Candidate Biographical Information 2015 WPHA Slate of Candidates PRESIDENT ELECT LINDA CONLON Director/Health Officer Oneida County Public Health Department BA, Nursing, College of St. Scholastica MPH, Walden University WPHA-WALHDAB Public Affairs Committee (current, WALHDAB representative) As President Elect I will dedicate my leadership towards the continuation of reaching WPHA s strategic plan goals. For the duration of my term, I propose we focus on three priority areas: policy implementation, assuring a competent workforce and increased member participation. WPHA s efforts to increase public health s visibility, both in our communities and with our legislators, have not gone unnoticed. Let us not lose that momentum! We need to continue work towards implementing public health policy that promotes the health of the state of Wisconsin. I would like to increase WPHA s role in assuring a well-trained and competent public health work force, equipping the next generation of public health professionals to be successful. Finally, I would like to see an increase in participation of our members, as well as an established relationship between WPHA and WALHDAB. KRISTEN GRIMES Senior Project Manager Children s Health Alliance of Wisconsin BS, Community Health, UW-La Crosse MA, Organizational Management, University of Phoenix At-Large Representative (June 2014-current) WPHA-WALHDAB Joint Public Affairs Committee (2013-current; Co-Chair 2014) Workforce Development Committee ( ; Co- Chair ) Annual Conference Committee (variety of conferences between ) It is exciting to see how WPHA has evolved since I entered the public health field in 1999, both in programs and membership. We need to build on our successes and embrace creative partnerships that drive Wisconsin to a place of health and wellness. We cannot do it alone, but WPHA should lead efforts to ensure public health remains an integral part of health care and health care funding. During my term I will devote my energy toward the following: 1. Increase WPHA s influence in Wisconsin as a leader in public health policy and practices. 2. Engage existing WPHA members in a variety of activities, programs and networking opportunities. 3. Continue to expand WPHA membership to more fully engage both governmental and nongovernmental public health. I am truly honored to be considered for President Elect and I look forward to working with all of you to enhance WPHA s impact on the health of all people in Wisconsin. Thank you. 1 Page
SECRETARY DIANE (DEE DEE) DOWNIE Lieutenant in the United States Public Health Service, employed by the Centers for Disease Control and Prevention, in the Office of Public Health Preparedness and Response, Division of State and Local Readiness and assigned as the Public Health Advisor to the Wisconsin Division of Public Health, Office of Preparedness and Emergency Healthcare BA, Biology, St. Olaf College MPH, Infectious Diseases and Microbiology, University of Pittsburgh Certificate in Public Health Preparedness and Disaster Response, University of Pittsburgh Annual Conference Committee Co-Chair (2011- present) I am most interested in: Expanding WPHA membership to include members from other disciplines by enhancing current activities to provide additional valueadded. Working across public health programs to leverage resources and community partnerships. Creating a WPHA member inventory of skills and experience, so that we may better utilize the strengths and expertise that we already have. DUSTIN YOUNG Manager Institute for Wisconsin s Health, Inc. and Gray Horse Consulting BA, Marquette University Member 2012-present At the Institute for Wisconsin s Health and Gray Horse Consulting, effective communication with our local, state, tribal, and organizational partners is the key element of my day-to-day work. Listening carefully to their input and responding to their needs in order to help them achieve their organizational goals is what I strive to accomplish, both on an individual and organizational level. As Secretary, I will bring that same dedication and attention to detail to the Board of Directors. I will be a careful listener and effective steward of records in order to facilitate strategic decision-making and action. In doing so, I hope to help ensure that WPHA continues to provide a high level of service to its members and partners. 2 P age
APHA REPRESENTATIVE ELISE PAPKE Senior Public Health Specialist/Instructor UW-Milwaukee Joseph J. Zilber School of Public Health DrPH, University of Illinois at Chicago School of Public Health MPH, Yale University President-Elect, President, Past-President ( ) Southeast Regional Representative (2010) Annual Conference Committee ( ; Co-Chair ) WPHA Representative, Wisconsin Practice Based Research Network ( ) The position of Affiliate Representative to the Governing Council (ARGC) offers a unique opportunity to bridge state, regional and national perspectives on current public health issues. As ARGC, I would bring APHA issues to WPHA members, taking action on resolutions and other matters based on this input. I would participate in ongoing dialogue and action at the Great Lakes Public Health Coalition (GLPHC) about regional issues such as HIAs, workforce development, and specific policy initiatives. Finally, I would represent the interests and concerns of WPHA in discussions at APHA. All these discussions at WPHA, GLPHC and APHA inform each other, and I would hope to contribute to the work of each by representing WPHA and collaborating with the regional and national public health community. I am honored to be the nominee for ARGC following Liz Zelazek and Peggy Hintzman. It is my goal if elected to continue the tradition of strong leadership from Wisconsin at the GLPHC and APHA. 3 P age
AT-LARGE REPRESENTATIVE JAN KLAWITTER Public Affairs Manager Wisconsin State Laboratory of Hygiene/UW-Madison BA, Northern Illinois University MA, Northern Illinois University Treasurer ( ) At-Large Director ( ) WPHA Representative to UW Partnership Program s Public Health and Training Subcommittee ( ) Public Affairs Committee and WPHA-WALHDAB Joint Public Affairs Committee (member 2000-present; Chair of PA and Co-Chair of Joint PA Committee , 2013) Marketing and Communications Committee (Co- Chair, ) Public Relations Committee ( ) My former boss had an interesting saying May you live in interesting times. I think it is actually an old Chinese proverb, but it is relevant today to Wisconsin, WPHA, and the broad public health system. As an At-Large Representative on the Board I see my role as supporting the committees and sections where much of the good work of WPHA happens. One idea I d like to explore is having regional get-togethers for members in between the annual conference, for networking, idea sharing and socializing. DAVID PLUYMERS Wisconsin Division of Public Health, Southern Region Director Wisconsin Department of Health Services BS, Biology, Hope College, Holland, Michigan MS, Technology and Human Affairs, Washington University, St. Louis, Missouri Member since 2013 As a member of the WPHA Board, I would like to accomplish the following: a. Contribute to the development of a futureoriented vision and strategic course for public health in Wisconsin. I would strive to convene government, academic and community-based public health system partners with private sector primary care organizations to develop a shared sense of population health that will benefit all the people of Wisconsin. b. Ensure improved and full communication and understanding among the federal, state, local and tribal sectors of Wisconsin s governmental public health system. c. Encourage the transformation of public health research findings into innovative and improved public health practice and public health systems at the state, local, tribal and community levels. 4 P age
SOUTHEASTERN REGIONAL REPRESENTATIVE MARY JO BAISCH Associate Professor University of Wisconsin Milwaukee PhD, University of Wisconsin-Milwaukee MS, University of Michigan BSN, Mercy College of Detroit WPHA member since 2000 APHA Public Health Nurse Creative Achievement Award (2009) Nominations Committee ( ) Member Awards Committee WPHA-WALHDAB Public Affairs Committee ( ) I have been a member of several WPHA committees and would like to serve now at the Board of Directors level as the Southeastern Regional Representative. I recently served as the Chairperson of the Wisconsin Public Health Council, having served on the Council between This experience provided a broad overview of the health issues in Wisconsin and would like to continue to promote the health of Wisconsin residents at a state level. Furthermore, I have experience in community health planning both locally and statewide. I was Chairperson of my local health Board of Health as we consolidated our health department into an expanded North Shore Health Department. I still serve on that Board of Health. I also worked on both the 2010 and 2020 state health plans. As a member of the board, I will work to help articulate the successful outcomes of public health interventions to build support across both public and private organizations. ERICKA SINCLAIR Specialty Clinic Operations Manager Milwaukee Health Services, Inc. MPH, focus on Infectious Disease, Emory University MS, Clinical Laboratory Sciences, UW-Milwaukee BA, UW-Madison Southeastern Regional Representative (2014-present) Member (2001-present) -- I would like to engage currently community-level activists that have proven to be non-traditional partners in public health to become actively involved in the goals and efforts of WPHA. -- I would also like to contribute to the creation of ongoing membership campaigns to recruit and mentor public health supporters from healthcare students (medical and dental), community health workers, community advocates / activists. The active mentoring would involve highly engaged WPHA members who will share with mentees their own knowledge and experiences in such topics as public health principles and health care systems and everyone s collective and individual role in making all of it effective. -- WPHA has such a rich and deep gift to share with all of its knowledge and connections throughout Wisconsin. We just need to figure out a way to make it known to everyone else that is already community-level engaged. WPHA can be their platform for bringing issues forth and they can be the pathway by which WPHA activates and empower communities of people to make real-time changes on the frontlines through their circles of influence. This is such a powerful opportunity within which I am excited to be engaged. 5 P age
NOMINATING COMMITTEE MARY DORN Public Health Manager/Health Officer Outagamie County Health and Human Services BSN, Bellin College of Nursing Currently enrolled in MPH program at Medical College of WI WPHA-WALHDAB Public Affairs Committee (current, WALHDAB representative) I have been working in public health for more than 15 years and have been a long time member of WPHA and hope to become more active in our professional organization. As a member of the Nominating Committee I hope to become more actively engaged in the activities of WPHA. LIESKE GIESE Director/Health Officer Eau Claire City/County Health Department BA, Nursing, College of St. Catherine MS, Public Health, University of North Carolina Chapel Hill Public Affairs Committee (1980s) Conference Planning Committee Committee I am excited to help work with a team to find an amazingly strong slate of candidates for the election. There are many dedicated people working across the state to improve the health of populations. Getting them to participate actively in WPHA through serving in an elected leadership position will be a wonderful way to continue to build the organization. KATE KONKLE Community Coach/Associate Researcher UW Population Health Institute (County Health Rankings and Roadmaps) MPH, University of Alabama at Birmingham BS, Human Development and Family Studies, Penn State Founding Chair of the Early Career Professionals Group ( ) The strength of WPHA stands in a broad and diverse membership. One step towards creating a more diverse membership is to develop diversity among the organization s leadership. I d like to work to expand the view of the public health workforce and include more individuals often considered to be non-traditional partners as part of the organizations leadership. AMY OLEJNICZAK Project Director Wisconsin Alliance for Women s Health MPH, UW-Madison MS, Family and Consumer Communication, UW-Madison BS, Family and Consumer Communication, UW-Madison MCH Section (Co-Chair, ) Membership Committee ( ) As part of the nominations committee, I look forward to furthering the success of WPHA as a change-making professional organization through the development of passionate, dedicated, diverse leaders from a variety of public health backgrounds, environments, and initiatives. I believe that a variety of voices brought together is the most effective way to create meaningful impact and I am dedicated to ensuring that WPHA is represented with both experienced and spirited new leaders. JULIE WILLEMS VAN DIJK Co-Director, County Health Rankings and Roadmaps UW Population Health Institute PhD, UW-Milwaukee MSN, UW-Oshkosh BSN, UW-Eau Claire Nominating Committee ( ; Chair 2011) To inspire others to serve WPHA. 6 P age
