3 Welcome Graham and Daniel welcomed everyone to the meeting and the ground rules were read. Graham reminded the group that there would be a 1 minute silence at 12pm to remember the victims of the Grenfell Fire. Minutes and actions from the last Meeting - 16th March 2018 Page 3 Feedback on Advocacy Sarah Challis from KCC came to the meeting in November 2017 to talk about advocacy. Sarah told the group that there would be a co-production week and she would bring feedback back to the group. We will invite Sarah to the meeting on 1 November 2018 to speak to the group about this and also about mystery shoppers. Page 6 - Health and Wellbeing Board Xan gave a presentation about the Health and Wellbeing Board. After the Partnership Board, Penny and Xan had a meeting about this. The Health and Wellbeing Board has now changed and the Kent Learning Disability Partnership Board will not be going to this to present. Xan is going to find another meeting that the Partnership Board can attend, and will update the group when she finds this out. Louise will let Xan know of anyone who is a member of their Patient Participation Group. Page 15 - Pepenbury Pepenbury were going to start a self-defence class and send the information to Joanne. A JUDO class has now been set up. Page 15 - Employment - Easy read information cards Michelle has shared the cards with Kent Supported Employment and also with other organisations. They have had good feedback from people who have used the cards. 3

4 Minutes and actions 14th June 2018 Pepenbury s new name Janine told the group that Pepenbury merged with East Kent Autism. They are now called Aspens. Skillnet s new name Anne Marie told the group that Skillnet have changed their name to Bemix. The reason for this is that there were a few organisations with the same name, and Skillnet were getting phone calls from the wrong people. Skillnet had a vote, and Bemix was the most popular name. The name means to Be Seen, Be Heard and Belong. Pop-up Café Westgate Hall, Canterbury Anne Marie told the group about a pop-up café that has been opened at Westgate Hall in Canterbury. The café is open 11am - 3pm on Tuesdays. People are asked to pay a 3 donation when they attend. Anne Marie told the group that Bemix would like to get uniforms for the group that run the café. Graham reminded the group that every Councillor in Kent has a Member grant pot of money. This money cannot be used to make a profit, but it can be used to invest in something, for example uniforms for this café. There is an application process to be able to get this money. 5 Transforming Care Questionnaire The Local Government Authority (LGA) have put together a questionnaire for people with learning disabilities to answer. They want to make sure that services in the community are as good as possible for the people that are using them. They want to make sure that they have the right skills and values in the way they work alongside people that use the services. Jane from the LGA is going to visit Bemix and talk to them about the questionnaire. Matt reminded the group about the questionnaire. It was sent around by Rhiannon Sivell in May. If anybody has any questions about this, they can speak to Matt Clifton (matt.clifton@bemix.org). Tomorrow s Leader s Course The Tomorrow s Leader s course is for people with learning disabilities to develop leadership skills. The course supports people to get more involved in making policy and services better. Bemix are working with Gary Bourlet from Learning Disability England to develop a course for people, to be run in East Kent. Bemix hope to have this running by Summer Penny Southern will explore with KCC to see if they can sponsor a number of places on this course. The course would help people to develop their confidence, and they may want to take up a role supporting the delivery of the Kent Learning Disability Partnership Board. Matt Clifton will keep the group updated about the development of this course. 5

6 LeDeR (Learning Disabilities Mortality Review Programme) Xan told the group about the work being done by the Learning Disabilities Mortality Review Programme (LeDeR). There have been 43 deaths reported so far through LeDeR. There has been one completed review, which has highlighted some issues, including: No easy read menus in hospitals. This means that people with a learning disability are not being supported to have a good diet when they are in hospital. There have been some issues with the do not resuscitate policy in hospitals, for some patients. Xan told the group that GPs are not very aware of the LeDeR programme. This is very disappointing. A letter is going to be sent to GPs to put some pressure on them to learn about the programme. This will be signed by Patricia Davies, who is the new Director of Partnerships at the NHS. It has also been discovered that when somebody with a learning disability dies, some coroners are listing the cause of death as learning disability. Xan is going to raise this at the Kent and Medway Safeguarding Adults Board meeting. Tony told the group he thinks there should be a review of everybody who has the cause of death as learning disability on their death certificate. They should reassess why they died, as it is disrespectful to anybody with a learning disability. Xan and the group agreed with this. Xan is going to take this to the Steering Group so that this can be fed back to the national team. Support for the Delivery Groups Penny wrote a letter to NKIAS, East Kent Mencap, Aspens and Bemix (the grant providers) to see if they could help support the three Delivery Groups - Good Health Group, Keeping Safe Group and What I Do Group. NKIAS, Aspens and Bemix were at the meeting and they all agreed that they would each take responsibility for one group.

7 The group agreed: Trevor Chapman told the group he was worried that the grant providers would get a bit isolated if they were left to do this on their own. Joanne attended all three meetings, and so she was able to see what was happening at each one and see how they all linked to each other. Penny explained that KCC will still have oversight for all three meetings. The grant providers all have to attend every delivery group and so the links will still be there. NKIAS, Bemix and Aspens all said they would not feel isolated doing this work. NKIAS will support the Keeping Safe Group Bemix will support the What I Do group Aspens will support the Good Health Group Rhiannon and Penny will send out a formal communication to all of the grant providers to confirm this arrangement. Strategic Commissioning - Contracts for Residential and Supported Living Clare Maynard and Jo Empson gave a presentation to the group about the work the Strategic Commissioning Team in KCC are doing to make sure services in Kent are suitable for the people that are using them. The Commissioning team want to make sure that we spend our money to make sure that all of the right services are there to meet the needs of people in Kent. Tony asked Clare about care homes. He said that he, and others, have come across brick walls when given the choice of going into a care home or staying in the community and having carers come in. He said it feels like you are not supported if you want to stay in the community. Tony thinks this should be challenged and that there should be somebody higher than KCC that people with learning disabilities can go and talk about what is happening. Penny explained that KCC has made sure they keep an investment in advocacy to make sure the right support is there for people that need it, with issues like this.

8 Tony asked about money that is given to organisations to deliver care to people. A survey was done recently of MCCH and it was found that money was being given to them, but it wasn t being used to actually deliver services to people. This resulted in a lot of wasted money. It would be OK if workers banked the hours and do them another time, but this does not happen. People are not doing the work they are being paid to do. He also said that some people have to wait a long time for carers to come and visit them in their home. Jo Empson agreed that this is a problem with some organisations. KCC will monitor this by getting feedback from people that use the service, and also from the teams that work there. Janine told the group that Aspens also spot check staff within the community, but it is very hard to do this all of the time. Tony asked whether a phone app could be produced, so the carer can put a thumb print onto the person s phone they are visiting, which goes back to the company to show when they have arrived and how long they were there for. Jo explained that similar sorts of technology do exist, where people s hours can be tracked. Penny agreed that this sounded like a very good idea. Linda asked about the wording for the agenda item. It said that the Commissioning item was about co-production, but this doesn t feel like co-production. It feels like services have already been developed, and that people that use them aren t actually going to be spoken to at this stage. Penny explained that we already have a lot of information and feedback from people that live and use services in Kent. We did not want to set up more groups to gather more information, when it already exists. Commissioning tools have already been developed, which were done in co-production. These will be used for this work. Once KCC have an idea of what they want to build, they will develop a specification (a plan). When this has been designed, KCC will go back out to people to ask them what they think, before anything is actually put into place. 8

9 Penny suggested that in November s meeting, the Commissioning team come back and present some of those plans, so that people in the group have a chance to feedback their thoughts. The group agreed that would be a good idea, and so this will be included on the agenda for November s meeting. Day Services Kate Silver delivered a presentation to the group about the work happening on the Day Services Contract. A lot of engagement and work with providers was done to develop this. Support Planning Tool for Day Services A project was done a year ago in the Kent In House Services (which will soon be called Inspiring Lives). The project was called Discovery. The project was put into place to design a tool that measures levels of participation and enjoyment for people with complex communication needs. The project has had great results, and work is still happening on this. Person Centred and Outcome Focussed Support Plans have been developed and will be launched in June These are aimed at putting the person at the centre of their own support. Linda asked whether this tool will replace person centred plans? Damien explained that it will not replace this, it works alongside them. Trevor Cave told the group that he has used the paperwork and support plan that Damien showed the group. He has now moved out of a secure hospital and is looking for paid work. Tools like this one will help measure success. 9

10 Planning the next meeting - Thursday 1st November 2018 The group talked about doing an event in November to talk some more about the Commissioning Plan. Damien will also bring the end results of his project on Support Planning Tools. He will invite some people from his services to come along and talk to the group. Everybody agreed this would be a good idea. Rhiannon and Penny to set up a planning meeting for this meeting and send invitations around. Any Other Business Justice Dog Penny told the group about a meeting she had with Detective Superintendent (DS) Harper from Kent Police. DS Harper told Penny that they are bidding for a Justice Dog. This is a dog used by the police. If a person with a learning disability is a victim of crime, the police use this dog to help support them when they are making statements. The Keeping Safe Group might be interested in being a sponsor for this. If Kent Police are successful with their bid to get the Justice Dog, we will invite them to the November meeting - Penny and Rhiannon will keep in touch with Kent Police to find out how this is progressing. Art Ability Event - July 2018 Damien told the group about the Art Ability Event that is taking place from the 9th July 2018 to 20th July 2018 from 9am until 5pm every day The work will all be done by artists who access the KCC In House Services On Friday 20th July 2018 there will be a craft fair in the Stone Hall and items of art work will be available for sale 10

11 Damien has had a lot of interest from outside organisations asking about displaying their art work. KCC will look at hosting another event like this in the future for people who do not use the In House Services, so that they can display their work. If people are interested in the event they can contact Rhiannon Sivell (Rhiannon.sivell@kent.gov.uk) who can help. Tony said that he would like to submit some work but would like to give the money to charity he will discuss this with his support group to find out the rules about this. Changing Place - Official Opening The group discussed when we could have an official opening of the Changing Place in Sessions House. They decided that the best date for this would be Friday 20th July 2018, when there is also a crafts fair as part of the In House Services Art Ability event. Rhiannon will organise this and let people know the details. Taking Action Film Group Premier Louise told the group about the Taking Action Film Premier that is taking place on Friday 6th July 2018 There will be a film and songs that people have made and are very proud of. One of these is about loan sharks. The film will be sent out nationally once the premier has been done. Rhiannon will send the flyer to the group and add it to the website. Lifespan Pathway Portal There was some discussion about the Lifespan Pathway System. This is a system that is used by children s teams in KCC. The Lifespan Pathway System has a portal, which care providers can access on the internet and send invoices to KCC, so that they can be paid for the work they do. Some providers have been having problems with this Portal and have been unsure about who to speak to in KCC for help with this. Penny told the group that any queries about the Lifespan Pathway Portal should go to Mark Walker who is Assistant Director for Disabled Children and Young People. Clare Maynard will contact Mark about the problems discussed at the meeting. 11
