitions, clarity, audio and aesthetics. The Gold Honor Winners: Wiesbaden High School, Wiesbaden Germany Kadena High School, Okinawa Japan 1

19 Way Forward: DoDEA Suicide Prevention Programming HQ Education Student Services Goal: 100% of school counselors, psychologists, and nurses will complete suicide prevention training. Currently training on Modules 5 & 6 of 6 modules Increase the clinical skills and knowledge of school counselors, psychologists and nurses to prevent and intervene on suicidal behaviors (e.g., identify, intervene, and refer) in DoDEA schools Increase fidelity of reporting and monitoring of SIR data We will accomplish this by: Ensuring ISS s have access to district SIR data Establishing norms for reviewing SIR data early and often to drive and inform training and program needs Ensuring all administrators are aware of reporting requirements and benefits Providing systemic professional development and resources for school counselors, psychologists, and nurses 2
