1 Enhancing pathways for the long term unemployed - workshop Project ideas Marion Samler, City of Oxford College The Activate Learning Programme is interested in being a lead partner. They have experience in ESF funding and partnership work. They have experience of working with unemployed and ESA clients. They would also be interested as being partners in any other bids. Tina Harringan- James, Advizer Advizer is interested in becoming a lead partner and subcontractor. They currently provide advice and guidance to schools. They run a Careers Service in Oxfordshire. They have experience of developing specific projects and have worked in partnership on a number of projects, including ESF funded projects. They would like to work with others to develop the Programme. Paul Wilding, Oxford City Council Oxford City Council is interested in being a lead partner. It is currently managing an ESF funded Project working on unemployment issues. The City Council currently delivers this in partnership with over 40 partners. The Council would wish to deliver some services itself with partners and to facilitate others to access funding. Would expect the focus of the work to be on addressing barriers to employment, such as mental health, and developing pathways of support. Lisa Dennison, Sovereign Housing Sovereign housing is not proposing to be a lead partner or delivery partner. However, Housing Associations play an important role within their communities and many provide services and support to their residents. Housing Associations want to work with the lead organisations and delivery partners to influence and support the delivery of the programme. Paul Roberts, Aspire Aspire is a social enterprise currently delivering a number of projects based in community settings in the city and county. They can play a key role in delivering a wide range of services to unemployed people. They are looking for the Programme to be genuinely community

2 based and links to ensure that those who need the support most are those that can access it. Jaki Bradley, Abingdon and Witney College and Oxfordshire learning Service The Oxfordshire Learning Service has a network of over 120 partners. They are offering to be involved in the development and delivery of the bid. They have an AGM on 16th July and invite organisations to come and joint them and share ideas. They would like to build on the existing District Partnerships for Learning. Gemma Humphery, Restore Restore provides specialist support to people with brain injuries and mental health issues. It has delivered and led on a number of programmes. Restore is a charity with credibility for working with partners on services which are delivered in a personal way. It helps people into employment and also the support to sustain employment in the longer term. It helps people to overcome the barriers and stigma of mental health and also provides support to employers to help them manage and support staff with mental health issues. It also has strong links to health care services. Steve Newman, Cherwell District Council Cherwell District Council would ask that any lead partners take into account geographic partners and to link into and work with the district councils. Cherwell District Council provides job clubs in Banbury and Kidlington. It has access to a variety of networks. It runs job fairs with employers and a core service of the Council is engaging with employers. John Pilling, Oxfordshire County Council Library Service The Library Services provides support for job seekers in libraries and provide access to computers. It currently also provides one to one support at the Banbury Job Club. The Library Services would like to be involved as a partner in any bids going forward. Kiera Bently, OCVA OCVA is a Voluntary Infrastructure organisation. OCVA is not a delivery organisation but is key to liaison with the voluntary sector. OCVA can support networking with the voluntary sector and enable the voluntary sector influence the development and delivery of the proposals. It can also provide support to both delivery organisations and lead partners.

3 Will Gardner, Oxfordshire County Council, Oxfordshire Employment Service The Oxfordshire Employment Services provides help and support people with long term health issues or a disability to keep paid employment. It provides a specialist support services with pathways across Oxfordshire, working in partnership with others. It would wish to be involved in the development of any bids. Camille Baziadoly, Asylum Welcome Asylum Welcome would like to be involved in the delivery of any bids. Asylum Welcome currently provides English speaking classes and has specialist expertise with asylum seekers and refugees. Jamie Miller, Headway Oxfordshire This is a specialist service in Oxfordshire working in partnership with others to support those who have suffered brain injury. It also raises awareness about brain injury experiences. It is asking lead partners to consider the need for this specialist service and also to consider what role it s Community Support Team may offer with its work with employers. Grant Haywood, Collaborent Grant Haywood is currently working with the LEP on the Business Support Programme, Network innovator and he is also involved in the ROBIN business network. Grant offered is help and support on a voluntary basis. Lucy Davis, Refugee Resource Refugee Resource is currently working with over 300 refugees in Oxfordshire. Tit does not wish to act as a lead partner but would be interested in being involved in a bid if it was to include the refugee community. Ingrid Widdows, Ethnic Minority Business Service The Ethnic Minority Business Service provides a range of services aimed at ethnic minority groups, including IT and business start- up. It is based on the Cowley Road area. It would be interested in being involved in any bids. John Harrington Oxfordshire CC

4 Would be pleased to be a partners in any bid. Currently involved in educating young people. It has a supportive internship programme in Reading and they want to expand this through a pilot with Oxfordshire Employment Services they provide supportive interventions and work with employers. It is very keen to be involved in any bids. Caroline Western, Yellow Submarine Yellow Submarine undertakes work across the county with younger and older unemployed adults. They run a Café with traineeships and have a variety of supported work streams. They work in partnership with agencies such as Restore. Yellow Submarine would like to be involved with any bids. Second Session: The next steps Issues Problems for smaller groups to engage with all the potential leads Concerns over partners who will also be deliverers How do we target others not here? There are numerous levels of activity- lead partner needs to demonstrate how they can relate at all levels and across geographic areas / specialism and skills required. Concerns over raised expectations when there are relatively small amounts of money available. Do we need more clarity over the evidence base and household locations of the target groups. Will there be on- going referrals from DWP? What will the relationship be with Work Programmes when clients leave the programme? How many partners can be practically involved in the delivery? Need to clarify geographic coverage- areas of deprivation which specific ones? Suggestions Leads to define their offer and whether they will also be a provider Event to get Lead partners together to pitch competition?
