3 City of Mill Valley Response to Mqrin County Civil Grand Jury's Report Entitled "Get the Picture? - Audiovisual Technologt and Marin Law Enforcement" We partially agree with the findings numbered: F2 Several issues are considered in determining when and which audio visual equipment to purchase. Cost of equipment may be a factor, but other factors exist as well, including: Durability Ease of use Data storage and security concerns Policies and procedures The City of Mill Valley frequently evaluates the advantages of adopting emerging technology. The Mill Valley Police Department utilizes audiovisual equipment in our daily activities. We utilize a vehicle mounted camera system which captures images in front of our patrol cars. Also, each offtcer wears a microphone, which is activated when the patrol car's emergency lights are turned on. Officers may also remotely activate the system via a switch on their uniform. In addition, our Taser weapons have audiovisual capability as soon as the device it tumed on. In addition to our existing, regular use of audiovisual equipment, the Police Department is currently testing a body worn camera system similar to those described and recommended by the Grand Jury. The system will be field tested by our motorcycle officer for 45 days to evaluate its effectiveness. Finding 3: As of this report. the Sheriff s Department has not expressed an interest in purchasing body cameras. Recommendation numbered: F3 is not applicable to Mill Valley Police Department. RECOMMENDATIONS: Recommendation 1: The Grand Jury recommends that the Sheriff s department and all police departments in the Countv use on-officer cameras. o We partially agree with the recommendation numbered: Rl The Mill Valley Police Department will continue to evaluate the effrcacy of body worn cameras on its officers.
