3 December 2018 SIGN LANGUAGE PAGE 3 The purpose of The Sign Exchange is to provide a forum for sign industry equipment manufacturers, distributors, and vendors to connect with owners and staff of sign companies. The goal of The Sign Exchange is to provide a valuable how to both exhibitors and attendees to include information, education, networking opportunities as well as entertainment. The result is to raise funds for the continued efforts of The USSC Foundation, whose mission is to educate and provide objective research for the betterment of the sign industry. The Foundation also provides solution-based resources to sign company owners in the areas of zoning, permitting, electrical safety as well as general business issues. While final attendance is currently under review, the Foundation estimates a substantial increase in registered attendees as compared to previous years, with over 60 exhibitors present, making The Sign Exchange the largest Northeast sign trade show, and is very accessible to Mid-Atlantic attendees. Show dates are positioned to optimize "end of year purchases" which typically yield "best pricing" from manufacturers as well as an opportunity for sign owners to take advantage of Section 179 of tax code which allows for depreciation write off in current tax year show is still in the planning stages with final date to be finalized, however, it is the intent for the show to once again take place in November at Harrah's Resort & Casino in Atlantic City. On all accounts, the 2018 Sign Exchange was a great success with tremendous positive feedback from both exhibitors and attendees. The USSC Foundation Board of Directors looks forward to growing both awareness and attendance of this show. 5 April September December SIGN LANGUAGE PAGE 5 "What's up with the USSC Foundation" USSCF Research at work USSC Foundation Model Sign Code in Maryland When the City of Havre de Grace, a town of approximately 12,000 located at the top of Chesapeake Bay in Maryland, was researching sign codes for a pending sign ordinance revision, they discovered the USSC Foundation Model Sign Code. Although Havre de Grace is an historic town (est. 1785) known for fishing and hunting, it is a growing community in the 21 st Century. Like many smaller towns, there was no budget to hire expensive outside consultants to help rewrite the existing sign code, and town planners turned to the USSCF Model Sign Code for a template. The USSCF Model Sign Code was written for just this type of application. The intent was to give any user - a sign company or planner or a local town a nuts-and-bolts framework for code revisions. It is a ready to-use model ordinance that can be customized by any particular jurisdiction. It includes illustrations and images that can be embedded in a sign code for clarity, and it is all provided by the USSC Foundation at no charge to the user. Users are permitted to use the Code, copy the Code, make changes to the Code, and use the illustrations free from copyright infringement as a part of a sign code revision or creation of a new sign code. The USSC Foundation Model On-Premise Sign Code is based on USSCF research on the design characteristics of on-premise signs. The provisions are grounded on scientificallyverified sign standards, how they impact both aesthetics and traffic safety, and provide a legal framework for "time, place, and manner" regulations post-reed vs. Town of Gilbert. Lenny handled approval of most sign permits, being a unique government employee gave quick decisions. If a sign permit could not be approved he gave advise of what needed to be done for approval. Lenny will be misted by us all. With no connection to Lenny's death, Baltimore County recently increased the fees for sign and electrical permits. Also recently Prince George's and Montgomery County now require all sign permit drawings to carry engineering certification. Even for non illuminated wall signs with no projection and letters. Obviously this relieves them from liability. Increasingly more municipality's are requiring more permits to be filed on line, this move helps them, but doesn't help the filing process for the sign contractor' as a trip is required to the permit office to expedite approval.
