5 Introduction Location: Southeast Asia Population: 16, 076, 370 (2017) 80% of population cultivate rice in rural areas Life expectancy (2015): 66,6 years for men 70,7 years for women 84.9% population never had blood sugar level measured 51% population never had their blood pressure measured

7 II. Hospital Situation

8 Preah Kossamak Hospital Before 2005, Preah Kossamak Hospital, located in Phnom Penh, Cambodia, provided mainly surgery and traumatology services. Since 2005, the hospital has become the most important and largest hospital providing diabetic services in Cambodia.

11 III. Korea-Cambodia Twinning Project

12 Korea-Cambodia Twinning Project As a commitment to Association Twinning Initiative (ATI) of the IDF, the principal model twinning project between Korea and Cambodia has started subsequent to The pilot project contains the support of 3-story Cambodia-Korea Diabetes Center and collaborated medical services from Korean Diabetes Association (KDA) and Jeremiah's Hope Korea (JHK) to Preah Kossamak Hospital, Cambodia. The Twinning Project was commenced by brilliant idea of Prof. Nam Han Cho, current President-Elect of IDF.

13 Before the Diabetes Center The rate of amputation was around 70-80% on diabetic foot patients. The management and knowledge on diabetes disease from the patients were noticeably poor. Usually patients come with high and uncontrol glycaemia and HbA1C. There was no collaboration between diabetologists and orthopedists to treat foot ulcers.

14 Before the Diabetes Center - Patients Diabetes-diagnosed patients: Do not know where to go for the treatment and follow-up of diabetes. Usually go to private clinic or other department in the hospital Going abroad for treatment and follow-up for wealthy patient No place to be admitted when having major complications Non Diabetes-diagnosed patients: Have difficulty to be diagnosed with diabetes Already have complication without knowing that they have diabetes.

15 Before the Diabetes Center Doctors Medical doctors: and Students No place for training for endocrinology specialized doctors Diabetes-related experience is very limited Small consultation room and lack of equipment Medical students: No proper place for internship No place to study and do research about diabetes

16 Then Cambodia-Korea Twinning Project started in 2011

17 MOU Signing between Korea and Cambodia A memorandum of understanding signed between the Cambodian Ministry of Health (MOH), the Korean Diabetes Association (KDA) and Jeremiah s Hope Korea (JHK) for the construction and support of the Cambodia-Korea Diabetes Center started in After the MOU, there were two medical services of the Cambodia-Korea twinning projects.

23 2 nd Anniversary Medical Service of Cambodia-Korea Twinning Project Date: December Number of participant: 1289 diabetes patients. 444 men and 845 women, mean age 56.9 years Location: Preah Kossamak Hospital, Cambodia. Number of staff from Korea: 60 (doctors, nurses, and pharmaceutical experts). Donation: USD200,000 worth of medical equipment and drugs. There were 12 educational sessions for medical staffs and medical students.

33 Cambodia-Korea Diabetes Center In July 2015, the first and biggest diabetes center in Cambodia was opened to public services in Preah Kossamak Hospital, Cambodia. This center serves as an essential place to educate, take care, and treat thousands of Cambodian diabetic patients.

43 After the Diabetes Center - Patients Diabetes-diagnosed patients: Come to the center for treatment and follow-up of diabetes Reduce the flow of going abroad for treatment and checkup for amputated and CKD patients Can be admitted 24/7 whenever they have complications Being more careful about diet and soft drink consumption Have good control of glycaemia, get educated from nurses and doctors, and have more knowledge on diabetes care Non Diabetes-diagnosed patients: Heard about the diabetes center during social events Can prevent on time before the complications appear (diabetic nephropathy, retinopathy, and foot ulcer )

44 After the Diabetes Center Doctors Medical doctors: and Students Receive training for 6-12 months for doctors from provinces Obtain CME education sessions almost every weekend, better room to consult, and patients reception area Knowledge is increasing noticeably because of the new center. Get opportunity to go abroad for training and internship Medical students: Have a proper place for internship Have a place to study and do research, thesis about diabetes.

46 Conclusion Korea-Cambodia Twinning Project: Excellent model for IDF Task Force s Association Twinning Initiative (ATI). Provided Cambodia-Korea Diabetes Centre and medical services to Preah Kossamak Hospital for all Cambodian diabetic patients.

47 Conclusion The Diabetes Centre: Becomes Cambodian biggest center to educate, take care, and treat diabetic patients in Cambodia. Be the first center in Cambodia to treat diabetic foot. Be the place for educational and development diabetes program for medical professionals and students. Medical Services: Improved awareness among diabetes patients. Helped patients to achieve better glycemic control. Improved care for people living with diabetes below the poverty line.
