Welcome, Apologies and Introductions Martin Hunter welcomed everyone to the meeting and noted apologies as detailed above. Martin also welcomed David Taylor and Julie Tosh from Dumfries PPF who were there to observe the meeting. Martin advised that the group were very pleased to welcome back Ina Paton. Martin then thanked Elaine Steven from Crohn s and Colitis UK and Ian Young, Jack Bennie and Agnes Slimen from Irvine Beat for coming along, before handing the meeting over to Elaine to begin her presentation. 1
2 2. Crohn s and Colitis UK Elaine Steven Elaine began by thanking the group for inviting her and advised that her role as Development Officer was to work with volunteers and to raise the profile and develop the charity in Scotland. She explained that there are two main forms of inflammatory bowel disease (IBD) ulcerative colitis and Crohn s disease. Ulcerative colitis affects the colon (large intestine) and Crohn s disease affects any part of the digestive system. IBD is different from Irritable Bowel Syndrome (IBS), it often runs in families and there is no cure. Symptoms include diarrhoea, extreme fatigue, eye and skin problems, slowed growth in children, aching joints, ulcers, rashes and severe pain. Causes include genetic factors and abnormal immunity, eg reaction to intestinal bacteria. Possible triggers include viruses, bacteria, diet, stress, smoking and environment. 240,000 people are affected in the UK and there is a higher incidence in Scotland. Both sexes and any age group are affected, although it can often be teenagers or people in their 20s. Yorkhill is reporting an epidemic of Crohn s in children, with one child a week being diagnosed. Crohn s and Colitis UK is a membership Association which offers a variety of information and support. It campaigns, raises political awareness, raises research funds, gives Personal Grants, works with health professionals and patient panels, and provides volunteering opportunities. It also has links to European and International bodies. There are 31,000 members in the UK - the helpline takes 7,000 calls and the website has 400,000 visitors per year. 40,000 booklets/information sheets are provided and there are 71 local groups and 1000 volunteers. 12,000 supporters help with fundraising and over 6 million has been raised for research grants. An current research project is on Managing Fatigue in IBD it is being funded by the Big Lottery. More details can be found on the website Elaine advised that high profile celebrity support has really helped young people cope with IBD. An Ayrshire & Arran group is in the process of being set up which will provide information and support to people affected by IBD. The PPF offered to support the group by publishing an article in a future PPF News Update and by highlighting it on the Ayrshire Health Partnerships website - A link to Crohn s and Colitis UK could also be placed on the website. Irvine Beat Ian Young and Jack Bennie Martin handed over to Ian Young form the Community Development team at North Ayrshire Council who provided members with the background to Irvine Beat, explaining that they have existed for 5 years and they have been broadcasting each year during August to tie in with the Marymass, under a restricted service licence (RSL). They have applied for a full-time licence and hope to be broadcasting permanently by January Ian then introduced Jack Bennie, Station Manager and Agnes Slimen, Volunteer Co-ordinator. Jack explained that Irvine Beat FM is a Community Radio station based in Irvine, targeting Fullarton, Harbourside, Redburn, Vineburgh and Castlepark. They are a registered charity, governed by Ofcom. Emphasis is placed on engaging with the most socially excluded, the long term ambition being to improve their health and wellbeing. The targeted areas have a population of 11,221 but there is a potential audience of 17,000 from the surrounding area. The radio station resulted from consulting with local people which highlighted that health was one of their main concerns. The station, which combines popular music (70%) with speech (30%), has the facility to broadcast 24 hours a day. It includes issues affecting the local community as it is important to connect with them. Volunteers are working closely with schools, community associations/other partners and service providers to promote health and wellbeing. Partnership working is helping to increase the listener base. Commercials are made locally to promote the community and voluntary sector and health professionals are invited to take part in live or pre-recorded interviews. There are also regular features and health advertisements. All of these are delivered free. Jack explained that funding is obtained through local business advertising, partners and funding sources like Awards for All. They also hold fundraising activities, as well as receive donations and sponsorship. The station has been able to demonstrate year on year progression with telephone and website activity increasing since It goes live this year on 4 th August and the PPF offered to promote this in the Summer PPF News Update due to go out on 25 th July. Ian to provide an article. Ian/ Martin thanked Ian, Jack and Agnes for coming along. 4. Notes of Previous Meeting 29 th May 2012 and Matters Arising Alex Paton proposed the notes of the meeting held on 29 th May as an accurate record and this was seconded by Gibby Trusdale. 3

PPF Members Reports The following reports were provided: a) Ayrshire Work, Health and Wellbeing Event 17 th May b) Clinical Resource Group 29 th May c) Car Parking Group 6 th June d) Arran Public Reference Group 8 th June e) CHP Forum 12 th June f) Capital Projects Programme Board 13 th June g) Integration of Health and Social Care Scottish Health Council Regional Events 4 th and 5 th July Additional comments: Item 5c: Car Parking Group The consultant report is awaited and the group will work through the options when they meet at the end of July. Item 5f: Capital Projects Programme Board It was highlighted that, following a Health and Safety Executive (HSE) Improvement Notice being served on Crosshouse Hospital relating to access for deliveries, a new road will be constructed behind the Lister Centre and Lister Street will be closed off at the bottom. It was also highlighted that as negotiations for funding to convert two redundant wards at East Ayrshire Community Hospital into a new dental facility have failed, the wards will be reinstated and a new base for the community dental facility will be sought. Item 5g - Integration of Health and Social Care Scottish Health Council Regional Events A joint written report from the Scottish Health Council events will be provided to the group for the next meeting by Sandra Monaghan, Sandra MacDougall and Willie Robertson. Sandra/ Sandra Mac/ Willie 6. Public Participation Officer s Update Thomson presented her update and discussed some of the detail with the group: Item 7: Meeting with McMillan regarding a Support Hub for Arran highlighted that initial discussions have begun for a McMillan support hub for Arran, similar to the very successful one that exists in Saltcoats. will provide progress updates. 4

Public Participation Officer s Update (Cont d) Item 14: Ayr Hospital Outpatient Reception Meeting highlighted that a meeting has been held at Ayr Hospital to discuss reception arrangements for outpatient clinic reception areas and to consider a self service kiosk. A similar meeting is to be held in Crosshouse. Item 22: Food Train highlighted that an Ayrshire-wide meeting is to be planned to discuss the possibility of a Food Train in Ayrshire. More details can be found on the website will advise on progress. 7. PPF Promotion/Marketing Update advised that the three Ayrshire PPOs will be meeting on 16 th July to discuss PPF Marketing. The PFPI Manager has provided comments on the ideas paper produced by North Ayrshire PPF and this will be discussed. will provide feedback at the North Ayrshire PPF Marketing sub-group meeting which is currently being planned for August. 8. PPF Annual Information Event Feedback There was general discussion about the PPF Annual Information event held on 18 th June in the Magnum. The group felt that the event went well. reported that 116 people attended and she has produced the initial evaluation results and they have been shared with the Core Group. Question 11 How would you rate the event overall? was discussed. 88% of people who responded rated the event at a 4 or a 5 (5 being very useful and 1 being not very useful). A debrief meeting of the event sub-group had been planned for 10 th July but had to be cancelled due to the number of apologies. will arrange a further meeting of the sub-group to discuss any lessons learned. 9. PPF Workplan A meeting of the PPF Workplan sub-group was held on 6 th July. The sub-group comprises: Children/Young People Sandra Monaghan Older People Janet Lacey and Sandra MacDougall Health Inequalities Alex Paton Alcohol & Drugs Willie Robertson Mental Health & Learning Disabilities Services Linda Currie PPF Development Martin Hunter 5
6 9. PPF Workplan (Cont d) Michelle Sutherland, CHP Facilitator agreed to talk to CHP leads for the Workplan topics to try to arrange meetings between the PPF lead and the CHP lead. Prior to these meetings, a short paper will be produced detailing the general background of PPFs, their aims, what our PPF has been doing locally and the explaining the PPF s role in supporting the CHP. Willie Robertson agreed to produce an initial draft for the sub-group. Michelle Willie 10. Core Group Member Information Sandra Monaghan has produced a draft template and this has been shared with the group. Members were asked for their opinions on the template and suggest any changes/improvements. Members were also asked whether the completed templates should be shared with all Core Group members or whether it should be for the PPO to retain and refer to as and when required. Views were requested as soon as possible so that a decision can be taken at the next meeting. All 11. PPF Slogan advised that the East Ayrshire PPO had collated the responses from the three PPFs on the slogan and that Get involved make a difference! had the most votes from Core Group members. The photos chosen for the Generic PPF leaflet were shared around the table. No concerns were highlighted. 12. Ayrshire Health Partnerships Website At the May Core Group meeting, Sandra Monaghan had asked for feedback from the Core Group on the layout and content of the Ayrshire Health Partnerships website and a sub-group meeting was set up to discuss it. The meeting was scheduled for 12 th July but has had to be cancelled due to the number of apologies. will re-arrange the meeting but in the meantime all Core Group members were asked to have a look at the website and let know what they think of it. A responses from all members was requested, even if they have no specific suggestions to make. All 6

Integration of Health and Social Care - Consultation A meeting was held on 6 th July to discuss the PPF s response to the CHP on the Integration Consultation and some members have provided input to this. It was agreed to request that all members respond with their views by 7 th August as the CHP Forum Representatives will hold a further meeting on 8 th August to complete the response. All Martin pointed out that the Integration Consultation has been extended by the Scottish Government until 11 th September and that an Easy Read version is now available. This means that we have more time to consider the proposals and provide a PPF response. It was noted that some Core Group members have replied directly to the Scottish Government. In relation of the Scottish Health Council/Scottish Government regional events, Sandra Monaghan and Sandra MacDougall had attended the event and Willie Robertson the Dumfries event. Written feedback will be provided as soon as possible. Ross McFarlane agreed to find out from the Scottish Health Council if the Core Group answered the four questions asked of the public at these events, would it be able to be fed into the consultation process. Community Planning Partnership Morna Rae provided a written report that was shared with the group. advised that she had been unable to attend the recent event on the Neighbourhood Planning Approach, as it clashed with the PPF Annual Information Event, but advised that she had requested feedback from the colleague who attended and that this would be shared with the Core Group. 15. Scottish Health Council Update Ross advised that the GP visits regarding patient groups are continuing. Martin Hunter asked if the information on which GP surgeries have a patient group could be shared with the Core Group and Ross replied that this would be done when the visits were complete. Ross provided copies of the New Farm Loch Report and has sent it out to the group. Ross will send copies of the hand washing posters to to send to the group. Ross Ross 7
8 16. Change Fund/Reshaping Older Peoples Services Michelle advised that the 2.24m received for the Change Fund this year has been allocated to priority areas. A launch for the new Dementia service has been held and the voluntary sector have held two sessions for community groups regarding lunch clubs. A further four sessions will be held. So far there are 20 notes of interest. The Scottish Government has raised concerns about the level of carers input in the North Ayrshire submission and a visit is planned to discuss this. The end of June was the end of the first quarter and performance is being reviewed for progress and delays in spending. Any funding not used will be taken back and re-allocated by the four leads - NHS, Local Authority, Third and Independent sector. 17. Island Health Delivery Models Arran and Cumbrae Arran - Janet Lacey had provided a report that has been shared with the group. Cumbrae - advised that a public meeting had been held on 30 th May, that it had been well attended and that a combined Steering/Public Reference Group had been held on 1 st June to discuss the issues raised at the public meeting. 18. Expenses The group were reminded that volunteers can claim expenses for attending meetings. 21. Any Other Business 21.1 Vice Chair Role Martin advised that William Marroni has resigned as Vice Chair of the Core Group. 8
9 21.1 Vice Chair Role (Cont d) The role of Vice Chair was discussed and members agreed that, in light of the fact that we have two co-chairs, William should not be replaced as Vice Chair Disclosure Checks advised that she had been asked to find out members views on whether or not they felt that new Core Group members should be disclosure checked. Ross advised that he had checked with the relevant Scottish Health Council Manager and had been advised that there is nothing to stop PPFs going down this route, however it would be up to PPFs themselves in light of the guidance that states that PPFs should be open to anyone who wishes to join them. Ross pointed out that Basic Disclosures do not show spent convictions. There was no concern from members about Core Group members being disclosure checked. The only issues that could be foreseen were the time it that takes for a disclosure check to be done and whether having to go through the Disclosure process might put some members off joining the Core Group Community Ward Leaflet highlighted that she is looking for members views on the draft Community Ward leaflet that had been sent out to them. Members to respond by the end of the week even if they have no comment to make. All 21.4 Ancho Community Link Project advised that the PPF has been invited to have a stand at an event being held by Ancho Community Link Project. It is being held on 10 th August from 11.00am until 3.00pm in the Redburn Centre, Irvine. Gibby Trusdale and Linda Currie offered to promote the PPF at the event. will contact the project to confirm our attendance. Gibby/ Linda/ 22.
