Boston Chapter Annual Holiday Party - Supporting Christmas in the City Maggiano s Little Italy - Boston President s Message A Membership of Value When I got home the other evening I found two envelopes containing personalized letters and smartly printed brochures requesting me to be a member of their organizations. As I read on I was told how my membership would contribute toward addressing some real problems around the globe. While both had merit, a donation was probably more in order than obtaining a membership, especially because actual participation in the organizations was unlikely. I then thought of organizations of which I was already a member. Yes, I thought of AGA along with other professional organizations, and thought what makes us become members. Over the years, I have asked that question to some of you as well as other colleagues. The answers, while including the standard fare of opportunities to learn, networking, professional development, and meeting friends and associates, also included some very personal reasons. I then thought, why did I join and continue to be a member? While some of you might feel that that I like the AGA because of a healthy focus on control, that s close, but not quite it. What I like is the final result, what we strive for. Yes, I do like control-related discussions, presentations, books, evaluation techniques, articles, and frameworks, but the design and exercise of appropriate controls is a means toward achieving something, not an end in itself. I know I use words like control objectives, CobiT, COSO, Cadbury, residual risk and my favorite control itself a lot, but I am really interested in good government that is managed well that does the right things, does them well in the right way, and achieves the benefits for which so many look to government to provide. To me, AGA provides an avenue to help each one of us gain better understandings of complex management issues and to become more effective and efficient professionals. Yet, it is more than that. While individually, and as organizations, there is real value to AGA membership regarding professional development. But it is more. AGA represents opportunities to collaborate and share, it is inclusive, and as reflected by the SOX and charity drives, AGA is a very good member of the community. It s about people. 2 CEC Meeting Highlights The Boston Chapter Executive Committee met on November 21, The following items were discussed and approved: The evaluations from the past two training sessions were reviewed and discussions were had regarding the finalization of the training calendar. A discussion was had regarding future speakers and special presentation gifts. Discussions on a proposed by law change regarding eligibility for national travel for chapter business. A proposal was improved to increase the donation amount to Rosie s Place. There was discussions regarding the establishment of an electronic Chapter Directory. The next meeting will be held on December 12, AGA Membership Photo Scavenger Hunt The Boston Chapter of the AGA will award one free membership (or reimburse a current member to an individual who submits their pictures (either digital or photograph) with any five out of the following ten items. 1. With a CGFM certificate (does not have to be the certificate of the individual). 2. In front of the State House (Boston, Providence or Concord). 3. In front of City or Town Hall (any city or town hall within Mass, RI or NH). 4. With a statue in Boston s Quincy Market area. 5. With a member of the Boston AGA Chapter Executive Committee. 6. With one of the Hilltop (restaurant) cows. 7. At Fenway Park (Boston), Gillette Stadium (Foxborough), McCoy Stadium (Pawtucket), Gill Stadium (Manchester), LeLachuer Park (Lowell) 8. With a Boston Chapter CPE form (does not have to be the certificate of the individual). 9. With an AGA logo on a cup, mug or shirt 10. With a picture of your pet. (they don t have to look like you) All entries must be sent to the newsletter editor by February 28, At the conclusion of the contest a winner will be chosen from all valid entries. The winner will be announced at the Regional PDC at Bentley College. Photos become the property of the Boston Chapter of the AGA. Boston Chapter Association of Government Accountants Annual Professional Development Conference Scholarship The Boston Chapter of the AGA is awarding one paid, annual registration fee to the Association of Government Accountants 2007 Annual Professional Development Conference. (Value is approximately. $900) Conference is to be held in Nashville, Tennessee, June 24 27, To be eligible for this award an individual must have attended at least five (5) of the seven (7) educational sessions sponsored and held by the Boston Chapter offering CPEs from September 2006 through April The individual must be a Boston Chapter member prior to the drawing that will be held in April The award will be drawn at random from those meeting eligibility through the last training session in April This award is not transferable by the recipient. However an alternate(s) will be drawn in the event that the primary recipient cannot or chooses not to attend. There are currently 64 members and 76 non-members eligible for this scholarship. See you at the next training. Free membership to top recruiter The Boston Chapter of the AGA will award a paid annual membership to the top chapter recruiter of the year. The individual who is listed as the sponsor by AGA National for the most new members from April 1, March 31, 2007 will be reimbursed for their membership fees. Remember, recruitment is so very important for a strong and viable AGA. Membership applications are available on the website and on page eleven of this newsletter. Page 2

3 Upcoming Training Meeting Ernest Almonte, CGFM, CPA, the Rhode Island State Auditor, Shawn Warren, CPA, Partner, KPMG and Liz Keating, Senior Research Fellow, Hauser Center for Nonprofit Organizations will speak about SAS 112, Yellow Book Updates and Fiscal Challenges at the Boston Chapter of the AGA -Winter Seminar at the Volpe Transportation Building in Cambridge, MA. The training will be held on Thursday, January 18, Registration will begin at 8:00 with the first session starting at 9:00 and running until 12:00. Lunch will be on your own with the afternoon presentations running from 1:00 until 4:00. Seven (7) CPEs will be awarded for this event. The cost of the meeting is $60 for members and $85 for non-members. Also, the MBTA - Red Line Kendall Square Station is a brief walk from the Volpe Building on Broadway Street (go through the Marriott Hotel lobby) Carol Patey, Dick Sullivan & Kathie Still, CGFM Speakers at the Chapter s November Training Seminar Fall Workshop: Managing the Federal Grant Life Cycle On November 15th, 62 members and friends attended the AGA Boston Chapter s Fall Workshop at O Neill Federal Building. Chapter President John Beveridge, CGFM welcomed attendees and introduced our guest speakers. Carol Patey is a Senior Analyst at the U.S. Government Accountability Office in Boston. She spent her entire career at GAO working on and leading studies in a wide range of programs including education, workforce training and regulation, environment, and intergovernmental relations. Her presentation, Streamlining and Implementing Federal Grants, highlighted her work with federal agencies and grantees regarding the federal grant process. Kathie Still, CGFM has been with the Massachusetts Comptroller s Office for over 19 years and is currently the Director of Enterprise Planning and Solutions. In this capacity, she plans for the phase-in implementation of functionality resident in the accounting system but notyet-in-use. For eight years, Kathie served as the Director of the General Accounting Bureau managing budgets, trusts and federal grants, including the Commonwealth s automated central draw and all CMIA reporting. She drew on her extensive experience with the CMIA process in her presentation, The Cash Management Improvement Act. Richard Sullivan, CPA, MBA is a founding partner at Powers & Sullivan. Dick is also the Secretary of the Boston Chapter of the AGA. He has over 25 years experience in supporting governmental and private sector clients in accounting, tax and financial matters. His governmental experience includes providing auditing, consulting and advisory services, the preparation of CAFRs, fraud investigations and special project audits. Dick shared with attendees how his firm audits local federal grant recipients and sub-recipients. Based on the evaluations the class was very well received by the audience for both the content and the way it was presented. The slides will be posted to the chapter web site shortly. 4 Boston Chapter of the AGA - Community Service Boston Chapter Annual Holiday Party The Boston Chapter of the AGA will host it s annual Holiday Party / Charity Fundraiser on December 7, Maggiano s Restaurant in Boston is always a great host with excellent food. This event is our major annual charitable fundraiser. As in previous years, we are sponsoring a raffle table at our Annual Holiday Charity Luncheon. We will donate the proceeds from our raffle to Christmas in the City, a local organization that provides a fun-filled party for children (and their parents) from local homeless shelters. We are asking attendees to consider bringing a new, unwrapped toy and/or personal hygiene items to the luncheon. These items will help Christmas in the City ensure that each guest receives a holiday gift. At the same time John and his The idea of Christmas in the City was formulated by John "Jake" and Patricia Sparky" Kennedy. They wanted to expose their children to those people less fortunate than them. The first CITC event in 1989 brought 165 children, with their parents in tow, from various shelters throughout the city to City Hall. Each child was given an individually purchased gift, taken from their wish list, from Santa. Entertainment and a holiday meal were also provided. The growth of the program has been spectacular. The current edition of the Christmas party is held at the Bayside Expo center and will host over 1500 children. There will be games, rides and performers along with a seven-course meal and of course, Santa. All of this is put on with the help of 600+ unpaid volunteers, including junior high and high school age kids from area schools. They have year round programs which include distributing birthday presents for the children, and seminars for parents. Parent seminars have provided expert lectures given in the shelters for such topics as child safety, nutrition and financial planning. They have also helped start a day care center at the Lifehouse Shelter that is managed by the residents. In 1995 the Adopt-a-Family program was started. The impetus was to create family intervention with lasting and concrete results. The program enlists volunteers to "follow" a family when they leave a shelter. The volunteers develop a relationship with the families and help them with financial management and other day to day questions they need help with. Intervention has included day to day support, jobs, financial and legal advice, transportation, daycare, clothes, food, furniture. Band aid solutions are discouraged because they do not solve the problem at hand. They want to stop the revolving door of homelessness that these families are stuck in. Over the years wonderful human interest stories have surfaced. One such example is the previously homeless children who have come back to CITC as volunteers. Another account is the story of one of the Adopt-a-Family volunteers who spent numerous hours, and endured many hardships, helping a homeless family get on their feet. When the volunteer was unexpectedly hospitalized the first people to visit this person was the family they had helped. Page 4

5 CGFM NEWS IT'S THAT TIME OF THE YEAR AGAIN - MAKE SURE YOU HAVE YOUR CPEs Are you one of the CGFMs who received their designation in 1996, 1998, 2000, 2002 or 2004? Then you need to have at least 80 Continuing Professional Education (CPE) hours earned within the two-year period of January 1, 2005 and December 31, If short, you can take advantage of the grace period of January 1 - March 31, 2007 to catch up on your CPEs (these hours then cannot be counted towards your next cycle of ). If you have not yet reached your mark, you still have time. What you have to do is remind yourself that every activity might serve a dual purpose. If you are earning a graduate degree, if you are teaching or writing, or if you are earning CPEs for another certification, you might be able to count these CPEs towards your CGFM certification requirement. Review the opportunities available to you for earning CPE hours, and you will realize that there are many ways in which you can maintain your CGFM certification without undue cost or time demands. Consider: Online CPE opportunities, including AGA's "Journal CPE Online" that offers CPE hours for reading The Journal of Government Financial Management and taking the relevant quizzes and online courses offered through Micromash and SmartPros, two educational organizations in partnership with AGA ( CPE offered by AGA chapters and state CPA or other government finance officer societies and other organizations. Opportunities to earn CPE hours for teaching a relevant course (not to exceed 40 CPE hours in any twoyear period), publishing an article or book that contribute directly to CGFM's professional proficiency (up to 20 CPE hours) or taking applicable college courses. Not all CPEs can count towards the CGFM designation. The hours earned must be in government financial management topics or related technical subjects applicable to government financial management areas. Applicable CPEs would need to maintain or enhance your professional proficiency in government financial management, and you have to keep back-up documentation of the completed CPE for at least three years. This documentation may be requested by AGA if you are selected to be audited; however, CGFMs should not automatically send information on their CPE hours to AGA at the time of renewal. 8 As we re coming into the holiday shopping season we should really take the time to read the labels and packaging on the items that we are purchasing. We ve all heard about the person who sued the coffee store for the take out coffee that they spilled on them self. Because of items like this many companies have put extreme or direct warnings on their products, such as: A warning label on a baby stroller reminds the operator to please remove child before folding. A snow blower warns, do not use snow blower on roof. A warning on a pair of shin guards says, shin guards cannot protect any part of a body that they don t cover. A popular manufactured fireplace log warns: Caution Risk of fire. On a prescription of sleeping pills, Warning may cause drowsiness. On an appliance, Do not allow children to play in dishwasher. A label on an appliance, Don t use hairdryer while sleeping. A cartridge on a laser print warns, Do not eat toner. A can of self-defense pepper spray warns, May irritate eyes. 9 News from National FREE Downloads AGA Annual Performance & Accountability Report - FY 2006 As our Association celebrated another year of accomplishments, we realized that the govern ment financial management profession has undergone amazing change. To keep pace with the vast advances taking place in federal, state and local governments, AGA works to help individuals and organizations find the resources they need to achieve their professional goals. We are pleased to present AGA's FY 2006 PAR, which highlights the Association's many achievements this year. To view the PAR go to the following web site: Computer Security Awareness Video Contest 2007 The EDUCAUSE/Internet2 Computer and Network Security Task Force, in cooperation with the ResearchChannel, is conducting its second annual contest in search of short computer security awareness videos developed by college students for college students. Winners will receive cash prizes. The videos will be featured on the Security Task Force Web site and may be used in campus security awareness campaigns. AGA Research Reports Aim to Advance the Profession: PAR - The Report We Hate to Love- In December of 2004 AGA and PricewaterhouseCoopers LLP (PwC) undertook a cooperative research project to determine the usefulness of Performance and Accountability Reports (PARs) for their intended audiences, and how that usefulness can be improved. Challenges in Performance Auditing: How a State Auditor with Intriguing New Performance Auditing Authority is Meeting Them The objective of this research study is to document the initial actions taken by Washington State Auditor Brian Sonntag to implement the provisions of the initiative and prepare to conduct performance audits. The Federal Purchase Card: Use, Policy & Practice This report summarizes the findings of an AGA CPAG Research Program study of purchase card (government issued charge cards used for purchases) use by federal government agencies. The subsequent three phases of this AGA study series will provide similar reviews of purchase card use by state and local governments; the travel card-government issued charge cards used for travel-by federal government agencies; and the travel card used by state and local governments. Trends in Technology, is the third in a planned series of studies covering areas of interest to our members. Trends in Technology is an annual report on emerging issues in information technology and financial management. The study covers compliance management, business process management, project portfolio management, RFID and wireless communications. It analyzes each topic area and discusses its implications for functional management. Financial Management Shared Services: A Guide for Federal Users Landmark Research Report Solely Devoted to Melding Best Practices of Private Sector with Federal Agency Experiences This research is the first document of its kind to focus solely on federal users of financial management shared services. The research identified a number of best practices, worse practices and lessons learned for users and potential users of financial management shared services in the federal government. The 2005 CFO Survey Integrating Internal Control with Performance Management, sponsored by AGA Professional Corporate Partner Grant Thornton, explores the impact of emerging issues on CFO operations, discusses issues candidly with peers and related functional communities and shares findings within the federal community. This year s survey focuses on internal controls and performance measurement including integration with other management improvement initiatives within agencies. Audit Federal Financial Controls: Sooner Rather than Later Would Sarbanes-Oxley Benefit Federal Financial Management? The report concludes that the overall status of internal controls over federal financial reporting is not good and efforts to legislate improvements have not produced the desired results. 10 Greetings of the Season! Regional Vice President Letter I hope you all had a wonderful Thanksgiving holiday with family and friends. The three chapters within the New England Region have been busy since my last note. The Hartford Chapter is hosting a Chapter meeting with guest speaker on Wednesday, December 6 th. Deborah Buckley, Associate Examiner with the CT Department of Banking, will be discussing how citizens, as consumers of financial services, are protected under state law. The Maine Chapter has held two lunch meetings. One meeting included a guest speaker on the Bend the Curve Initiative and the other on Land for Maine s Future. Chapter members also participated in community service projects such as collecting school supplies for a local domestic violence shelter and filling homeless shelter boxes. The lunch meeting on December 12 th will feature a presentation on AdvantageME, the state s new accounting system. And Chapter members will be participating in the statewide Christmas Gifts for At-Risk Youths. The Boston Chapter has held three educational events a lunch meeting with guest speaker on Pension Reform, a full-day seminar on Fraud & Ethics, and half-day workshop on Federal Grants. Attendees at the full-day seminar made two local shelters happy by filling a Sox Box with new men and women s socks. And, the December 7 th Annual Holiday Charity Lunch is always a fun-filled event with proceeds going to a local charity, Christmas in the City. On the national scene, the Member-Get-A-Member Recruitment Challenge Reach for the Stars is underway. Every AGA member is challenged to recruit at least one new member before the close of the membership year on April 30, For more information on the campaign (including the prizes offered!), visit national s website at mem_campaign.aspx. I hope to see you at an upcoming Chapter event and until next time May your holiday season be filled with wonder! - Julie AGA White Paper Outlines Top Issues in Accountability Profession For the third year, AGA brought together more than 100 leaders in government financial management at its annual Professional Development Conference & Exposition to discuss challenges facing the profession. The result of the wide-ranging discussions is the 2006 White Paper. It outlines how four task forces plan to tackle issues in Human Capital, Education & Research, Performance Reporting and Citizen- Centric Government. The task forces reported on the progress they have made and also developed new initiatives to move the profession forward.
