This is a fantastic opportunity to network with fellow government financial professionals. The party will offer great food and an opportunity to assist others who are less fortunate. The party will benefit Christmas in the City once again. Christmas in the City is a local organization that provides a fun holiday party for children and their parents living in local homeless shelters. We encourage attendees to consider bringing a new, unwrapped toy and/or personal hygiene item to donate to Christmas in the City. Any items to donate to the annual Community Service fundraising raffle would also be greatly appreciated. The Boston Chapter thanks you in advance for your help with this initiative. On another matter, the Education Committee has been working diligently this year to ensure that members receive quality continuing professional education (CPE) training in the areas of government auditing, accounting and financial management, particularly those that emphasize accountability and transparency. Training events for the upcoming months will include an audio conference at the Federal Reserve Bank of Boston on December 16, 2009 featuring the latest trends in occupational fraud. Special Agent William Rose of the FBI (retired) will start off the session by sharing his professional experience with occupational fraud. This event will offer 3 CPE s. On January 21, 2010 the Boston Chapter will host our Winter Seminar on IT Security and Management at the JFK Building. Please be sure to check the training schedule in our newsletter and on our website for future events and dates. 2 The Boston Chapter of the AGA will host its annual Holiday Party / Charity Fundraiser on December 3, Maggiano s Little Italy Restaurant in Boston is always a great host with excellent food. This event is our major annual charitable fundraiser. This year, we are sponsoring a raffle at our Annual Holiday Charity Luncheon. Items will include gift certificates, admission tickets to sporting events, museums, wine and other prizes. We will donate the proceeds from our auction to Christmas in the City, a local organization that provides a fun-filled party for children (and their parents) from local homeless shelters. We are asking attendees to please consider bringing a new, unwrapped toy and/or personal hygiene items to the luncheon. 7 How Do I Maintain a CGFM? To retain the CGFM certification, all CGFMs must adhere to the AGA s Code of Ethics. In addition, to continue using the CGFM designation after their name, CGFMs must be in an active status. To maintain the CGFM certification in an active status, CGFMs are required to: Pay the CGFM renewal fee by the due date every year. The Certified Government Financial Manager Take the CGFM Examinations After the National Leadership Conference Don't miss the opportunity to take the CGFM Examinations and earn your CGFM after the annual National Leadership Conference (NLC). AGA is offering a twoday Intensive Review Course on Monday, February 22, 2010 and Tuesday, February 23, 2010 and an opportunity to take CGFM Examinations on February 24 25, The cost of the course is only $249 for qualified participants, and it offers 18 CPE hours. Complete at least 80 hours of continuing professional education (CPE) every two years in government financial management topics or related technical subjects (within the designated two-year cycle). Maintain and, if requested by AGA, provide detailed information on CPE hours completed. By submitting their annual renewal payment, CGFMs affirm that they have and will continue to abide by AGA s Code of Ethics and that they have fulfilled the minimum CPE Requirements. All active CGFMs must renew their certification annually. At the beginning of each year, invoices will be sent to all active CGFMs. Annual CGFM renewal payments are due by March 31. AGA reserves the right to periodically adjust the renewal rates. CGFMs must promptly notify AGA of any change of mailing address. It is the responsibility of each CGFM to pay the annual CGFM renewal fee, even if that individual did not receive an invoice from AGA.. All active CGFMs are required to complete at least 80 hours of continuing professional education (CPE) every two years in government financial management topics or related technical subjects. The 80 CPE hours must be completed within the CGFM s twoyear CPE cycle Special Bonus: the CGFM Examinations are offered at no cost to course attendees. This course is designed as a supplement to previous preparation for the CGFM Examinations, so this is a perfect opportunity for those individuals who have already attended GFM training courses or have been preparing by using the CGFM Study Guides. Enrollment is limited and participants must first apply and be accepted into the CGFM Program, so don't delay. More information and a registration form for this event are available on AGA's website. The CGFM Exam The three comprehensive examinations that make up the core requirement of the CGFM program are: Examination 1: Governmental Environment Examination 2: Governmental Accounting, Financial Reporting and Budgeting Examination 3: Governmental Financial Management and Control Each of the three separate examinations is structured to require a candidate to demonstrate primarily a general familiarity, understanding and appreciation of the subject area. However, portions of each examination, particularly Examination 2, requires a more detailed knowledge of specific techniques, standards, procedures and practices unique to either the federal government or state and local governments. 10 CEC Meeting Highlights The Boston Chapter of the AGA Executive Committee met on November 3, The following items were discussed: The Education Committee discussed its planning for the upcoming year, highlighting the full day seminar planned for January at the JFK Federal Building. The majority of sessions were finalized for the Regional Professional Developmental Conference at Bentley University in March. Discussions were held regarding the number of sessions that the chapter holds during the year. CGFM Coordinator reports were presented and received. The nominating committee started work to prepare a slate of officers for the program year. Treasurer s and membership reports were presented and received. The next Executive Committee meeting will be held on Tuesday, December 15, To keep track of where Santa is on Christmas Eve go to Trivia Answer Jimmies (I thought those were chocolate sprinkles) Dear Editor - First published in The New York Sun in I am 8 years old. Some of my little friends say there is no Santa Claus. Papa says, If you see it in The Sun, it s so. Please tell me the truth, is there a Santa Claus? Virginia O Hanlon Virginia, your little friends are wrong. They have been affected by the scepticism of a sceptical age. They do not believe except they see. They think that nothing can be which is not comprehensible by their little minds. All minds, Virginia, whether they be men s or children s, are little. In this great universe of ours, man is a mere insect, an ant, in his intellect as compared with the boundless world about him, as measured by the intelligence capable of grasping the whole of truth and knowledge. Yes, Virginia, there is a Santa Claus. He exists as certainly as love and generosity and devotion exist, and you know that they abound and give to your life its highest beauty and joy. Alas! how dreary would be the world if there were no Santa Claus! It would be as dreary as if there were no Virginias. There would be no childlike faith then, no poetry, no romance to make tolerable this existence. We should have no enjoyment, except in sense and sight. The external light with which childhood fills the world would be extinguished. Not believe in Santa Claus! You might as well not believe in fairies. You might get your papa to hire men to watch in all the chimneys on Christmas eve to catch Santa Claus, but even if you did not see Santa Claus coming down, what would that prove? Nobody sees Santa Claus, but that is no sign that there is no Santa Claus. The most real things in the world are those that neither children nor men can see. Did you ever see fairies dancing on the lawn? Of course not, but that s no proof that they are not there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world. You tear apart the baby s rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived could tear apart. Only faith, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, Virginia, in all this world there is nothing else real and abiding. No Santa Claus! Thank God! he lives and lives forever. A thousand years from now, Virginia, nay 10 times 10,000 years from now, he will continue to make glad the heart of childhood. Page 10

Chief Financial Officer Leadership Certificate The U.S. CFO Council and DOD Comptroller sponsor the new CFO Academy at the National Defense University located at Ft. McNair in Washington. The Academy's focus is the CFO Leadership Certificate program which is a highly regarded graduate education program sponsored by the Council comprised of eight courses for GS-14 and GS-15 and O-5 and O-6 personnel aspiring to be senior leaders in Federal financial management.
