Stranger Took Indecent Liberties With Child At Birthday Party Smithfield Police said a 4 year-old child was victimized by a stranger while at a birthday party on Saturday. Two off-duty police officers were working security at the event when a woman approached them saying she could not find her 4 year-old son. The woman said she last saw her son playing with other children and an adult male. Police said they found the 4 year-old alone with the adult. Police spokesman Lt. R.K. Powell said the suspect, Jose Luis Bellez Perez, 25, of Gason Street, Smithfield allegedly inappropriately touched and kissed the child. Lt. Powell said the victim and suspect were not related and Perez was a complete stranger to the child. Perez was taken into custody and charged with felony indecent liberties with a child and misdemeanor assault on a child under age 12. Perez was confined in the Johnston County Jail under a $87,500 bond. According to his arrest report, Perez failed to appear in Nash County court in November 2011 for a ticket for driving without a license. 2.
