Dr. Wten and Saman Yaghmaee can prvide updates mnthly n bills and als prvide weekly that are prvided by Cunty Health Executives Assciate Of Califrnia (CHEAC) and Health Officers Assciatin f Califrnia (HOAC) where specific bills stand. Dr. Wten t prvide a draft legislative planning cycle template similar t the HHSA planning cycle fr the budget cmmittee. Bard members requested t further discuss the Missin/Visin Plan that was presented at the February 19, 2015 meeting. Jackie Werth t prvide and present revised updated Missin/Visin Plan at the next meeting April 16, INFORMATIONAL ITEMS Budget: James Lepant and Adriana Andres- Paulsn are t discuss with Andy Pease, Directr f Finance if HSAB wuld be able t view the draft narratives f the budget befre it ges t the Bard f Supervisrs. Feedback will be brught back at the next meeting in April 16, James Lepant is requesting an additinal cmmittee member t jin the budget cmmittee grup. PRESENTATIONS/DISCUSSIONS: Updates frm Advisry Bard Members Dr. Krnreich prvided a Healthy San Dieg update: Healthy San Dieg is ging thru strategic prcesses Health plan stakehlders articulate what they are ding in the field. Presentatins already cmpleted by Mlina and Kaiser. Quality cmmittees trying t get int the public discussin and get respnses with the quality within the Healthy San Dieg cmmunity, managed care Medi-Cal cmmunity. United Health Plan has requested t jin the Healthy San Dieg system effective January Presentatin is tentatively in April 2015 and a public ntice will be sent. Interested stakehlders are urged t participate. 6. PUBLIC HEALTH OFFICER S REPORT Dr. Wten Dr. Wten discussed the fllwing updates: (Handuts) Influenza Watch: Current week 10 (ending 3/14/ new influenza detectins reprted 5% Influenza-like-illness (ILI) amng emergency department visits: Expected level 5 influenza-related deaths reprted this week 9% f deaths registered with Pneumnia & Influenza: Expected level Current Seasn Summary: 6,385 ttal cases

Statewide: 231 cases, as f March 18, Natinally: Frm mid-august 2014 t January 15, 2015, CDC r state pblic health labratries cnfirmed a ttal f 1,153 peple in 49 states and the District f Clumbia with respiratry illness caused by EV-D68. N change since last reprt. Influenza: Lcal: Influenza activity is decreasing in the cunty. During week 10 (ending March 14), 149 new detectins were reprted Statewide: Overall influenza activity in Califrnia was reginal: during week 9 (March 1-7, the mst recent available data). Influenza activity in Califrnia cntinues t decrease, with 307 (11.1%) f 2,761 specimens tested psitive fr influenza during week 9. Natinally: During week 9 (ending March 7, the mst recent available data), influenza activity decreased, but remained elevated in the United States. Of 14,634 specimens tested and reprted by U.S. Wrld Health Organizatin (WHO) and Natinal Respiratry and Enteric Virus Surveillance System (NVEVSS) cllabrating labratries during week 9, 1,670 (11.4%) were psitive fr influenza. Pertussis: Lcal: 258 cases (n deaths) with nset in 2015 in San Dieg Cunty as f March 18, 2015.

5 5 Issue Discussin Actin Statewide: 441 cases with nset in 2015, including ne death (an infant<3 weeks f age at the time f disease nset) have been reprted t CDPH as f February 12, N change since last reprt. Natinally: 2,776 pertussis cases in the United States 2015 as f Week 9 (ending March 7, 2015) Measles: Lcal: 14 cases reprted in 2015, as f March 17. All cases are part f the Disneyland utbreak and nne have resulted frm public expsures in San Dieg. Statewide: 133 cases reprted since December, 2014, as f March 13. Califrnia is currently experiencing a large utbreak f measles. In December 2014, an utbreak f measles started in Disneyland in Orange Cunty, and spread t the cmmunity (measles B3 strain). New intrductins f measles (D8 and D4 strains) have als ccurred. Natinally: Frm January 1 t March 13, 2015, 176 peple frm 17 states were reprted t have measles. There have been 145 cases cnnected t the Disneyland utbreak. In 2014, 644 cases frm 27 states were reprted t the Centers fr Disease Cntrl and Preventin (CDC). This was the greatest number f cases since measles eliminatin was dcumented in the U.S. in Meningcccal Disease: Lcal: 2 cases as f March 17, 2015 (bth sergrup B); n fatal cases.
