GENERAL OVERVIEW Foot-and-mouth disease (FMD) virus pools: world distribution by serotypes in (Map 1) Pools represent independently circulating and evolving FMDV genotypes; within the pools, cycles of emergence and spread occur that usually affect multiple countries in the region. In the absence of specific reports, it should be assumed that the serotypes indicated below are continuously circulating in parts of the pool area and would be detected if sufficient surveillance was in place (Table 1). This significant event indicates virus spread from pool 2 (South Asia) to the most Western country in pool 3. POOL 5 Cameroon 3 Three new outbreaks detected in late October. 6 III. DETAILED POOL ANALYSIS A. POOL 1 Central /East Asia Russian Federation 1 One new FMDV type A outbreak have been reported in Zabajkal skij Kray, Starotsuruhaitui, Priargunsky District, in October 2013 (Map 2). Cattle were reportedly the only affected species. The outbreak is located near the Chinese border. The diagnosis was confirmed by FGBI ARRIAH as type A of FMDV. The other outbreak shown on the map is also in Zabajkal skij Kray, Duroy, Priargunsky District. This disease event started in September but was confirmed and notified to the OIE in October. In this outbreak, 84 cattle of 162 had clinical signs. No other susceptible species were involved. POOL 2 South Asia Global Foot-and-Mouth Disease Situation India: 2,7 In the month of October, the FAO reference laboratory PD-FMD (Mukteswar), analyzed 167 samples for virus serotype confirmation. The molecular epidemiological studies were carried out for 27 type O isolates, from Madhya Pradesh, Asom, Karnataka, Odisha and Uttar Pradesh and revealed the circulation of Ind2001 lineage FMD virus in the country. (South Asia is known to be an FMD endemic area but very limited data on serotypes is available (Map 4). Map 4: FMD distribution by serotypes The PD-FMD at Mukteswar (FMD Reference laboratory for South Asia) is active in this region and is requested to provide information on FMD circulation that will assist improved understanding of virus circulation.) FMD history in the past 2 years is given in Map 5 and Table 3. 9 C. POOL 3 West Eurasia & Middle East Libya: 1,2,4,7 Serotype O viruses from Libya were found to be related to viruses from an Indian FMD sublineage (Ind- 2001d KAR-13 ). This is a significant finding as it is evidence of virus spread from pool 2 (South Asia) to North Africa. Thanks to the collaboration of the PD-FMD (Mukteswar), which shared virus sequence data with the WRL Pirbright, a detailed phylogenetic analysis was conducted, showing that these Libyan type O viruses are most closely related to an Indian lineage designated by PDFMD as Ind2001 KAR-13. The Libyan viruses share 98.9% identity at VP1 with the closest relative in this lineage. The Libyan viruses were serotyped in IZSLER Brescia before being sent to WRL Pirbright for phylogenetic analysis and vaccine matching, with sequence data from India shared by PD-FMD Mukteswar. This demonstrates a very positive example of international cooperation between FAO reference laboratories. The route by which the viruses travelled from India to Libya is not yet clear, nor is it clear how widely distributed this lineage may be in Libya. Laboratory, Nairobi tested 33 samples for FMDV antigen and/or RNA detection in October, and identified the following serotypes : O (4 samples), SAT1 (9 samples) and SAT2 (4 samples). 12 D. POOL 5 West / Central Africa Cameroon 3 : National Veterinary Laboratory (LANAVET) reported that in late October there were 3 FMD outbreaks in Cameroon. Samples were collected and the testing is ongoing. Foot and mouth disease is endemic in West Africa. Most South America countries are FMD free with (Uruguay)/without (Chile, Guyana) vaccination or with free zones with/without vaccination.
