GENERAL 1.1 Regrets Councillor J. Knoll 1.2 Disclosure of Conflicts of Interest The Chairman called upon Board members to declare any conflicts of interest they might have on the agenda. PRESENTATIONS/DELEGATIONS 2.1 Introduction of Recently Promoted Officers Deputy Chief Crowe provided the Board with information on the background and careers for the following recently promoted Officers: Inspector Bob Gourley Staff Sergeant Raf Skwarka Sergeant Rob Felske 2.2 Ministry of the Attorney General - Victim Services Award Deputy Chief Crowe introduced Ms. Michelle Barclay, a volunteer in the Service s Victim Services Unit who is a recipient of the Attorney General s Victim services Award of Distinction. Deputy Chief Crowe read the following from the nomination: Described by police officers as 'invaluable' and by victims as an 'angel', Michelle Barclay is making a big difference in her community. As a volunteer with the Halton Regional Police Victim Services Unit, Michelle has been responding to people in crisis for thirteen years. When other people are home with family and friends during the holidays, Michelle is signing up for extra volunteer shifts. She is an inspiration to her fellow volunteers, providing guidance and support and assisting with training and victim service events. Her selfless acts of kindness and compassion have earned the recognition of her colleagues and the people she helps so compassionately. Chief Tanner advised that much of the success of the Victim Services Unit is a result of the hard work done by the Victim Services Unit Administrator, Kimberly Clark. As a result of her work, the Service has received a number of donations and bursaries to further the work of the Unit, such as being able to purchase GPS tracking equipment 2.3 # 3 District Overview Superintendent Al Albano provided the following overview of # 3 District: Burlington Station is situated at 3800 Constable Henshaw Boulevard A Sub-station is located at 460 Brant Street The District covers 187 square kilometers and is divided into 6 patrol zones Current population is 176,000 and is to grow to 186,000 by 2031 Authorized Strength 149 Sworn members and 9 Civilians. 3 Superintendent Albano advised that the District has five areas of focus, namely: 1. Emergency Preparedness 2. Traffic Safety 3. Vulnerable Persons (mental health, youth & seniors) 4. Crime Trends 5. Communication The following details were provided for each area: 1. Emergency Preparedness In the past four years, the District has dealt with various disasters such as: 2011 Tornado 2012 Train derailment 2013 Ice Storm 2014 Flooding District staff work with the City of Burlington as part of an Emergency Preparedness Committee, and all staff are working toward being Incident Management System (IMS) certified. 2. Traffic Safety Various projects are deployed such as: R.I.D.E. (Reduce Impaired Driving Everywhere) A RIDE lane is conducted every night. Constable Andrew Lindsay was recognized as Officer of the Year by MADD Canada R.T.S.S. (Residential Traffic Stop Sign & Speeding) Working with the City of Burlington to address traffic concerns through signage and/or design issues. R.I.S.C. (Reduce Intersection Safety Concerns) Identifies where and when issues are occurring. 2 Officers received the O.A.C.P. Traffic Safety Initiative Award in June 2016 for their efforts. 3. Vulnerable Persons Various Teams have been established to monitor and assess issues. Have coordinated with Paramedics to identify elder abuse for which they received a SAGE (Service Award for Geriatric Excellence) Award Burlington responded to 43% of all mental health calls in the Region in 2015 and calls for service for the first half of 2016 are up by 59%. The District is involved in a number of initiatives focusing on youth. These include sporting events, diversity, special social skills and homework clubs. Page 3

4 4. Crime Trends The number of theft from vehicles is down however the theft of vehicles has increased. The Drugs Bureau made two of the largest seizures in Burlington. 5. Communication Have used social media which has increased. The Burlington Twitter account had 300 followers in 2014 and now it is at 16,000. Social media has resulted in 12 of the Fugitive Friday suspects being arrested Have had several meetings with Council and heard that Councillors want more information, and as a result a monthly newsletter is issued. 2.4 Automatic License Plate Recognition/In-Car Camera Inspector Derek Davis provided an overview of two pilot projects currently being undertaken. The first pilot is the Automated License Plate Recognition (ALPR) system. The system includes the following components: 1. Cameras for scanning and capturing images of passing license plates. 2. Software that determines the plate number. 3. The plate number is then compared to a list of known plates. 4. Matches trigger an alert to the operator. He also advised: the pilot has been in operation in Burlington for the past six months. It is a passive system and doesn t require any assistance from an Officer. The system captures the license plate and compares it against a database that is downloaded every morning. A hit is not evidence, it is a warning that more investigations is required. The pilot project has been using one vehicle and 12 Officers in both traffic and patrol functions A number of deployment methods are being assessed During the test period between January 1, 2015 and May 31, 2015, 110,273 detections were captured resulting in 2594 hits with 689 tickets being issued. Top offences are for expired plates, no license, suspended drivers and no insurance. The cost per unit is approximately $30,000 and will require between $15,000 and $17,000 for server set-up as the pilot is currently using data shared by the OPP. Chief Tanner advised that additional units will be part of next year s budget request. In-Car Camera System Inspector Davis noted there are challenges with the in-car camera system, such as: Data storage and retention Redacting and disclosure Privacy Limitations of the system Officer impact Page 4

5 The objective of the system is to: Increase transparency Gather evidence to support investigations Capture use of force, and critical incidents Address complaints more effectively Increase compliance during police interactions Assist in training and debriefings A pilot project was carried out during May 2015 and June 2016 involving 8 patrol vehicles and 2 District Response Officers. The pilot included 2 manufacturers with a third being examined. Inspector Davis advised that the system includes both video and audio recording. 3. CONSENT AGENDA 3.1 Halton Happenings July P Human Resources Quarterly Summary G. Burkett noted there had been 4 resignations and inquired if exit interviews are conducted. Deputy Chief Crowe advised that exit interviews are generally conducted. 3.3 P16-8-I-02 Monthly Financial Summary June 30, 2016 R. Craven noted the savings in fuel costs as a result of lower pump prices. He inquired what the projected price for next year is. Chief Tanner advised that the Service relies on the Region of Halton for a projection. P. Lavergne confirmed that the Service uses the Region s guidelines and to date no figures have been provided. He also noted that the Service looks at the fleet needs and the newer vehicles are more fuel efficient. 3.4 P16-8-I-03 Financial Report Second Quarter P16-8-I-04 Semi-Annual Purchasing Activity January June P16-8-I-05 Capital Projects/Programs June 30, 2016 R. Craven inquired about the status of the capital project involving the security system at # 2 District. Chief Tanner advised the project relates to the camera system in all Districts with the hope to harmonize the systems to a similar platform. 3.7 P16-8-I-06 Trust Fund Statement June 30, 2016 Page 5

6 3.8 P16-8-I Community Survey Results B. Ferrone noted the concern in the survey about distracted driving and inquired if anything was being done in this regard. Chief Tanner advised that distracted driving is one of the highest infractions and will be listed as one of our top priorities in the Business Plan. J. Wadden inquired if the in-car camera system could be used to capture those using their mobile phone while driving. Inspector Davis indicted it is being discussed and researched. R. Burton offered his congratulations to the Service and Board members for the excellent results of the survey. Chief Tanner noted that the last survey had an overall satisfaction rate of 92% and was pleased that it increased to 95%. He noted that the internal survey has just closed and he is pleased with the initial results. This survey included some new questions surrounding work life balance, stress and wellness. The results of the overall survey will be taken into consideration in preparing the Business Plan. 3.9 P16-8-I-08 Semi-Annual Complaints Statistical Report Public/Internal January June P16-8-I Year-End Statistics Freedom of Information Moved by R. Craven, Seconded by B. Ferrone, THAT Item Nos. 3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7, 3.8, 3.9 and 3.19 listed on the Consent Agenda be received for information. 4. DISCUSSION ITEMS 4.1 P16-8-R-01 Contract Extension Innovative Cleaners Inc. B. Ferrone inquired if there will be a new proposal issued when the new Headquarters is completed. P. Lavergne advised that all contracts will be reviewed once the new Headquarters is complete. Page 6

7 Moved by R. Craven, Seconded by B. Ferrone, THAT the Halton Regional Police Services Board approve a one (1) year contract term extension with Innovative Cleaners Inc., for the provision of janitorial and carpet cleaning services at the District Stations, Sub-Stations and Radio Tower Sites in the amount of $232, (inclusive of net tax); and further, THAT the Halton Regional Police Services Board authorize the Chief of Police to approve and award the remaining two (2) optional one (1) year contract term extensions provided that satisfactory performance of the work and successful pricing negotiations have been met to the satisfaction of the Chief. 4.2 P16-8-R-02 Board Purchasing By-law No Moved by R. Craven, Seconded by J. Wadden, THAT the Halton Regional Police Services Board enact By-law No , a by-law to regulate procurement of goods and services by the Halton Regional Police Service and to repeal By-law No ; and further THAT the Chief provide a report after one (1) year on the effectiveness of the by-law. 4.3 P16-8-R-06 Community Safety and Well-being Plans Engagement of Consultant Moved by B. Ferrone, Seconded by R. Craven, That the Halton Regional Police Services Board authorize the Board Chair to execute any documentation required to engage the consulting services of Global Network for Community Safety to undertake the development of Community Safety and Well-being Plans for the Halton Regional Police Service at an estimated cost of $75,000 (inclusive of HST) Page 7

CLOSED SESSION REPORT The Chairman reported that during the closed session, the Board considered legal and personnel matters and motions were approved by the Board regarding these matters. 9.
