Attendance at both of these events was strong and demonstrates the quality of the Chapter s course offerings and the quality of the Chapter s members. While I m sure all Boston sports fans are excited about the Red Sox hiring of Bobby Valentine as the new manager and the end of the NBA lockout, there are a few other important things to keep in mind as we enter December: The Chapter s annual Holiday Fundraiser will be held at Maggiano s on Thursday December 1. This is a great opportunity to spend some time with other Chapter members and help out a great charity Christmas in the City. Thanks to all those who have worked to plan this great event. Please plan on attending. Thanks to Bill Muench, the applications for the Chapter s two scholarships the George E. Brady and Walter Frese Memorial Scholarships - will be posted to the Chapter s website shortly. The posting of the applications is earlier than previous years to accommodate the announcement of the winners at the Regional PDC in March. If you know someone who would be interested in applying, be sure to check out the website. Immediately after the first of the year, the Nominating Committee will begin the process of identifying candidates for next year s officers. If you are interested in getting more involved in the operations of the Chapter, please contact me. On a personal note, I hope each of you have a wonderful holiday season. Save the Date! 2 The Boston Chapter of the AGA will host its annual Holiday Party / Charity Fundraiser on December 1, Maggiano s Little Italy Restaurant in Boston is always a great host with excellent food. This event is our major annual charitable fundraiser. This year, we are sponsoring a raffle at our Annual Holiday Charity Luncheon. Items will include gift certificates, admission tickets to sporting events, museums, wine and other prizes. We will donate the proceeds from our auction to Christmas in the City, a local organization that provides a fun-filled party for children (and their parents) from local homeless shelters. We are asking attendees to please consider bringing a new, unwrapped toy and/or personal hygiene items to the luncheon. These items will help Christmas in the City ensure that each of their guests receives a holiday gift. Registration: 11:30 Session: 12:00-1:30 Cost: Members $ 20 Non-Members $ 25 Planned Menu: (served family style) Mushroom Ravioli Mozzarella Marinara Freshly Baked Bread Maggiano s Salad Lasagna Chicken Marsala Eggplant Parmesan Tiramisu Apple Crostada Coffee, Tea and Sodas Christmas in the City The idea of Christmas in the City was formulated by John "Jake" and Patricia Sparky" Kennedy. They wanted to expose their children to those people less fortunate than them. The first CITC event in 1989 brought 165 children, with their parents in tow, from various shelters throughout the city to City Hall. Each child was given an individually purchased gift, taken from their99 wish list, from Santa. Entertainment and a holiday meal were also provided. The growth of the program has been spectacular. The current edition of the Christmas party is held at the Bayside Expo center and will host over 1500 children. There will be games, rides and performers along with a seven-course meal and of course, Santa. All of this is put on with the help of 600+ unpaid volunteers, including junior high and high school age kids from area schools. They have year round programs which include distributing birthday presents for the children, and seminars for parents. Parent seminars have provided expert lectures given in the shelters for such topics as child safety, nutrition and financial planning. They have also helped start a day care center at the Lifehouse Shelter that is managed by the residents. Page 2

Dear Editor - First published in The New York Sun in I am 8 years old. Some of my little friends say there is no Santa Claus. Papa says, If you see it in The Sun, it s so. Please tell me the truth, is there a Santa Claus? Virginia O Hanlon Virginia, your little friends are wrong. They have been affected by the scepticism of a sceptical age. They do not believe except they see. They think that nothing can be which is not comprehensible by their little minds. All minds, Virginia, whether they be men s or children s, are little. In this great universe of ours, man is a mere insect, an ant, in his intellect as compared with the boundless world about him, as measured by the intelligence capable of grasping the whole of truth and knowledge. Yes, Virginia, there is a Santa Claus. He exists as certainly as love and generosity and devotion exist, and you know that they abound and give to your life its highest beauty and joy. Alas! how dreary would be the world if there were no Santa Claus! It would be as dreary as if there were no Virginias. There would be no childlike faith then, no poetry, no romance to make tolerable this existence. We should have no enjoyment, except in sense and sight. The external light with which childhood fills the world would be extinguished. Not believe in Santa Claus! You might as well not believe in fairies. You might get your papa to hire men to watch in all the chimneys on Christmas eve to catch Santa Claus, but even if you did not see Santa Claus coming down, what would that prove? Nobody sees Santa Claus, but that is no sign that there is no Santa Claus. The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn? Of course not, but that s no proof that they are not there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world. You tear apart the baby s rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived could tear apart. Only faith, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, Virginia, in all this world there is nothing else real and abiding. No Santa Claus! Thank God! he lives and lives forever. A thousand years from now, Virginia, nay 10 times 10,000 years from now, he will continue to make glad the heart of childhood. Page 5

8 Boston AGA Annual Awards Brief Descriptions AGENCY CHAPTER SERVICE AWARD Purpose: To recognize an agency that has made significant contributions to AGA Eligibility: All agencies who have exhibited support for AGA Criteria: The award is given for outstanding support provided by an agency to the Local Chapter and or National AGA. Eligible agencies will have consistently made important contributions in support of the development and enhancement of AGA 2011 Winner - Massachusetts Department of Elementary and Secondary Education ANNUAL ACHIEVEMENT AWARD Purpose: To accord recognition for leadership or outstanding achievement in developing, implementing, and improving financial management in government service in the past year Eligibility: The individual nominated must have been employed in government service at the time the work being recognized was performed. 9 Community Service Notes On November 22, 2011 Boston Chapter members volunteered to serve dinner at the New England Shelter for Homeless Veterans. Over a hundred veterans were served. Many thanks to our members and friends who volunteered in this important service. This year, we are again sponsoring a raffle at our Annual Holiday Charity Luncheon. Items will include gift certificates, admission tickets to sporting events, museums, wine and other prizes. We will donate the proceeds from our auction to Christmas in the City, a local organization that provides a fun-filled party for children (and their parents) from local homeless shelters. Membership Notes The Co-Directors of Membership recently put two proposals to a vote before the Executive Committee aimed at increasing new member participation and attracting new members. The first proposal would allow new members of the Boston AGA, retroactive to May 1, 2011, to attend one half day training or workshop session for free. The second proposal would award a paid annual membership to the AGA and the Boston Chapter to the member who sponsors the most new members this year. Both proposals passed. If you are a new member and would like to take advantage of the free half day training course, you may register online. Under the Special Instructions section of the registration, please indicate that you are a new member and are taking advantage of your free half day session. There are two half day training sessions scheduled. One will be held on November 17 th and one will be held on May 10, If you have any questions, please feel free to contact Howard Olsher or Shannon Parven at (617) CGFM CPE Requirements In order to maintain CGFM designation in an active status, CGFMs must adhere to the AGA's Code of Ethics, pay the annual renewal fee by March 31 and meet the following continuing professional education (CPE) requirements: complete at least 80 hours of CPE every two years in government financial management Topics or related technical subjects; maintain and, if requested by AGA, provide detailed information on CPE hours completed. The two-year CPE cycle is based on the year the CGFM was awarded. CPEs are applicable if continuing professional education hours that would satisfy the CGFM Program's requirement must be in government financial management topics or related technical subjects applicable to government financial management areas. The CGFM is initially responsible for determining whether a topic or subject qualifies as an acceptable CPE. Additional questions should be referred to the Office of Professional Certification , ext CGFMs need to maintain documentation to substantiate their statements of completed CPE for a minimum of three years. This documentation may be requested by AGA as part of a CPE audit or a reactivation process. The proper backup documentation must clearly state the individual's attendance or completion of the CPE activity. Examples of such documentation include: a certificate of attendance or completion, a certificate of CPE hours earned, a grade report or an official letter from the event sponsor or employer stating that the CGFM has attended the event. 10 CEC Meeting Highlights The Boston Chapter Executive Committee met on Tuesday, Nov 8, Please note the following: Education: The calendar of events for the next program year was discussed and locations are being reserved. Treasurer: The budget progress for Program Year was discussed identifying current and future sources of revenue, along with anticipated expenditures. Community Services: We discussed plans for the upcoming year, including collections that were made at October training session on Fraud and the annual Holiday Party Fundraiser. Each CEC member was asked to donate an item for the raffle. CGFM, Membership and Early Careers: Two membership proposals were passed by the committee. The first will allow new members of the Boston AGA, retroactive to May 1, 2011, to attend one half day training or workshop session for free. The second will award a paid annual membership to the AGA and the Boston Chapter to the member who sponsors the most new members this program year. Awards: Information for the annual chapter awards and scholarships that will be presented at our Regional PDC at Bentley University in March of 2012, will be prepared to be posted on the web site. Citizen Centric Reporting The Association of Government Accountants, the thought leader for the government accountability profession, evaluates reports for the Certificate of Excellence in Citizen-Centric Reporting award. AGA determines award recipients based on content, visual appeal, readability, distribution, and timeliness of reporting. The Boston Chapter is proud to publish their very first Citizen Centric Report. 11 News from National 61 st Annual PDC Scheduled for Sunny San Diego Hotel Rooms Available Registration and hotel information for AGA s 61 st Annual Professional Development Conference & Exposition is now available online. If you are planning ahead for the PDC in San Diego, July 29 Aug. 1, 2012, you can reserve a room at one of five hotels near the conference site, the San Diego Convention Center. Included in their roster was AGA National Executive Director, Relmond Van Daniker. Aroostook County Chapter at Maine Chapter Meetings Held on the 2nd Tuesday of each month, September-May, at the Senator Inn. Meetings include a social lunch, chapter meeting/announcements, and an informational speaker. The Maine Chapter of the AGA conducted a food drive during November and will be doing a Holiday Gift Collection for at risk youths during the month of December. Maine Chapter at Page 12
