4 AIDSWatch 2017 March 27 th and 28 th, 2017 in Washington, DC Presented by The Elizabeth Taylor AIDS Foundation Largest annual constituent-based national HIV/AIDS advocacy event, held for 21 years 400+ participants from over 30 states and territories Goal: educate Congress about the important issues at stake for people living with HIV/AIDS in the United States.

6 AIDS United AIDS United s mission is to end the AIDS epidemic in the United States through strategic grantmaking, capacity building, policy/advocacy, technical assistance and formative research.

7 Treatment Access Expansion Project Treatment Access Expansion Project (TAEP) is committed to bringing together advocates, consumers, providers and government to improve the health of people living with HIV, HCV and other chronic health conditions by expanding access to high-quality and affordable healthcare, reducing health disparities, and supporting community education and advocacy capacity that contributes to a more equitable individual and public health environment.

8 US People Living with HIV Caucus The United States People Living with HIV (PLHIV) Caucus is a group of organizations, coalitions, networks, client groups and individuals with HIV who advocate for PLHIV in the U.S. Formed in January 2011, the Caucus includes diverse and accountable representation by people living with HIV from throughout the United States.

15 Scheduled Legislative Visits Scheduled by Raben Group (consulting company). You are NOT responsible for scheduling meetings with legislators You will receive an from the Raben Group on the Friday or Saturday before AIDSWatch confirming your scheduled meetings. If your state has a coordinator, you will be contacted via to communicate the schedule for your state and they will keep you up to date with any last minute changes. Not all states have coordinators (especially if a small delegation) State delegations will review the schedule of visits on Monday March 27 th at lunch You are expected to attend all meetings you are scheduled for.

16 What to Expect. Your State Coordinator should have been in touch with you before 3/24/2017. Some states do not have coordinators so smaller delegations will be partnered with other states. That you will have the cell phone number of your state Coordinator in case you have questions or scheduling changes That you will be intentionally included in state policy conversations Clear roles and expectations for visits, who is the lead, who takes what policy points Buddy system or leave no advocate behind

17 Meaningful Involvement and Engagement in AIDSWatch Ensure that people living with HIV are a part of the advocacy process, that their voices are heard and help define policy That a diversity of people living with HIV are in DC and prepared to speak for their needs and the needs of their community Communities most impacted by HIV are at the center of the conversations with Legislators to the extent they choose to be. Specifically Youth, Immigrants, People of Trans Experience, People of Color, new participants, people living with HIV and Women. That intersectionality is respected and not diminished. Participants will be intentionally included, strive for an equal playing field for participants Attend to power and privilege dynamics

18 Policy Priorities for AIDSWatch 2017 Affordable Care Act (ACA ), the Ryan White Program, and ongoing Health Reforms Quality Sexual Health Education Ending HIV Criminalization Funding for the Federal Response to the HIV Epidemic Now is the time to make this unprecedented opportunity of ending AIDS in American a reality.

19 Policy Priorities The Affordable Care Act(ACA), Ryan White Program, and ongoing health reforms 1. Protect Medicaid Expansion and Traditional Entitlement Funding 2. Ensure Financial support for access to high-quality health insurance 3. Defend Consumer Protections in Private Insurance 4. Address Cost Sharing as a Barrier to HIV Treatment 5. Continue investing in the Ryan White Program

20 Policy Priorities Comprehensive Sexual Health Education 1. Support increased funding for the Teen Pregnancy Prevention Program and the Division of Adolescent and School Health in FY2017 and FY Continue authorization of the Personal Responsibility Education Program (PREP) beyond Eliminate federal funding for abstinence only until marriage programs by repealing Title V state-grant abstinence education program & end funding for Abstinence-Only-Until-Marriage (AOTM) programs 4. Co-sponsor Real Education for Healthy Youth Act (REHYA)

21 Policy Priorities Ending HIV Criminalization 1. Address the Consequence for Public Health, Health Care Providers, and Legal Services 2. Support the REPEAL HIV Discrimination ACT in the House and the Senate

24 Tips on Talking to Legislators Don t be late, plan on arriving 5-10 minutes early Be professional, have business cards Introduce your delegation, state if you are in their district Delegate people who will talk about particular issues. Start by talking about two topics, then ask if they would like you to continue to fill them in on others. Make it personal, why this specific issue affects you as a person living in their district or state Be focused, you are there to talk about HIV/AIDS, focus on that Have a HARD ask, something specific you want them to do, wait for their response, don t let them off the hook Give them your briefing packet at the end of your visit Thank them for their time and attention Ask to take a picture and post it on social media write a thank you
