1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION HINSDALE TOWNSHIP HIGH SCHOOL DISTRICT 86 October 17, 2011 CALL OF MEETING. A Regular Meeting of the Board of Education of Hinsdale Township High School District 86, DuPage and Cook Counties, Illinois was called to order by President Dennis Brennan at 7:32 p.m. on Monday, October 17, 2011, in the Black and Gold Room of Hinsdale South High School, 7401 Clarendon Hills Road, Darien, Illinois. PLEDGE OF ALLEGIANCE. President Brennan led the Board and audience in the Pledge of Allegiance. None. GOOD NEWS/RECOGINITION OF STUDENTS / STAFF. A. National Merit Commended Students. Superintendent Wahl announced that 48 Hinsdale District 86 students have been recognized as 2011 National Merit Commended Students; 42 from Hinsdale Central and six from Hinsdale South. Last year, Central had 30 commended students and south had nine. Recognition breakfasts have been held at each school for all the merit scholars. A congratulatory letter to each student will be sent under the signature of Superintendent Wahl and Board President Brennan. B. National Hispanic Recognition Program Scholars. Superintendent Wahl announced that three students were honored as 2012 National Hispanic Recognition Program Scholars as determined by National Recognition and Scholarship Programs of the College Board. 2 October 17, Page 2 Central students Amanda Hart and Lucas Mayer and Hinsdale South student Adrian Melendez will receive a congratulatory letter under the signature of Superintendent Wahl and Board President Brennan. C. National Achievement Scholarship Program Honorees. Superintendent Wahl announced that four students received recognition as 2012 National Achievement Program Honorees as conducted by the National Merit Scholarship Corporation. Hinsdale Central students Similolu Akintorin, Morgan Celistan, and Damien Ekechukwu and Hinsdale South student Patrick Lueg will receive a congratulatory letter under the signature of Superintendent Wahl and Board President Brennan. D. SchoolSearch 2011 Bright A+ Award for Academic Excellence in Education. Superintendent Wahl announced that District 86 has been selected for the 2011 Bright A+ Award for academic excellence in education. This award is given to school districts which are among the top 5% of Illinois school districts academically. Award criteria are based on objective factors whereby the district s students academic performance ranks in the upper 5% of Illinois school districts based on 2010 IL School Report Card Data. District 86 is one of only 59 Illinois School Districts (out of 868) to receive the honor as a 2011 Bright A+ Award recipient. As noted in February, Superintendent Wahl reported that the District received the SchoolSearch 2011 Bright Red Apple Award based on academic performance, pupil/teacher ratio, expenditure per pupil, educational level of teachers, and average teacher salary. SchoolSearch is an organization dedicated to providing school information to families who are relocating. BOARD REPORTS. A. Student Liaisons Madeline Oleszkiewicz, Hinsdale Central, reported on the following events: Habitat for Humanity hosted the Annual Chili Dinner Fundraiser on Friday, October 14 th to support the Schools Count Corporation raising $3000; The 4 th annual Volley for the Cure was Thursday, October 20 th against Hinsdale South benefiting the Susan G. Komen Foundation; Drama Group will perform freshman play In need of Improvement October 20-22; Student Council plans to start a contest named No Shave November, which will raise funds for male health; Booster Club sponsoring Music of the Night event to fund renovation of auditorium and replacement of sound system; and Girls Varsity Gold Golf and the Boys Varsity Gold Golf placed 4 th in IHSA state finals. Connor Slivensky, Hinsdale South, reported on the following events: Girls Tennis Team won West Suburban Conference Gold Championship; Girls Volleyball Team won West Suburban Conference Gold Championship; Boys Golf Team won West Suburban Conference Championship; Marching Band won Best Overall High School Marching Band, Best in Class A Marching Band, Best Overall Horn Line, Best Overall Drum Line and the Best Overall Drum Major at Grundy County Corn Fest Parade; and Girls Volleyball Team held Volley for the Cure, benefiting Susan G. Komen Foundation. B. Principals. In addition to Principal McGrory s written report, he gave a summary on the use of electronic devices specifically the new cell phone policy for Hinsdale Central. Principal McGrory stated that this new change protects instructional time and increases consequence time. Mrs. Barrett stated that her first knowledge of the new cell phone policy was

3 October 17, Page 3 when she read it in the September Devils Advocate. According to the policy, acceptable use is limited to non-instructional time, such as cafeteria, hallways during passing periods and study halls. The new policy allows every teacher the authority to adjust the rules to fit his or her classroom such as using iphones to seek internet usage. Discussion ensued. Concern was expressed by Mrs. Barrett that all students did not have the same opportunities if they did not possess iphones. Dr. Skoda questioned how a substitute would know the procedures for their classroom. Dr. Waterman stated that Hinsdale South has procedures in place for cell phone usage, although not identical to Hinsdale Central, cell phone procedures are reviewed with staff and usage can occur before and after school, not during the school day. Principal Waterman addressed the question asked by Mrs. Barrett regarding field trips. He stated that although Hinsdale South does not have identical trips to Hinsdale Central, there are sufficient opportunities for similar trips. C. Facility Committee. Superintendent Wahl stated that an update will be given later on agenda. D. Finance Committee. No report. E. District Insurance Committee. Superintendent Wahl stated that an Insurance Committee meeting will be held prior to the Gallagher insurance renewal in November. As stated in the contract with the Teachers, Responsibilities of the Insurance Committee shall include monitoring the insurance plan and its usage, making recommendations regarding plan specifications and design changes,. The Insurance Committee may make recommendations to the Board and the Association regarding provisions of the medial insurance plan. No changes will be made in the medical insurance plan without the express approval of both the Board and the Association. As in the past, on non-negotiating years, a Gallagher Insurance representative will facilitate the Insurance Committee s discussion for review of the medical insurance plan year and suggest the medical insurance plan specifications and design for the upcoming year. The meeting will be held either November 1 or 3 from 4:00 5:30 pm. Information will be sent to committee members. Discussion ensued. Mrs. Barrett and Dr. Skoda, being new to the committee, requested baseline information regarding current insurance details prior to the Insurance Committee meeting. F. District Round Table. Mrs. Gallo stated that the District Round Table meeting was held on October 12 th. and there was good discussion on several items. Closed session took place for the purpose of Collective Negotiating Matters. G. President s Report. President Brennan stated that due to Secretary Gorgol s absence, appointment of a secretary pro-tem was needed. Mrs. Planson moved to appoint Mrs. Gallo Secretary Pro-Tem; Mrs. Barrett seconded the motion.

4 October 17, Page 4 WRITTEN COMMUNICATION. Superintendent Wahl stated that two Freedom of Information Requests were included in the packet. A. Freedom of Information Request. Request of September 15, 2011, Mr. Don O Neil requested copies of 1) TRS Report for the school year, 2) Activities salary reports by school and activity for the school year; and 3) TSR reports for the school year. Documents responsive to his request were provided accordingly. B. Freedom of Information Request. Request of October 3, Ms. Pam Lannom, The Hinsdalean, requested copies of the PMA financial projections as discused at the March 2011 Finance Committee meeting. Documents responsive to her request were provided accordingly. CONSENT AGENDA / PULLED ITEM / MINUTES. Mrs. Gallo asked to pull Consent Agenda A3, Committee of the Whole Meeting minutes of the Board of October 3, CONSENT AGENDA / PULLED ITEM / BUSINESS AFFAIRS. Mrs. Barrett asked to pull Consent Agenda B1, Salaries for September 2011 and Board Bills dated October 17, CONSENT AGENDA / AMENDED. Mrs. Gallo moved to approve the Consent Agenda as amended; Mrs. Planson seconded the motion. Consent agenda items consisting of minutes, business affairs, personnel, and administrative were approved as follows: A. Minutes of Previous Meetings. Regular Action Meeting of the Board of September 26, 2011; Closed Session/Regular Action Meeting of the Board of September 26, 2011; and Closed Session/Committee of the Whole Meeting of the Board of October 3, B. Business Affairs. Interim bills dated September 30, 2011 in the amount of $357, and the Financial Planning Calendar FY2012. C. Personnel. 1. Certified: Employments. Megan Coit, pro-rated first year, full-time contract, Physical Education Teacher, Hinsdale Central, leave of absence of Amy Carroll and Erin Kahle, pro-rated first year, part-time contract, Science Teacher, Hinsdale South, leave of absence of Maria Conyer.

5 October 17, Page 5 2. Support: Resignation. Cynthia Kowalski, Secretary, Hinsdale South, effective October 14, Employments. Mary Cogan, Instructional Aide, Transition Center, replacement of Pam Zimmerman; Jacqueline Guzman-Muelling, Instructional Aide, Hinsdale South, replacement of Christopher Garza; and Scott Schletz, Instructional Aide, Transition Center, growth position. D. Administrative. 1. IASB Report to Membership. IASB Report to the Membership was presented detailing the items to be acted upon at the Annual Meeting of the IASB Delegate Assembly on November 19, Board Secretary DeeDee Gorgol will represent District 86 as the delegate at the meeting. CONSENT AGENA / PULLED ITEM / MINUTES / A3 COMMITTEE OF THE WHOLE MEETING OF THE BOARD OF OCTOBER 3, Mrs. Gallo referenced page 2, item 2 Hinsdale Central PTO Donation, correction of PTO website to read hinsdalecentralpto.org. Mrs. Gallo moved to approve corrected Committee of the Whole Meeting minutes of the Board of October 3, 2011; Mrs. Planson seconded the motion. CONSENT AGENDA / PULLED ITEM / BUSINESS AFFAIRS / B1 - SALARIES FOR SEPTEMBER 2011 AND BOARD BILLS DATED OCTOBER 17, Mrs. Barrett moved to approve Salaries for September 2011 and Board Bills dated October 17, 2011 minus the legal bills, attorney bills, Special Education bills, PTAB, and the Barrett docket. President Brennan asked for a second to the motion. The motion was not seconded and died for lack of a second. President Brennan proceeded to next item of business. CONSENT AGENDA / PULLED ITEM / BUSINESS AFFAIRS / B1 - SALARIES FOR SEPTEMBER 2011 AND BOARD BILLS DATED OCTOBER 17, Mrs. Gallo moved to approve salaries for September 2011 in the amount of $4,437, and Board Bills dated October 17, 2011 in the amount of $2,427,653.21; Mrs. Planson seconded the motion. NAY: None Mrs. Barrett stated that she wants the minutes to reflect that she voted yes but with the exception of attorney bills, Special Education bills, PTAB, and Barrett docket.

6 October 17, Page 6 ACTION ITEMS. A. Hinsdale PTO Donation: Camera/Tripod. Superintendent Wahl referenced the discussion from the October 3 rd Committee of the Whole Meeting regarding donations of a camera and tripod to stream the District 86 Board meetings online. It was discussed that if donations were accepted, a camera person would need to be hired to operate the equipment during all Board meetings. Superintendent Wahl will conduct interviews for a camera person and bring back to Board. Mrs. Gallo moved to accept Hinsdale Central PTO donations of a camera and tripod to District 86; Mrs. Planson seconded the motion. B. PTAB Resolution (Commercial). Superintendent Wahl referenced Resolution #11-06 that was reviewed at the October 3 rd Committee of the Whole Meeting. This resolution rescinds authority for legal counsel to automatically intervene in the commercial appeals. It allows for pending cases to continue to be represented by legal counsel and does allow for legal counsel to intervene on a case-by-case basis as directed by the Board. Discussion ensued. Dr. Skoda moved to vote on Resolution #11-06 rescinding authority for legal counsel to intervene in commercial property tax appeals; Mrs. Barrett seconded the motion. C. Hinsdale Central Field Trips. Superintendent Wahl referenced the memoranda and supporting documentation from Principal McGrory detailing two overnight field trips during the school year. The first trip is a Drama Trip to Illinois State University from January 5-7, The second trip is a AP European History trip to London, England and Paris, France from March 23, - April 1, Discussion ensued. Mrs. Gallo asked if the London/Paris trip would conflict with the Latin trip and Principal McGrory felt confident that he will have the 30 students needed to participate. Dr. Skoda referenced the statement that students would not be denied participation due to financial reasons. Principal McGrory stated that there are fundraising opportunities to cover the cost for students needing financial assistance. Mrs. Gallo referenced the statement at the bottom of the parent s letter stating that the Board of Education and Superintendent are authorized to cancel any overseas trip if it is determined at any time prior to departure that the international security climate is such that it would be too great a risk to send students abroad. Mrs. Gallo stated that no other teacher had this message on their letters. Dr.

7 October 17, Page 7 Skoda stated that several years ago, his daughter lost a deposit of $400 for a cancellation. Superintendent Wahl clarified that it is important to get insurance as money can be lost. Mrs. Gallo moved to approve the proposed Hinsdale Central overnight and/or out-of-state field trips for school year as presented; Mrs. Planson seconded the motion. SUPERINTENENT S REPORT. A. Student Enrollment Report. Superintendent Wahl referenced charts presented for the updated student enrollment data and new five-year enrollment projections based upon the official month-end enrollment figures in September. The total official District enrollment for the school year is 4,569 students, an increase of 7 compared to last year s (September 30) enrollment of 4,562. Central s official enrollment for is 2,784 students, an increase of 62 students over last year. South s enrollment is 1,785, a decrease of 55 compared with enrollment. Central s enrollment includes 115 transfers in and 184 transfers out while South s figures include a total of 124 transfers in and 145 transfers out. Additional charts contained the new enrollment projections based upon the September 30, 2011 enrollment data and the traditional three-year cohort; the breakdown of the feeder districts enrollment; and Dr. Kasarda s enrollment projections. Enrollment data will also be used in the Financial Planning Program presentation from PMA as the district looks at the long-range financial planning model. Discussion ensued. B. Master Facilities Plan Update. At the September 12 th Board meeting, Administration was directed to take a look at the Master Facilities Plan s Priority Item One Section (infrastructure) and to present options to the Board so that implementation of the Plan may begin. Also at the September 12 th meeting, a general discussion ensued around potential funding mechanisms for the Master Facilities Plan. As a follow-up to these discussions, Superintendent Wahl presented the Master Facilities Plan implementation document from Gilbane Building Company as well as Perkins+Will, as it relates to Hinsdale Central and Hinsdale South. The infrastructure focuses on air conditioning instructional spaces in both buildings that are currently not air conditioned. The amended plan increases the electrical capacity at both campuses. The total projected cost for this construction is $13,207,650. Administration also met with representatives of George K. Baum and Company, investment banking firm specializing in municipal bonding issuance. Administration recommends that the Board of Education consider a presentation by this firm to review this funding option which does not increase the current bond and interest payments on the taxpayers of District 86. Discussion ensued.

8 October 17, Page 8 ASSISTANT SUPERINTENDENT S REPORT. A. District Quality Dashboard Update. Annually the State of Illinois releases the School Report Card which represents student achievement by district and by building. District 86 reports student achievement annually as represented by the Quality Dashboard, which takes into account a number of student academic indicators. The US Department of Education (DOE) and the Illinois State Board of Education (ISBE) are changing how they report student achievement. Since 2001, student achievement has been reported statically in terms of an academic standard that all students met or did not meet as reflected in the Illinois School Report Card. Both the DOE and ISBE are transitioning to reporting student achievement in terms of growth, judging the achievement of students by how much they grew rather than by one standard that all students, regardless of where they started, were expected to meet. In Illinois, reporting student achievement in terms of growth will be fully implemented by the 2016 school year. Superintendent Law together with Principals McGrory and Waterman presented a report on the District s Quality Dashboard highlighting academic accomplishments. This years dashboard differs from previous years and was explained in the presentation. Discussion ensued. Superintendent Wahl thanked the Administrative Leadership Team for their work. BUSINESS REPORT. A. First Quarter Budget Report. Business Manager Eagan presented the First Quarter Budget Report outlining revenues and expenditures. TREASURER S REPORT. Business Manager Eagan presented the Treasurer s report as of September 30, AUDIENCE COMMUNICATION. Mrs. Linda Burke, Hinsdale, addressed the Board of Education referencing the presentation on the District Quality Dashboard Update. She stated that our district and students are phenomenal, awesome and Arnie Duncan should be asking how we did it! ADJOURNMENT. At 10:26 p.m., Mrs. Planson moved to adjourn to Closed Session to discuss Pending Litigation; Mrs. Gallo seconded the motion. RECONVENE TO OPEN SESSION.
