5 OGC NEW$ Page 5 NEWS New Regulations: Applications Must Be Complete Upon Submission In the fall (starting with applications submitted for the September 25, 2010 receipt date), will implement a new policy restricting the types of late grant application materials they will accept. The policy is designed to encourage applications to be complete and ready for review upon submission. The will continue to allow certain types of late materials, such as: Revised budget page(s) (e.g., change in budget request due to new funding or institutional acquisition) Biographical sketches (e.g., change in senior/key personnel due to the loss of an investigator) Letters of support or collaboration resulting from a change in senior/key personnel due to the loss of an investigator Adjustments resulting from natural disasters (e.g., loss of an animal colony) Adjustments resulting from change of institution (e.g., PI moved to another university) News of an article accepted for publication As before, these materials must be received 30 days prior to the initial peer review and require the concurrence of the Authorized Organizational Representative to be included in the application. In addition, investigators will be able to submit a one-page explanation to accompany these materials. The will not accept substantial changes to the application such as updates to the Specific Aims or the Research Strategy, latebreaking research findings, supplemental pages, and new letters of support that do not meet the aforementioned situation. These materials should be included in the initial application submission. Note: There is an exception for many types of training programs. For these programs will allow three pages of post-submission materials to present new information or data about the applicants that was not available at the time of application submission. For more information about this policy change, please refer to: Enhancing Peer Review Advance Notice: New Policy on Post- Submission Application Materials Transition of era Commons Bibliography Management to the My NCBI Tool As of July 23, 2010, Principal Investigators (PIs) will not be able to enter citations into era Commons. As a PI, you are now required to sign up for a free My NCBI account from the National Center for Biotechnology Information. This account will allow you to import citation information from PubMed, PubMed Central, and the Manuscript Submission System (MS). The new process will help you keep track of your compliance with the Public Access Policy by color-coding the articles according to their status in the MS. You will also be able to use your My NCBI account to delegate the responsibility of updating your bibliography to an assistant. What Do I Have to Do? 1. Establish a My NCBI account, if you do not have one. 2. You must link the My NCBI account to your era Commons account. *** 3. While signed in to your My NCBI account, use the My Bibliography feature of PubMed to add citations. Follow these step-by-step instructions for setting up and using a My NCBI account. 4. As of July 23, 2010, Commons will no longer support the manual entry of citations. All new citations must be added through My NCBI accounts. 5. On October 22, 2010, all citations that were previously entered into Commons will be removed from the Commons system. To avoid loss of data, you (or your designee) will have to move all citations into your My NCBI account. When complete, the citations will appear on your professional bibliography and include features that will enable you to associate them with future annual progress reports. Please see the official notice for more information. Fine Tuning Your Biosketch When preparing to submit an application, be sure that the biosketches that are included are updated with information specific to the project that is being proposed. The personal statement that is now required in biosketches must describe the experience and qualification of the investigator as well as what makes the investigator well-suited for his/her role in the proposed project. This statement must be project specific for all of the biosketches provided in support of the application. Also, be mindful of the publications included in the biosketch. These publications fall under the Public Access Policy and must include the proper identifiers (MSID or PMCID numbers). Utilize My NCBI as a tool managing your personal bibliography.
