1 DRAFT MINUTES OF THE 8 TH ANNUAL MEMBERS MEETING HELD AT 7.30PM ON THURSDAY 25 TH SEPTEMBER 2014 AT THE CLATTERBRIDGE CANCER CENTRE Present: Alan White (in the Chair) 6 Board Members 12 Governors 13 Public members 7 Staff members Apologies: Board of Directors - Yvonne Bottomley, Peter Kirkbride, Gil Black, Alison Hastings, Phil Edgington. Item 1 Chairman s Welcome & Introduction Action Alan White welcomed everyone present to The Clatterbridge Cancer Centre NHS Foundation Trust s 8 th Annual Members Meeting (AMM). 2 Apologies Apologies were noted as above. 3 Minutes of the Annual Members meeting held on Thursday 26 th September 2013 The minutes of the Annual Members meeting held on Thursday 26 th September were accepted as a true and accurate record of proceedings. 4 Chief Executive report Andrew Cannell, Chief Executive (CEO) thanked and welcomed everyone to the meeting. Looking Back: AC said that this is a real milestone in our history and, looking back over the last year, we can be very proud of what The Clatterbridge Cancer Centre (CCC) has achieved. He said that CCC has a public consultation process at the moment on our proposals for Transforming Cancer Care and that we propose to build a new cancer hospital in Liverpool which will bring services 1

2 closer to patients, expand research activity and allow us to work with other partners on whole cancer pathway. It s a fantastic opportunity to look at everything we do and play a leading and influential role in the whole cancer pathway across Merseyside and Cheshire. AC said it is a very exciting time for everyone involved with CCC staff, patients, governors, members, volunteers and he expressed his thanks to everyone for their contribution and support. AC went on to say that we want to invest 118m in expanding and improving our services by developing a new cancer centre on the same site as Royal Liverpool and the University, this would also include further redesign work at the Wirral site. From January to March 2014, we carried out extensive roadshows and visits to feed back the results of the public engagement carried out in 2012/13, which indicated about 83% support for the proposals. We also had two important external reviews of the proposals and project: the National Clinical Advisory Team endorsed the clinical case for change and Department of Health Gateway reviewers gave positive feedback on our project arrangements. Earlier this year we opened our new on-site PharmaC the benefits included: Improved patient experience, reducing waiting times Over-the-counter service for staff and visitors Generated additional income Capital investments of 5.35m We had major capital schemes in 2013/14 included Europe s first 4- D radiotherapy linear accelerator the fourth dimension in 4-D is movement, which makes it particularly good for treating lung cancer where the lungs move as the patient breathes. We also completed major refurbishment of the eye proton therapy facilities, installed a new MRI scanner and the Papillon service for early rectal cancer moved into a new suite. The Clatterbridge Cancer Charity also contributed to capital schemes and we are very grateful for their support and everyone who has fundraised for us. Clinical leadership and academic oncology unit New clinical directorates with clinicians at heart of decisionmaking: (Chemotherapy; Integrated Care; Radiation Services) - We have placed clinicians at the heart of decisionmaking and management by creating three new clinical directorates. The Clinical Directors are three senior consultants. The general managers also have clinical backgrounds two are nurses; one is a radiographer. Integrated care is a new directorate that reflects the importance we place on making sure every aspect of a patient s care is joined up, both within CCC and outside with primary / community care, other hospitals, and the voluntary 2

3 sector. Two additional professors in academic oncology unit - Research and our academic profile continued to grow and we were delighted to welcome two very eminent new professors to the academic oncology unit: Professor Carlo Palmieri, who specialises in breast cancer, and Professor Michael Brada, who specialises in radiotherapy. Expanded clinical research - We are leading increasing numbers of clinical trials and studies. Examples from 2013/14 included a drug that could block oestrogen production in breast cancer, a pancreatic cancer trial that could stimulate the immune system to fight the disease and a new way of treating prostate cancer by delivering higher doses of radiation to those areas with the highest cancer load. Record year for The Clatterbridge Cancer Charity - The Charity has grown from strength to strength in the last few years and raised a record 1.5m in 2013/14. The Clatterbridge Clinic - This is a joint venture with The Mater Private. It is aimed at patients who want private care and would previously have gone to other providers e.g. The Christie private unit or BMI. It is generating additional income for us and we will be reinvesting that in NHS services this year including expanding the radiographerled treatment review programme, refurbishments of patient areas and a new lung and thoracic cancer post in the academic oncology unit. Finance Our finances are in a very healthy position: All our 2013/14 statutory financial targets met 8.49m surplus on our 2013/14 budget 5.35m capital investment 2m efficiency improvements Strong position to respond to current financial challenges facing the NHS Continue to invest in future developments to improve patient care in both the short/medium term and the new centre in Liverpool Quality AC continued by saying: We successfully achieved the national quality standards 18-week one-off event in Feb 2014 (patient had chosen not to have treatment at that point in time) Achieved our infection control objectives (no MRSA cases in last three years, C.dif - we had two cases last year. Amongst the best performing NHS trusts in the Care Quality Commission s inpatient and staff surveys, PLACE and new Friends & Family Test 3

4 Looking forward: Transforming Cancer Care: Andrew talked about the Public consultation which was currently taking place and advised that it would close on 19 th October. John Moore s University will evaluate the responses and produce a report with recommendations. A joint group of Merseyside and Cheshire councils scrutiny committees will be reviewing the proposals this autumn to see if they think they are in the best interests of local people. Regarding the Outline Business Case, we are working towards full approval of that in summer There would then be a full business case the following year with the aim of starting construction in autumn 2016, and the new hospital opening in autumn Council of Governors and Membership Report Gill Oliver, Senior Public Governor advised that the Council of Governors is made up of public, staff and nominated representatives who are elected by our fellow members to sit on the Council of Governors. The Governors carry out a range of important and varied work on behalf of our members from active involvement in the Investment in Liverpool to supporting developments to improve patient care and experience. The outcome of the 2014 Governor election process was: five public and three Nominated Governors : Public Governors: Cheryl Rosenblatt (Liverpool) re-elected Jeanette Appleton Wirral & rest of England John Field Wirral & rest of England Dave Kelsall Warrington & Halton Barbara Boulton Cheshire West & Chester Nominated Governors: Matt Daniel Wirral Borough Council (subject to ratification at the WBC Council meeting in October) Shaun Jackson Aintree University Hospitals NHS FT Ray Murphy Cancer Steering Group Term of Office: 3-years with the exception of Ray Murphy who is 1-year. We also have two vacancies 1-staff (volunteers/contracted staff) and 1-public (St Helen s & Knowsley) GO welcomed them all. 4

5 GO also welcomed Phil Edgington who was appointed Non- Executive Director from 1 st August 2014 for a 3-year term of office. GO advised the re-appointment of Alan White (Chairman) until 31 st July Jan Burns and James Kingsland (Non-Executive Directors) were both re-appointed for a further 3-years until 31 st January Membership Report The Trust currently has over 5,000 members. During 2013/14 there were 235 new members and 296 leavers. Our recruitment plan for 2013/14 was to maintain current membership levels and develop ways to engage with young people and hard to reach groups. Our Membership & Communications Team have worked very hard throughout the year and have written letters to local media, heads of sixth form colleges across the region and various cancer support groups. Governors have also visited supermarkets e.g. Tesco encouraging members of staff and shoppers to become a members. Mersey Travel have partnered with our Charity and later in October we have an opportunity for a presence in Central Station, Liverpool to promote membership of our hospital. The revised strategy is available to view via the Trust website. 6 Question and Answer session Question: As The Trust will be borrowing money for the Transforming Cancer Care project, has the previous loan been repaid (this loan was for us becoming a Foundation Trust)? Answered by Andrew Cannell Andrew said that we borrowed 5m from the NHS bank and currently owe 3.5m. Question: How much do we need to borrow for the new Centre? Answered by Alan White We need to borrow 22m. Question: In maternity services all patients are given a synopsis of their notes to carry round with them is that something the Centre is looking at? Answered by Helen Porter We are currently piloting this approach with chemotherapy records and alert cards. 5

6 Question: How do you set up public consultations? Answered by Fiona Jones It is the man in the street anyone who would have an interest in what we are doing. Our Communications Department are hugely important. Articles in newspapers, radio coverage and talking to groups of people e.g. Healthwatch, having stands in Asda, Tesco and anywhere we can engage with the public. We have had great support which involves lots of people. Andrew Cannell added that if you haven t heard, contact us and we will come and talk to you. 7 Chairman s closing remarks The Chairman concluded that 2013/14 had been a successful year for the Trust in terms of Governance and Financial and that both clinically and financially we are a viable business. He added that Transforming Cancer Care will shape cancer care in the future and stressed that public consultation is very important. He also thanked all members for attending the meeting, the Centre s staff, its volunteers, the Governors and the Trust Board for all their help and continuing hard work throughout the year.
