Stranger Took Indecent Liberties With Child At Birthday Party Smithfield Police said a 4 year-old child was victimized by a stranger while at a birthday party on Saturday. Two off-duty police officers were working security at the event when a woman approached them saying she could not find her 4 year-old son. The woman said she last saw her son playing with other children and an adult male. Police said they found the 4 year-old alone with the adult. Police spokesman Lt. R.K. Powell said the suspect, Jose Luis Bellez Perez, 25, of Gason Street, Smithfield allegedly inappropriately touched and kissed the child. Lt. Powell said the victim and suspect were not related and Perez was a complete stranger to the child. Perez was taken into custody and charged with felony indecent liberties with a child and misdemeanor assault on a child under age 12. Perez was confined in the Johnston County Jail under a $87,500 bond. According to his arrest report, Perez failed to appear in Nash County court in November 2011 for a ticket for driving without a license. 2. 4 Julio Cesar Velazquez-Arroyo, 34, of Winston-Salem, four counts of rape of a child and one count of firstdegree sex offense, $2 million bond, Mooresville Police Department on warrants from Forsyth County. 17. Rape suspect is AWOL. (victim 11 yrs old) Charlotte-Mecklenburg police say they are searching for a 16-year-old accused of attempted rape who cut off his court-ordered electronic monitoring device after the assault and fled. Statesville man charged with 28 counts of statutory rape A Statesville-area man has been charged with 28 counts of statutory rape of a 13, 14 or 15-year-old, after a North Iredell High School student reported being sexually abused since September 2012, Iredell County sheriff s investigators said. Primitivo Hernandez, 39, was in the Iredell County Detention Center on Thursday on $2 million bail. The charges came after the student reported the abuse to a school resource officer, Sheriff Darren Campbell said. 19. Raleigh woman charged with taking indecent liberties with child RALEIGH A man and woman who share a Raleigh apartment have been charged with taking indecent liberties with children over the course of more than three years. An arrest warrant showed that police arrested Rosalinda Arellano-Morales, 30, at the apartment at 1316 Steinbeck Drive about 10:45 p.m. Wednesday.
