3 Welcome to the WSCB Multi-Agency Training Directory Welcome to the Warwickshire Safeguarding Children Board (WSCB) Multi-agency Training Directory. This directory offers a variety of training courses which continue to reflect the complexities involved with safeguarding children and are designed to support both staff who work directly with children and families and enhance skills and raise awareness for those whom have minimal contact. The emphasis on multi-agency training continues. Feedback from the training courses from the current and previous years highlight the value to you, as Warwickshire s children s workforce, that you place on having opportunities to network with professionals from other organisations. You have identified that these opportunities help in developing an understanding of roles and responsibilities in other organisations and add another level of learning to the training. Responsibility and commitment to access training touches us all on many levels; as professionals we all have a responsibility for our own professional development and learning, as managers we have a responsibility not just for our own development and learning but to that of the staff teams we manage, supporting them to access and attend training as well as enabling them to reflect on their learning through supervision processes and evaluating the impact of training on practice. Our training packages have been very well received and evaluated by participants. We particularly value your feedback as this helps us to shape and develop the training that we offer. Packages have been updated to ensure they reflect current research, government drivers as well as findings from serious case reviews, both nationally and locally. We will be adding additional courses and further training dates to our programme during the course of the year, please check WILMa, the learning platform, for the most up to date information. 4 Introduction There are some changes to the programme for this year. The response we have received to the training has been fantastic and a number of developments and changes have resulted in the following feedback: Domestic Abuse This training course is now a 1 day course, having previously been delivered across 1.5 days. The course focuses upon the exploring the links between Domestic Abuse and Child Protection, understanding the impacts upon children. It provides an opportunity to gain an awareness of the support that is available for children, as the training is co-delivered by representatives from service providers such as Refuge and DACS. The course includes workshops and activities, which enables multi agencies to engage with specialists in this area. Child Sexual Exploitation Responsibilities, Reporting and Responding to CSE A 1 day course offered throughout the year, delivered with Barnardos who are the largest provider of CSE support services. The course provides multi-agency staff working directly with children and young people an opportunity to understand CSE, classed as a national threat to our country by the Home Office. Staff do not need to have attended the half day Raising Awareness of CSE before attending the full day course, however completion of the online elearning module is required (SCB CS155 Identifying Indicators of Child Sexual Exploitation). Child Protection Awareness (Universal) The focus continues again this year to prioritise universal Child Protection Awareness training to primarily third sector organisations and organisations that do not have the resources to meet the training needs locally. This is following a decision by the WSCB in April 2015, that universal Child Protection Training is the responsibility of each individual single agency. There are a small number of sessions available on the WSCB calendar and if you would like to discuss attending, please contact Jackie Kerby. NEW - Children at the Heart of What We Do Workshops Working in conjunction with the Multi-agency Safeguarding Hub (MASH), the 3 hour workshops have been designed to focus upon how we can best support children and their families, using the Threshold document, and key learning messages from good practice and serious case reviews.

5 The workshops are interactive, including case studies and opportunities to review how we can ensure that our children feel helped by our safeguarding processes, in particular when a disclosure is made.

6 Trainers All the training courses offered through the WSCB is delivered with the support of an experienced and dedicated pool of trainers. The trainers bring with them a wealth of experience from having varying different involvements in safeguarding children and young people. Vicki Hill Vicki is a Consultant Clinical Psychologist, one of the lead Psychological Services team for CAMHS in Coventry and Warwickshire Partnership Trust. Vicki has trained for the Trust on Safeguarding issues within the Health sector since 1992 and on a multi-agency basis for the Warwickshire Safeguarding Children s Board as part of the training team. Sarah Gallagher Sarah is a qualified social worker and is the Children s Liaison Manager for Warwickshire County Council. Sarah has extensive experience in working with children and families across Warwickshire. Sarah has more recently supported the development of the co-located CSE Team in Warwickshire and has held a managerial role within the Domestic Abuse Service, Missing Team and CSE team in Warwickshire. Paul Roberts Paul is the Housing Strategy and Development Officer at North Warwickshire Borough Council. He has worked for the Council for 10 years, prior to that he worked in homelessness and debt management dealing with families in crisis, of which some families were involved in child protection issues. Paul has supported Warwickshire LSCB in the role as a trainer delivering the Child Protection Awareness sessions. Paul Chapman Paul has worked for Stratford District Council for a number of years and has undertaken various roles. In one role he promoted Youth engagement which led to his involvement with the WSCB and later joining the WSCB Training Pool. He currently works with the Private Sector Housing Team which often brings him into contact with vulnerable families. In his spare time he is Chair of Governors for a Warwickshire High School where he is also responsible for the Safeguarding agenda.

7 Becky Evans Becky is the Community Development Manager at North Warwickshire Borough Council. She is the Child Protection training lead for the Authority, responsible for coordinating the delivery of Child Protection Awareness sessions internally, and delivers courses to external candidates on behalf of the WSCB. Jackie Kerby Jackie is the WSCB Learning and Improvement Officer. Jackie is a qualified Trainer and has spent the past 10 years working with children within preschools and schools, predominantly within Early Years and children with additional support needs. She has recently joined the WSCB in December 2016, moving from the Early Years team within Warwickshire County Council. Previously, Jackie worked within the private sector managing a national Apprenticeship training programme. Ann Seal Ann Seal has worked in the safeguarding arena as a health visitor and FE lecturer for 15 years before setting up and running the Taking Care Scheme (Protective Behaviours) for Warwickshire in Since then her time has been split between working with education and WSCB agency staff to integrate Protective Behaviours practice into their work and supporting the Education Safeguarding Manager to deliver Safeguarding Lead training across the education sector throughout the county. Adrian Over Adrian is a qualified social worker and is employed by Warwickshire County Council as Education Safeguarding Manager, providing safeguarding advice, support and training to schools and the wider education sector. Previous roles have included operational management responsibility for the implementation of the CAF process in Warwickshire and a variety of social work roles for Coventry City Council. He then managed residential family assessment services both in Coventry and for the national charity NCH. Adrian has been delivering safeguarding training for fifteen years, including safeguarding awareness for staff in a wide range of services, CAF, safer recruitment and training for designated safeguarding leads in schools.

8 Emma Walker Emma has worked within Early Help (previously Early Intervention) within Warwickshire County Council for 9 years. Prior to this she has worked within the Community and Voluntary Sector in a range of settings which included working with those escaping domestic abuse, adults with mental health issues and young offenders struggling with substance misuse. Emma is currently a Manager within Warwickshire Early Help Officer Team. WSCB are always eager to invite new members to the pool of training as a way to develop, enhance and broaden the learning opportunities for our delegates. 9 How access WSCB training courses All bookings for WSCB courses are made using the learning platform, WILMa: You will need to have registered for an account before you can sign up for any of the WSCB courses. Registration for courses & WILMa If you are not registered with WILMa, this is not a problem. You are able to register yourself through creating your own unique username and password. This will give you instant access to courses. To register for an account on WILMA:

WCC employees can sign in using Google, however this does not apply to school based employees or other non-wcc employees. 14 WSCB Universal Training Universal Programmes WSCB Child Protection Awareness Training (SCB CS162) half day WSCB Raising Awareness of Child Sexual Exploitation CSE (SCB CS164) half day These programmes are for staff who have not had any previous Child Protection Training or who are in infrequent or irregular contact with children, young people and/or parents/carers but who may become aware of possible abuse or neglect or be in a position to identify concerns about maltreatment. For example, Community Advice Centre staff, Caretakers, One Stop Shop workers, Environmental Health Officers, Librarians, Housing Staff, PCSO s, GP Receptionists, staff in educational settings, Development Officers. The WSCB Raising Awareness of Child Sexual Exploitation course is available for multi agencies; this is a basic level training course to raise awareness. Please refer to page for full course details. Places on the universal Child Protection Awareness course are primarily reserved for third sector and voluntary organisations; and professionals from those organisations who do not have resources to meet training needs. 17 WSCB Training Venues We try to ensure the training is delivered in a variety of locations in the county to enable travelling to be kept to a minimum where possible. Every effort is made to try and book venues where there are also no additional costs to delegates, e.g. car parking. We will ensure that refreshments are provided for the duration of the training session. We do not however, have a budget to provide lunch for any of training courses. We do therefore strongly recommend you bring your lunch with you as we cannot guarantee that the venue will either have lunch provisions available or be in close proximity to shops or food outlets. 18 SCB CS155 WSCB - Identifying indicators of Child Sexual Exploitation (CSE) elearning WSCB have been given permission by the National Working Group to host their elearning package on Child Sexual Exploitation through Warwickshire s Interactive Learning Management system (WILMa). Child Sexual Exploitation (CSE) involves young people under the age of 18 who are encouraged / forced into sexual relationships or situations by another person or persons. CSE often (but not always) involves young people being offered something in return for performing sexual acts, for example gifts, alcohol, drugs, money, love and attention. Or by being threatened, such as by violence, exposure or withdrawal of affection. The case histories show that CSE can occur in many different forms and affects young people from very different backgrounds. However, an imbalance of power between the perpetrator and victim and a means of control are common themes. There are some additional resources which we recommend you familiarise yourself with to further raise your awareness and broaden your learning. It is important to note that this is an awareness tool that highlights the warning signs that a young person may be at risk of or involved in child sexual exploitation. Target Group: WSCB recommend that this elearning module is completed by all staff from all agencies across Warwickshire whom have contact (either professionally or personally) with children and young people. Additionally, this module is to be completed prior to attending either the half or full day training course events: SCB CS164 Raising Awareness of Child Sexual Exploitation (1/2 day) SCB CS165 Child Sexual Exploitation Responsibilities, Reporting and Responding to CSE (1 day)

19 Aims: The elearning tool aims to: encourage professionals and volunteers to look for and act on these indicators dispel myths about victims and abusers identify interventions that work in different situations This session should be followed up with attendance on either half day or full day Face to Face sessions to enable further discussion and awareness raising amongst multi agencies. The session should take you no longer than 30 minutes to complete.

20 WSCB Child Protection Awareness Training (Intercollegiate Level 1 & 2) WILMa Course Code: SCB CS162 Target group: Staff from groups who have not previously had any child protection training and those organisations do not have the resources to provide this training as a single agency. Aims: Explore the nature of child abuse and how we may best respond to children, young people and families when concerns arise. Learning outcomes: Participants will be able to demonstrate awareness of: The local context for safeguarding children, including the role of the Warwickshire Safeguarding Children Board (WSCB) What is meant by child abuse and its possible impact on children, including the official definitions Identify signs and symptoms of possible abuse Explore how best to respond to children, young people and their carers when we suspect a child is being harmed Consider what action to take when we suspect possible harm to a child Consider how best to seek help and support for ourselves and colleagues. Places on this training will be prioritised for staff from organisations that do not have access to in-house training. Aims: To raise awareness of what Child Sexual Exploitation is and how best we can respond to it. Learning outcomes: Participants will be able to demonstrate an awareness of: What is meant by Child Sexual Exploitation Identify possible signs and symptoms of possible CSE What impact CSE has on children and young people. How best to support parents of children who have been victims of CSE. Learning from SCR s nationally and applying their learning to their agency. What action they need to take in response to concerns of CSE How best to seek advice and support for themselves and their colleagues. 22 WSCB Working Together to Achieve Effective Referrals (Intercollegiate Level 2 & 3) WILMa Course Code: SCB CS166 Target Group: This training is provided for staff that are in positions of making and taking referrals. The session looks at the process of making a referral, using the Multi-agency Referral Form (MARF), an overview of the role of the Multi-agency Safeguarding Hub (MASH), Early Help including pre/post single assessment action plans and single assessment, and the responsibilities placed on both the person making the referral and the person receiving the referral. The content draws upon some of Warwickshire s serious and local review activity and the role the referral process had in this. Aims: Provide an opportunity for staff to gain greater understanding of the process from referral to assessment. Understanding the challenges faced by both referral makers and referral takers. Developing skills in the identification of and completion of both referrals and assessments. Learning outcomes: By the end of the course participants will be able to show they have an understanding of: Start the dialogue about new ways of working How to make quality referrals when there is concern about a child Understand the new referral process for concerns regarding children The expectations of a referral maker and a referral taker The importance of terminology and language when making and taking referral How information is gained and the impact of this on a mutli agency process Highlight what professionals can expect from the MASH after making a referral The Thresholds for Services

24 WSCB Children at the heart of what we do workshop Learning from Serious Case Reviews (Intercollegiate Level 2 & 3) WILMa Course Code: SCB CS170 Target Group: An opportunity for all multi-agencies to attend a workshop (2.5 hours) designed to share learning from a recent Warwickshire Safeguarding Children Board (WSCB) Serious Case Review (SCR). The overall aim of the workshop is to achieve a joint understanding of how we can best support children, young people and their families, using the learning gathered from the SCR. Through group discussions, delegates will use case studies and scenarios to develop a shared understanding of the multi-agency approach required to effectively safeguard children in Warwickshire. Each workshop will have joint multi-agency facilitators, on behalf of the Warwickshire Safeguarding Children Board (WSCB). 25 WSCB Working Together To Update on Child Protection and Improve Interagency Communication (Intercollegiate Level 3) WILMa Course Code: SCB CS158 Target group: This training should be accessed by all staff in agencies where there is a requirement to work collaboratively with other agencies around safeguarding children. Aims: Improve inter-agency working by promoting effective communication and working relationships with practitioners and professionals to safeguard children. Learning outcomes: By the end of the course participants will be able to show they have an understanding of: Professional/Agency roles and responsibilities in Child Protection Block to interagency communication Strategies for improving interagency communication Strategies for improving multi-disciplinary/multi-agency working Update on key local and strategic issues in child protection. It should be accessed every 3 years as a minimum for updating purposes. Please note that the overall objectives and content for this course is currently being reviewed. 27 WSCB Emotional Abuse - Identification and Case Management (Intercollegiate Level 2 & 3) WILMa Course Code: SCB CS160 Target group: This session should be accessed by all staff working with children and families. It is recommended that staff within agencies that are likely to contribute to the referral and / or assessment process of children, young people and their families attend this training session. Aims: Assist in the development of a common language and understanding of the emotional abuse of children, including thresholds for intervention. It will explore possible strategies and frameworks for managing these complex cases Learning outcomes: By the end of the course participants will have an understanding of: The nature and extent of the emotional abuse of children Possible barriers to identification and intervention Parent/carer behaviours which may be described as emotionally abusive The impact of emotionally abusive behaviours upon the child in terms of their immediate care, long term development. This session provides more detail around the responsibilities and expectations of agencies and their staff teams. Delegates are not required to have attended the half day, SCB CS164 Raising Awareness of Child Sexual Exploitation before accessing this course. Delegates however will need to complete SCB CS155 Identifying indicators of Child Sexual Exploitation elearning, prior to attending the full day course. Aims: To focus upon looking at CSE in detail, what it is, who it affects, looking specifically at different genders and risks and how professionals need to respond to it including reporting procedures. 30 WSCB Effective Child Protection Planning and Core Group Working (Intercollegiate Level 3) WILMa Course Code: SCB CS161 Target Group: Staff who regularly attend Child Protection Conferences and Core Groups, and who have completed WSCB full day training courses. It is recommended that all professionals who are in a position where they will be expected to contribute to mutli agency child protection assessment and planning should attend this. It is felt that this course is unsuitable for students. 31 WSCB Protective Behaviours - Foundation Level Training Course Target group: (Intercollegiate Level 3) WILMa Course Code: SCB CS165 This training session is aimed at multi-agency staff who work directly with children and young people in their agency setting. This includes; police, voluntary sector, education staff, health, social care and probation amongst others. Learning outcome: Protective Behaviours training will enable participants to recognise Early Warning Signs of feeling unsafe and look at ways individuals can build networks of support if required. The skills and strategies taught support practitioners in keeping themselves safe as well as developing skills to put into practice. Some uses of Protective Behaviours includes: conflict resolution, counselling, empowering people of differing abilities, crisis intervention, parenting skills, abuse prevention, crime prevention, sex education, drug education and staff management. Day 1 gives participants an understanding of the Protective Behaviours Process and Day 2 is more of a workshop style and looks at putting Protective Behaviours into practice for ourselves and with client groups. 32 How to apply and access a WSCB Multi-agency Training Course Before you apply to attend any course provided by WSCB, you should in the first instance obtain the agreement and support of your Manager, or of your organisation. In addition, all WSCB courses require a secondary authorisation from the WSCB which we automatically process, once you have applied for a place on a course via WILMa. This is to ensure that there is multi-agency representation on our courses and to continue to provide opportunities for developing a shared learning of the many different roles and organisations engaged working with Warwickshire s children, their families/carers. There is an expectation that participants commit to attend the whole session, arriving and leaving at the specified times. A certificate of attendance is only given for full attendance. Application Process 1. Select your course/date. 2. Discuss with your Supervisor or designated Line Manager. 3. Once your Supervisor/designated Line Manager has agreed to you attending your chosen course: Register and apply through WILMa (if you are having difficulties in registering through WILMa please contact a member of the WSCB for support.) 4. Make sure you have the date, venue and course details in your diary! Please do not attend a course unless you have received an confirming you have been allocated a place on training. This can cause health and safety issues as well as problems with refreshments and hand-outs.

33 Allocation of Places Due to the popularity of some of the courses, you may receive a notification that you have been placed on a waiting list. If the course is oversubscribed, we will allocate by giving priority to promote an optimum multi-agency mix of participants to promote effective interagency working and networking opportunities. Because of this, it may not always be possible to accommodate places from groups of colleagues from the same Team/Department. If you have not been successful in getting a place, you will be notified that your name has been placed on our reserve list. The reserve list will be used as a priority for allocation of places on any additional courses that are run to meet oversubscription needs. Evaluation Evaluation of courses is very important as this data informs and shapes future training. All participants will be asked to complete a feedback form at the end of each course or conference; your comments are very much valued. Certification A certificate of attendance will be available for you to download automatically via WILMa. You will be able to print off your certificate once your attendance at the course has been updated electronically on WILMa. We aim for this process to have taken place within 48 hours of the course date passing. Partial attendance on the session will result in no certification. 34 WSCB Charging Policy for Non Cancellations of Confirmed Places All Individuals who are booked to attend a course and have had their place confirmed who are then unable to attend, must cancel their booking as soon as they become aware of this. If it is felt that there were unavoidable circumstances contributing to the non-attendance then the delegate s Manager should contact Jackie Kerby, WSCB Interagency Learning & Improvement Officer, to discuss this. Cancellations must be made to the following address and copied to your Line Manager: jackiekerby@warwickshire.gov.uk. We cannot accept cancellations by telephone. All charges will be levied to the participant s agency or in the case of schools, the school. The charging policy for cancellations or non-attendance will be as follows: Cancellation and non-attendance fees Period before training course date, when notice of cancellation is received Charge Course duration More than 10 working days in advance No charge n/a Between 10 and 1 working day in advance day 1 day ½ day Less than 24 hours day 1 day ½ day Non attendance day 1 day ½ day Waiver of the fee will be considered in relevant mitigating circumstance, please contact WSCB Interagency Learning & Improvement Officer to discuss.

35 Agencies are encouraged to send an alternative delegate to attend training sessions as a measure to avoid charges being incurred. The WSCB team require as much notification as possible if the delegate changes to enable the information to be provided to the Trainer. Delegates are also encouraged to swap to an alternative date, where available, as soon as they become aware they are unable to attend the training. If this is less than 5 working days before the training date then a charge may still be made to the agency. Delegates are required to attend the each training session in its entirety. Failure to do so will result in the delegate needing to attend the training again on another date and a charge may be issued. WSCB multi-agency training is available free of charge to all statutory organisations, education providers and agencies working with Warwickshire children who contribute to the running of the WSCB.
