1 Review Protocol for Radiation Thermometry CMCs 1. Scope: To provide a method of reviewing thermometry CMC s in the sb-field radiation thermometry for acceptance in Appendix C of the KCDB. The CMC review protocol described in this docment is primarily designed for se dring the inter-review of the CMC s by the RMOs and by the inter-rmo CMC review committee. These are the last phases in the review process of the CMC s. Earlier steps are the sbmission within the RMO and the review by the RMO. Then follows the inter-review process where the RMO review each others CMC s. Normally, most CMC s will receive an acceptance dring the inter-review of the CMC s by the RMO s. The inter-rmo CMC review committee shall review only those CMC entries that are labelled nder review from the RMO CMC review process. After the CMC review process is completed, the CMC s are sbmitted for general acceptance to the JCRB. The inter-rmo CMC review committee shall consist of the RMO Thermometry Working Grop Chairperson. Each chairperson may se experts from their respective RMO to assist in the inter-rmo CMC review committee review process. The inter-rmo CMC review committee shall review only the nder review CMC entries from the inter-review CMC process. For those CMC entries not receiving an acceptance from the inter-rmo CMC review committee, the NMI will be notified of which CMC entries reqire modifications to their ncertainty claims. The inter-rmo CMC review committee shall not decide what new vale to give to the ncertainty entry to achieve an acceptance to the CMC entry, as that is the responsibility of the NMI. The CMC review process is not to blntly increase ncertainties. In sch case the ncertainties become sbject to political, rather than scientific argments. The discssion mst have a scientific basis: If dring the CMC review any lab is asked to increase ncertainty claims it mst be on the basis that a claim is clearly proven inconsistent. At this point, the NMI has the option of either sbmitting a new CMC entry to the inter-rmo CMC review committee for another review or sbmitting the nder review CMC entry to the JCRB throgh their RMO for resoltion. These criteria take into accont the special sitation in radiation thermometry where the reslts of Key Comparison 5 are directly applicable only for service category.5.3. At the time of writing of this docment, there are no key comparisons to evalate Service categories 1 radiation thermometry CMC s. In regard of this fact an ncertainty was set below which significant evidence mst be provided to spport CMC s. Each NMI shall, however, have participated to a docmented radiation thermometry comparison before December 004. CMC s entries nder Service Category 1.5 mst be reviewed by CCT WG8.

2 . Acceptance Criteria and Scoring System The CMC review protocol is primarily designed for se dring the review of the CMC s by the RMOs and by the inter-rmo CMC review committee. Normally, most CMC s will receive an acceptance dring the review of the CMC s by the RMOs. The scoring system simplifies the process of deciding which CMC receives "acceptance". Those CMC s not receiving "acceptance" will receive an "nder review" stats..1 s for Service Categories for realizing ITS-90 (1.1., 1.., 1.4).1.1 If the ncertainty is larger than the ncertainty category of CCT (Table 1) the entries receive an acceptable rating..1. If the ncertainty is smaller than the ncertainty category of CCT (Table 1) the ncertainty claim reqires scrtiny by the inter- RMO CMC review committee. > NMI CMC. NMI claiming CMC s for Service Categories Disseminating ITS-90 (.5) in the temperatre range t > 960 C..1 If the ncertainty is larger than the ncertainty category of CCT (Table 1) the entries receive an acceptable rating... If the difference between the NMI Key Comparison 5 reslt and the KCRV is within the k= ncertainty [which incldes, Key Comparison (e.g. transfer standard), and KCRV ncertainties], the entry ncertainty is not smaller than the NMI KC ncertainty claim, and the ncertainty claim is not less than one third of the combined Key Comparison and KCRV ncertainty, then the ncertainty is deemed acceptable.

If the NMI is nknown to the reviewing RMO, then the reviewing RMO may ask for appropriate docmentation (e.g. papers and talks by staff, staff training records).
