3 What will this Annual Report tell you? 1.1 Velindre NHS Trust Annual Report is part of a suite of documents about our organisation. It tells the story of the services and care we provide, what we do to plan, deliver and improve healthcare for you, and how we are setting out to meet changing demands and future challenges. It provides information about how we have performed this year, what we have achieved in 2016/17 and our aims for improving further next year. It explains how we are working with our patients and donors in developing services for the future, and how we recognise the value of listening to you and your needs in planning our services going forward. 1.2 Our priorities are shaped by our Integrated Medium Term Plan, which sets out our objectives and plans until You can read this and find out more about us at Our annual report for includes: Our Performance Report, detailing how we have performed against our targets and how we will seek to to maintain or improve our performance further. Our Accountability Report, providing information about how we manage and control our resources and risks, and comply with our own Governance arrangements. Our Financial Statements, detailing how we have spent the Trust s funding allocation in meeting our obligations. Our Annual Quality Statement (AQS), highlighting the actions we have taken to improve the quality of our services. 3

5 Welcome from the Chair and Chief Executive Velindre NHS Trust, which incorporates the iconic Velindre Cancer Centre and the national Welsh Blood Service, is dedicated to providing quality, care and excellence in its treatment, care and engagement with patients, donors, their families and other people we come in contact with. We are proud of our staff s dedication in providing the very best possible services and the way, in turn, we are valued by our patients and donors. We believe we have a story to tell and, while we have a statutory duty to produce an Annual Report reviewing our operational and financial performance for , we are delighted that it also gives us a great opportunity to tell you more about our organisation and the services we provide. So, welcome to the Velindre NHS Trust Annual Report The past year has seen a number of significant achievements for the Trust, including improvements on the way we deliver our services,, new treatments, exciting developments in technology, and modernisation programmes. The year has been an abundance of highlights featuring stories of innovation, improvement and staff recognition around their dedication in putting patients and donors at the heart of everything we do, efforts that have been acknowledged through so many individual and team awards that there are too many to mention in this short message. We are delighted, however, that this suite of Annual Report documents gives us the opportunity to showcase at least some of those innovative and award-winning successes.. We are immensely proud of our staff, who continuously strive for excellence and, in acknowledgement of their commitment,. we held our first Velindre Trust Staff Awards in Providing us with an opportunity to recognise and reward our colleagues the awards were a great success, and it is certainly our intention to now make this an annual event.. Of course it is not all about awards, and it would be wholly remiss of us to overlook the courage, dedication and commitment going on, quietly and without fuss across the Trust, day in day out has certainly been another demanding year for us at Velindre NHS Trust. We have faced financial constraints and pressures like never before, challenges that have continuously tested 5
6 our mettle, as well as our financial planning, strategic prioritising and operational management. Nevertheless, we have worked hard, together as a united team, to ensure that we spend these limited resources on all the right priority areas, and that we have been able to still achieve so much is testimony to the professionalism and commitment of everyone working for and with our Trust. Going forward, the Trust continues with an ambitious agenda. It will take many years to realise, but we are excited about the journey of continuous improvement we are embarking on. As highlighted in this Annual Report and our Delivering Excellence-Integrated Medium Term Plan, our aspirations., combine a focus on Delivering Quality, Care and Excellence for patients and donors, with research to advance knowledge and develop new techniques and treatments, give us plenty to be enthusiastic about. Our talented, loyal and dedicated staff, together with the continued support of our patients and donors, gives us allthe confidence we need to face the inevitable challenges that lay ahead. And you have our promise that we won t falter in our job to lead and support them. 7 About Us About Velindre NHS Trust Velindre NHS Trust holds a special place at the heart of healthcare in Wales. Established in 1994, the Trust comprises the national Welsh Blood Service, the acclaimed Velindre Cancer Centre, Trust Corporate Services and a small number of organisations hosted on behalf of the Welsh Government and NHS Wales - the NHS Wales Informatics Service (NWIS), and the NHS Wales Shared Services Partnership (NWSSP) Recognised locally, nationally and internationally and respected for its broad, often complex and highly specialised services, the main priority for the Trust is to provide its patients, donors, hospitals and other service users with the best possible treatment and care. The Trust continues to invest in state of the art technology and employs some of the most highly-skilled clinical and non-clinical staff in the UK, providing the best care and services, in partnership with Welsh Government. The Velindre Cancer Centre is a specialist cancer treatment centre, located on the outskirts of Cardiff City Centre and providing cancer services to over 1.5 million people across South East Wales and beyond. The Centre currently treats over 5,000 new referrals and around 50,000 new out-patients every year. Covering the whole of Wales, the Welsh Blood Service collects around 80,000 whole blood donations every year, as well as providing an antenatal screening service to several hospitals and specialist laboratory services and assisting in the investigation of complex serological problems. Through the Welsh Transplantation and Immunogenetics Laboratory, it also provides direct support to local providers of Renal and 7
8 Stem Cell Transplant Services, as well as the Welsh Bone Marrow Donor Registry. As well as specialist Oncology and Palliative training, Velindre NHS Trust also provides training for cancer nurses, pharmacists, medical physicists and clinical placements for radiography students from the University of Wales College of Medicine. Dynamic plans for transforming cancer services in Wales, including the building of a new Cancer Centre, with state-of-the-art Research and Education Centre, are set to further plant the organisation as a centre of excellence on the international stage, while the Welsh Blood Service is further driving its already global reputation as supplier of blood products to countries around the world. Velindre Trust s constant drive for excellence, passionately working to improve on every aspect of the care and services it provides, has earned the Trust a reputation for distinction and status as an employer of choice. The Trust services are commissioned, in the main, through the NHS Wales Health Boards, though it also works in partnership with the voluntary sector, and research and development bodies across the UK and internationally. 8
9 NHS Wales Shared Services Partnership (NWSSP) The National Health Service Trust Shared Services (NWSSP) is a dedicated organisation that supports the statutory bodies of NHS Wales through the provision of a comprehensive range of high quality, customer-focused support functions and services. NWSSP is hosted by Velindre NHS Trust via a formal Hosting Agreement, signed by each statutory organisation in NHS Wales. The Director of NWSSP holds Accountable Officer status and holds a separate Accountability Statement with the Director General for Health in the Welsh Government. The organisation produces and signs its own Annual Governance Statement to support the Trust Chief Executive in signing the Velindre NHS Trust Annual Governance Statement. NHS Wales Informatics Services (NWIS) NWIS operates under the direction of the Deputy Director, Digital Health and Care of the Welsh Government and is responsible for both the strategic development of Information Communications Technology (ICT) and the delivery of operational ICT services and information management across NHS Wales. NWIS has a national remit to support NHS Wales, make better use of scarce skills and resources, and facilitates a consistent approach to health informatics and the implementation of common national systems. The Director of NWIS is accountable to the Deputy Director, Digital Health and Care of the Welsh Government. 9
10 Health and Care Research Wales Workforce Health and Care Research Wales provides an infrastructure to support and increase capacity in research and development (R&D), running a range of responsive funding schemes and manages the NHS R&D funding allocation. The responsible Officer is held accountable by Welsh Government for the delivery and performance of services. The Trust ceased to host Health and Care Research Wales Workforce as at the 30th September The Velindre NHS Trust Board and How It Governs Details of our Trust Board, Executive Directors, Independent Members and information about how we manage and control our own resources and risks and comply with, monitor and evaluate our own governance arrangements, can be found in our Accountability Report. 10
11 Key Achievements and Developments U:\Trust Talk Newsletter\J...\Wales in the World6.jpg It s been a busy year for the Welsh Blood Service & Velindre Cancer Centre A National Service for Wales On Friday 11th March 2016, the then Deputy Health Minister for Wales, Vaughan Gething officially opened the Welsh Blood Services new regional base, Pembroke House in Wrexham. The Welsh Blood Service became a National all-wales Service for the first time when it took over responsibility for the collecting of blood across North Wales from the NHS Blood and Transplant Service in England. Cath O Brien, Director of the Welsh Blood Service said at the launch of the expanded service: We are extremely proud to be expanding our life saving organisation across the whole of Wales. The service values our donors dedication and incredible generosity; donors are a lifeline for patients in Wales. During the year, the Welsh Bone Marrow Registry celebrated an extraordinary achievement when it completed its 1000th collection in Wales,. Supporting patients worldwide, the Welsh Bone Marrow Registry receives around 24,000 search requests every year, and exports stem cells and bone marrow to over 30 countries across the globe. 11
12 70 years of saving lives! On Monday 26th September, Velindre NHS Trust celebrated the 70th Anniversary of the National Blood Transfusion Services of England & Wales. To mark the occasion, a blood donation clinic was held at Maindy Barracks in Cardiff, where representatives from the Armed Forces and Emergency Services rolled up their sleeves and donated blood! With staff and helpers dressed in uniforms that marked the era of the launch of the service 70 years ago, it was an eventful and historic celebration. The service has seen many changes over the past seven decades, and few things illustrate progress more evidently than the modern technology that now exists within our testing and processing laboratories and donation clinics to support the service. However, what remains the same is the dedication of donors who continue to selflessly give their time and commitment to support blood donation, the commitment of the blood collection teams, and the ever-present need for more people to come forward as blood donors to help save lives! 60th Anniversary year A momentous and poignant year of achievement and celebration was further highlighted with the marking of the 60th Anniversary of our iconinc Velindre Cancer Centre. The action-packed year was celebrated with a series of events and activities that ranged from a Velindre Fundraising 60th Anniversary Ball to fun family open-day, a Charity campaign launched by the Mayor of Cardiff to support the Cancer Centre that culminated in a grand Lord Mayor;s Tea Party the launching of the Patient Advice & Liaison Service, a Dementia Friends campaign, and a host of staff being recognised with national and international awards. 12
13 Some of the many highlights from an eventful and extraordinary year for the Velindre NHS Trust New Cancer Patient service supporting children and teenagers A new specialist service aimed at supporting children and young people when a parent, care giver or family member has cancer, led by Velindre with One Wales and Macmillan funding, has been launched across South Wales, in collaboration with professionals from across the NHS, local authorities and the third sector. The Service focuses on helping all parents and care givers to continue to support and care their children whilst also coping with the impact of cancer. U:\Trust...\children-service.jpg Can we be Dementia Friends? Alzheimer s Society s Dementia Friends programme is the biggest ever initiative to change people s perceptions of dementia. It aims to transform the way the nation thinks, acts and talks about the condition and help turn understanding into action. We re on a mission to create a dementiafriendly Velindre and, since February this year, we ve been delivering Dementia Friends sessions for staff & volunteers. U:\Tru...\children-book.jpg U:\Trust Talk Newslett...\393A4788.jpg More Tea, Lord Mayor Our Velindre Volunteers enjoyed a very special afternoon tea, courtesy of the Lord Mayor of Cardiff. The event, held at the prestigious Mansion House, included the official presentation of the Investing in Volunteers Award, presented to VCC earlier this year. Anna Nicholl from Wales Council for Voluntary Action joined the celebration to present the award recognising the significant contribution volunteers make to both patients and staff at the Velindre Cancer Centre. Velindre 60th Anniversary Fun Day Mother Nature tried but failed to dampen the spirits of all those who took part and attended the Velindre 60th Birthday Fun Day Celebrations. Kate Hammond and her team worked tirelessly for months and throughout the day itself to ensure that everyone had the best time, whether that was tackling one of the Cardiff Blues players or having an up close and personal view of a majestic brown owl or taking part in the Samba beat workshop with Samba Galez. 13
14 Transforming Cancer Services Programme. Valuing our Staff Background: Velindre NHS Trust, our Local Health Boards and voluntary sector partners, are all working together to transform the way in which cancer services are delivered across South East Wales with a number of very simple but important aims; to reduce the incidence of cancer and improve the quality of life and survival rates of people with cancer. As part of this work, we are looking to improve the services that we provide and to improve the facilities that the services are provided from. This includes the development of a range of cancer facilities within local communities and a new cancer centre in Whitchurch which will deliver the highly complex specialist treatment. We ve been asked by Welsh Government to develop a series of business cases which set out where we are now, where we need to be and how we will get there. Activity during The Trust has made significant progress during to make a reality of the Transforming Cancer Services (TCS) project at Velindre Cancer Centre. We invite readers to visit the Transforming Cancer Services website, link below, to learn more about progress to date and the exciting plans ahead. Patient and Public Engagement We ve been engaging widely to ensure we make the new Cancer Centre as accessible as possible. The Project team has met with a variety of groups and individuals to gather their views on services, discuss developments and seek feedback about our development proposals. Community meetings are continuing, with the team providing updates on our Transforming Cancer Services Programme and the current activity at Velindre Cancer Centre. 14
15 Award winning Staff and Services In , a number of our staff and teams won national and international awards for their outstanding care and work in improving our services for patients and donors. This is a selection of them and you will find other examples throughout our annual report. The innovative children s storybook initiative, Caring for My Family with Cancer has picked up another award for excellence. The Velindre team behind the book project Michele Pengelly and Ceri Harris were presented with the PEN (Patient Experience Network) award at a special ceremony in Birmingham held to celebrate the first ever National Experiences of Care Week. Beating off tough competition from other finalists from across England and Scotland, Velindre Cancer Centre scooped the prestigious award in the Communicating Effectively with Patients and Families category. Dr Mark Taubert, Palliative Care Consultant at Velindre, was awarded the prestigious BMA Cymru Wales/BMJ Clinical Teacher of the Year 2017 Award. Special Excellence Award for Velindre Complementary Therapy Team Michele Pengelly stepped up to collect her RCN Wales Nurse of the Year Award Michele was nominated for the Patient Centenary Award by a Velindre patient, for her outstanding care and compassion as Supportive Care Lead Nurse, and her exceptional and selfless leadership as head of the Supportive Care team, always going above and beyond the call of duty to help and support everyone. The Complementary Therapy Team at Velindre Cancer Centre has won a Special Recognition Award for FHT Employee of the Year, at a national awards ceremony. The Complementary Therapy Team supports patients, both physically and emotionally, at all stages of their journey - from the point of diagnosis, throughout treatment and onto rehabilitation or end of life care. 15
16 Our Organisational Values During we continued to embed our core values. The First Employee Excellence Awards 15th July 2016 U:\Trust Talk N...\awards image 5 with effect.jpg It was a day to celebrate the very best of what Velindre NHS Trust does, and the event didn t disappoint! Over 120 employees filled the room at the Holiday Inn, teams from the Welsh Blood Service, Velindre Cancer Centre and Corporate staff helped to create a euphoric atmosphere that could be felt by everyone. During the ceremony 12 awards were presented ranging from Team of the Year to a Special CEO and Chair Award to celebrate the hard work and dedication of all our staff. Steve Ham said Thank you to all Trust staff who submitted nominations, and to all those who attended the event, offering up enthusiastic support and loud applause for all the award nominees, as well as the individual and team winners on the day. It all contributed to the fantastic event atmosphere and the massive success of the awards initiative. 17 Long Service Award Scheme Velindre NHS Trust appreciates the invaluable contribution made by its employees and wishes to encourage and reward loyalty, motivation and experience. Supported by the Local Partnership Forum the Trust introduced a Long Service Award Scheme, based on 25 years and 40 years NHS service. We offer a range of staff benefits to all staff which includes several salary sacrifice schemes plus discounts from a number of organisations. Staff Wellbeing Services We continue to support our staff through comprehensive occupational health and staff psychological wellbeing services. Support is provided to both individuals and managers. Velindre NHS Trust Charity The level of support the Charity receives continues to exceed expectations and for this we are extremely grateful and fortunate. We have had yet again another extremely successful year during , raising a staggering 2.2 million. This success is down to all our valued fundraisers/supporters, and on behalf of the Corporate Trustees we extend a huge vote of thanks for their continued generosity, not only in monetary terms, but also for dedicating their own time and support throughout the year in continuing to help support the Velindre NHS Trust Charity. The Velindre NHS Trust Charitable Funds Annual Reports are available here, these reports demonstrate how the money raised through Charitable Funds allows us to make a difference and enhance the services we provide. 18 Money raised from our Victory over Cancer Campaign will be used to ensure the best possible support is offered to every patient, their families and carers dealing with cancer. It will allow us to fund ground breaking research, specialist equipment, and new developments so our staff have access to the most up to date training and techniques available.
