This year will be the first of a new awards process, a new award, a new name for an existing award, and more. All this will culminate on November 15th at 8:00 a.m. in Mobile Alabama. The Alabama Homebuilders Association will again generously sponsor our annual ALCA Awards Breakfast where we will recognize our own for outstanding service to their students, clients, the ALCA, and to the profession of counseling. Thanks to the Alabama Homebuilders Association, this wonderful breakfast is still free to ALCA members. 2 President s Message Dr. William Glasser is an internationally recognized psychiatrist who is best known as the author of Reality Therapy, a method of psychotherapy. He became Board Certified in Psychiatry in 1961 and was in private practice (using Reality Therapy) from Glasser s path has been William Glasser, M.D. one of a continuing progression in private practice, lecturing and writing, ultimately culminating in the publication of more than twenty books. After writing the counseling book Reality Therapy in 1965, he added Education with Schools Without Failure in 1969, greatly expanded the understanding of motivation and behavior with Choice Theory in 1998, and finally helped people improve their own mental By Shirley L. Barnes President Encourages Members to Participate in Fall Conference Applause, Applause to the members of Alabama Counseling Association who have embraced the theme of Celebrating Our Past, Embracing Our Present, and Envisioning Our Future through your involvement in preparing for the 40 th ALCA Annual Conference. Based on my last contact with the Executive Director, registration for the Fall Conference is coming in at an unexpected high level. We have already received inquiries from nonmembers from surrounding states about the possibility of their participating in this year s conference. In addition, some former members of ALCA are rejoining the organization after a long hiatus. In addition, those chairing committees have demonstrated an unwavering commitment by initiating strategies to make this organization soar significantly upward during this administration. I am appreciative of the present leadership among the chapters and divisions, the experience of the past leaders who are stepping in to guide us along the way, and the willingness of the future leaders to learn from these past experiences. I encourage those of you who have not registered for the conference to do so. I believe that every attendee will walk away with something that she or he can share with someone or benefit from, personally. Dr. William Glasser has promised to provide a free copy of his latest booklet to all of those who are in attendance at his keynote address. Other books will be available for $10.00 per copy. I have attended numerous conferences in the past and I feel that I have learned something different each time. If this administration can scratch the surface of what those before us have done to impact this organization, then we will have accomplished our goals and made a difference. Our past, present, and future leaders are making a difference. Joanne Schrantz has worked expeditiously, after several years of perseverance, for the passing of Senate Bill 49 and House Bill 416 at the end of the 2006 legislative session. Anita Neuer and Gary Williams have brought Awards and Resolutions to a different state of technological advancement that not only saved the organization money from bulk mailing, but also facilitated the process of evaluating awards for each chapter and division s awards chairperson. Presently, our past-president, Paul Hard, is working relentlessly to pull together a slate of officers. I encourage those individuals who are approached to accept having your name become a part of the slate. You are our future leaders and we need your new ideas and areas of expertise. Every individual member is important to us and I feel that each of you can make a difference in this organization. I look forward to seeing each of you at the conference. Sincerely, Shirley L. 3 NEWS, INTEREST AND UPDATES Fall Conference Countinued from page 1 to anticipate attendees needs. Each day will begin with a sponsored breakfast and a keynote address by a nationally known speaker. On Wednesday morning state award winners will be announced and recognized. On Friday morning the annual business meeting will take place. First-timers will be welcomed and assisted by long-timers who return year after year to revitalize themselves. For retired members the conference is a special time to see friends and to share their retired life s activities with others who are preparing for retirement. There will be counselors from all settings sharing information with each other. Members will return to their homes knowing that they are not alone and that they have colleagues who are willing and able to assist them if needed. Registration information was mailed earlier this fall and is also available on the ALCA website. According to Executive Director Chip Wood the conference hotel is fully booked but there are near-by hotels who offer the same rate to ALCA members. He states that this is a good problem to have because it fulfills the association guarantee to the hotel in the contract and will help with negotiations in the future. Donna Clark, ALCA Treasurer, said I am looking forward to fall conference in Mobile. Having cochaired the conference in Huntsville a couple of years ago, I have a true appreciation for all the hard work and effort that goes into the organization and planning of our annual conference. I m looking forward to seeing friends from all over the state. The content sessions are always great. Also, being an active member of ALCA and the Executive Board has been very rewarding professionally and personally. See you in Mobile as we honor ALCA s past, present and future. Troy Montgomery Receives Accreditation By Robyn Trippany Williams, Associate Professor The Department of Counseling and Psychology at Troy University Montgomery Campus would like to announce that their Master s degree programs in School and Community Counseling have recently received an 8- year CACREP accreditation. Speakers Countinued from page 2 Tonea Stewart, a native of Greenwood, Mississippi, has lived in Montgomery, AL since She is a tenured Professor and Director of Theatre Arts at Alabama State University. She is also a professional actress. She holds BS, MA and PhD degrees. Tonea is a spokesperson for One Church, One Child of Alabama and for NOSAP, a Dr. Tonea Stewart Texas based organization aimed at youth development. As Director of Theatre, Tonea serves as teacher, role model, and mentor to many students at ASU. Since her arrival, the number of Theatre majors and minors and the number of graduates from the program have more than doubled. Youth from the Montgomery area and across the nation have been touched by her work. As an actress, Tonea is perhaps best known for her role in The Heat of the Night. More recently, she earned an NAACP Image Award nomination for her role in the film adaptation of John Grisham s A Time to Kill. She has performed on stage throughout the United States, to include Carnegie Hall and the Kennedy Center. Internationally, she has performed in Canada, Mexico, and South Korea, and appeared on screen and television. Some notable titles include: Mississippi Burning, Invasion of the Body Snatchers III, Living Large, My Stepson/My Lover, Walker, Texas Ranger, Matlock, Leave of Absence, and I Know Why the Caged Bird Sings. Marie A. Wakefield Marie A. Wakefield, a 30-year veteran educator, is president of the American Counseling Association. She has worked as an elementary teacher, counselor, Administrative Specialist for Guidance Services, assistant principal, and principal. She has also held numerous leadership positions in ACA. After receiving her master s degree in Counseling from the University of Nevada, Las Vegas (UNLV), she participated in many activities that allowed her an opportunity to work with people of all ages who had various challenges. Marie is serving as the director of a mentoring program that addresses critical issues facing female teens in the 21st century. Additionally, she leads many creative, interactive workshops. She utilizes hat therapy, a Marie-ism, to personify communication styles, attitudes of personal motivation, and the untapped leadership potential that lies within us. She is currently enrolled as a doctoral student at the University of Nevada, Las Vegas (UNLV) and working on publishing her first book. Ms. Wakefield has been recognized for her achievements and influence. Awards include: the AADA Distinguished Service Award, Professional Development Award from the Association for Multicultural Development and Counseling, Dr. Kay P. Carl Outstanding Counseling Education Award, Who s Who Among American Educators, John A. Bailey Distinguished Professional Award, the Clark County Participative Leadership Project, and the Professional Black Women s Rose Award. Dr. Shirley Barnes is president of the Alabama Counseling Association. She is currently serving as an Assistant Professor in the Department of Foundations and Psychology at Alabama State University. Dr. Barnes was employed at Auburn University for a number of years as Career Dr. Shirley L. Barnes Counselor and Internship Coordinator in Student Affairs. She also served as adjunct professor for graduate and undergraduate students in the College of Education at Auburn University and surrounding universities. Barnes holds a Ph.D. Educational Psychology from Auburn University, an M.Ed. Counseling and Student Development from Tuskegee University and a BA in Sociology from Auburn. She is a National Board Certified Counselor and a National Certified Psychologist. Shirley Barnes has received numerous national and international recognitions and appointments including: ACT Career Research Advisory Board and Auburn University Faculty/Staff Representative for the American Institute of Foreign Studies in Paris, France, and London, England. Most recently, she received an award from the Alabama State University College of Education, the Rising Star Dedicated Service Award. She has held numerous leadership positions in ALCA prior to her election as president-elect in She has also received numerous awards from ALCA including the ALCA Service Award, Research Award, and Professional Development Award, Outstanding Chapter Member, Outstanding Division Member, and numerous ALCA Presidential Awards. ALCA Professional Liability Insurance In today s professional setting, perhaps nothing is more important than making sure you are protected in the event a client sues you. You need professional liability insurance. ALCA, in partnership with the ACA Insurance Trust, offers their national insurance policy to our ALCA members. Bohannon, National Government and Professional Relations Chair In the latest ACA UPDATE, Congress returned to unfinished business. Congress returned towashington with plans to devote the few remaining legislative days almost exclusively to national security issues, leaving most domestic issues unfinished. Senate and House leaders hoped to adjourn by Sept. 29 which left them with 15 legislative days to finish work and try to send members on the campaign trail with fresh accomplishments to tout. ACA s priority issues before Congress and the outlook for them follows. The latest updates can be found at the ACA Public Policy web site at: When action is needed on any legislative issue, you can use the ACA capwiz at the following web site: There you can send a message to your U.S. Senators and Representative to urge them to support legislation that impacts the counseling profession and the clients served. TRICARE Congress is expected to agree on a bill within days to reauthorize spending for the Department of Defense (DoD). ACA is hopeful that Senate Armed Services Chairman John Warner s (R-VA) committee staff will agree to language that was included in the House version of the DoD reauthorization bill that would allow LPCs to practice without physician referral and supervision in the TRICARE program. ACA, AMHCA, and NBCC are working together on this issue, and are exploring the possibility of gaining the enactment of compromise language agreeable to the Senate Armed Services Committee. Appropriations As usual, the start of the next fiscal year is approaching and Congress has failed to pass the Labor- Health and Human Services-Education appropriations Countinued on page 6 Volume 42 Issue 2 Page 5

6 NEWS, INTEREST AND UPDATES (cont.) bill, typically the most contentious of the spending measures. *Congress is expected to take up an omnibus appropriations bill after the November 7th elections, but may instead simply adopt a stop-gap spending measure (i.e., continuing resolution) to keep programs funded at current levels until the start of the 110th Congress in January.* For more information, visit the ACA Public Policy web site at: or contact Chris Campbell at , x241, or by e- mail at: ccampbell@counseling.org. Higher Education Act One casualty of the tight Congressional schedule and the impending elections is legislation to reauthorize higher education student assistance programs. The Senate is unlikely to take a final vote on its version of the Higher Education Act, as consideration would involve several legislative days and consideration of numerous amendments. The House passed its Higher Education Act reauthorization legislation-which included language to establish loan forgiveness for certain mental health counselors, school counselors, and related providers-in March. In addition, parts of the Higher Education Act, including loans and interest rate regulations, were reauthorized as part of the FY 2006 budget reconciliation legislation, passed earlier this year. *The Senate s failure to approve Higher Education Act effectively kills the legislation for this session. Medicare Congress is increasingly likely to take up Medicare legislation before adjourning. Physicians groups are pushing for legislation to block a 5.1-percent payment cut to their members scheduled to take effect in January, and several Medicare provisions benefiting rural hospitals will also expire at the end of this year if Congress does not act. Fortunately, both the rural Medicare bill already introduced in the Senate (S. 3500) and a counterpart to be introduced this week in the House of Representatives contain provisions to allow LPCs to bill Medicare. Therefore, ACA is hopeful that if any Medicare bill is debated this fall, reimbursement for LPCs can be included in the final legislation. Workforce Investment Act/Rehabilitation Act Despite the Senate s passage in late June of S. 1021, its version of legislation to reauthorize the Workforce Investment Act and the Rehabilitation Act, the reauthorization process appears stalled. Although funding for programs under the Workforce Investment Act is not endangered, *an updating of the programs won t occur until next year, at the earliest.* The Act was last reauthorized in For more information regarding the legislation, or to convey your concerns or comments regarding WIA/Rehab Act programs, contact Scott Barstow at x234, or by at sbarstow@counseling.org. Publications Committee Proposes By-Laws Changes The Publications Committee, chaired by Past-President Paul Hard, presented the following ALCA By-Laws Changes to the Executive Council at the July meeting. The Council unanimously approved the changes and submits this proposal to the membership for a vote at the Annual Conference general business meeting on Friday, November 17, The proposed additions are underlined. By-Laws pp under ARTICLE VI. COMMITTEES Section 2: Composition and Functions of Standing Committees The Publications Committee shall establish publications policy and shall nominate persons at the appropriate time to serve as editors of the two (2) official publications of the Association and to serve on the Editorial Boards of these two (2) publications. The committee shall be composed of the editors and the three (3) past presidents, with the immediate Past-President serving as the chairperson. By-Laws p. 19 Section 3: Editors Each Editor shall, with the assistance of the Editorial Boards, be responsible for accomplishing the tasks and adhering to the policies as outlined in the Association s Publication Guidelines. 7 NEWS, INTEREST AND UPDATES (cont.) AGLBICAL Spotlights Officers By Donna Melder, President AGLBICAL has been hard at work this year in developing our plans for the future. As has been mentioned in previous newsletters and such, we are planning a conference for the spring. It is vitally important for school counselors, administrators, and private practitioners to get the information that need to be aware and serve GBLT people more effectively. We anticipate a large turnout. Look for an announcement with specific information as we get closer to the date. As president of this division, I would like to put a spotlight on our officers and members. It is a great pleasure to work with such outstanding talent and knowledge in a division. Michael LeBeau has done a remarkable job with our website, and continues to be dedicated to updating information regularly. Glenda Elliot is a tireless leader, who is always on the ready to offer information and resources. She has also been a wonderful mentor to me, even when I have done something silly, or had a knee jerk reaction. There is not enough space to write about her contributions to our division or the counseling profession. Frank Hrabe our treasurer and co-founder with Glenda is also an incredible mentor and friend. He has worked to pull together a meeting with the national organization, AGLBIC on several occasions. The latest meeting was an interview with national president, Brian Dew and me, leading a discussion about how our division started and the ends and outs of how to go about creating a division such as ours. The interview has been made available to us, and will be put on our website and the national website for others to view. Angela Stowe is yet another example of young, fresh, open-mindedness in our division. Angela often sits and listens to what is being said, then as if it is as clear as glass, will offer an idea that we had not thought of in our process. Jamie Satcher has been a trooper in arranging the speaker panel and getting out notices to others about this resource, as well as wrangling in everyone s nomination packets. Mark Leggett has been working diligently at putting together our first conference by working with other members and community leaders. Mark has also been a support for me when I have questions and just need someone to listen. He is a strong leader moving up in our organization on the division level as well as ALCA. Of course, Paul Hard is an on-going presence and strength in any circle you find him. He has been willing to help out at a minute s notice and has offered his hand and resources to us as much as possible. Lyndsey Robinson, our youngest officer, is always on ready also. She continues to inspire us older people as an example of what we are sometimes working for in our community. There are countless others that I wish I could mention. The idea is that it takes a community of people to accomplish tasks. It takes more than one person to over come an obstacle. It takes and organization such as the ALCA to support a group whose members and clientele reaches across each of the divisions. We need these members and more. Our goal is to reach 100 members by the year I ask each of you to help us succeed. I ask that you join the group of professionals I have mentioned above, as well as others whose names do not appear in this article as we move into our second year of providing services and resources to the state as representatives of the ALCA and AGLBIC. ALAMFC Announces Year s Activities By Glenda P. Reynolds, President ALAMFC will have a luncheon with an outstanding speaker at the Annual Conference. For only $15.00 attendees can have a meal and earn CEU credit. We will also have a reception/meeting in the president s room. Check for the details on these events at the ALAMFC table near registration. Also at the table we will provide materials for conference attendees to attach their business cards to their bags and bookmarks for their programs. In addition to the activities at the conference, we will have two workshops - February 16-17, 2007 in Montgomery and one in Birmingham. On February 16th Wes Goodenough, Director, Gateway Violence Intervention Program, Birmingham and D. Andrew Creamer, Ed. D. Assistant Professor at Troy University will present on dealing with victims and perpetrators of domestic violence, respectively. The next day, February 17th, Poppy Moon, Ph. D. Private Practice, Tuscaloosa and Brad Willis, LPC, Birmingham will present on dealing with tough adolescents. Details for a workshop on ethics in Birmingham will be announced later. Another exciting happing for ALAMFC is the introduction of our website. It is almost finished and will be available for preview at the conference. ALASERVIC to Host Interfaith Service By Kenyon Knapp, President The Alabama Association for Spiritual, Ethical, and Religious Values in Counseling (ALASERVIC) division of ALCA will be meeting for an Interfaith Service on the morning of November 16th during the Annual Conference in Mobile. The exact location of our meeting is yet to be determined, but will be advertised at the conference. All members of ALASERVIC are encouraged to attend. A division meeting of ALASERVIC will occur following the Interfaith Service at the same location. We also want to remind our members to look for our division meeting in the fall conference schedule and make plans to attend this year in Mobile. This is an excellent opportunity for networking with others in our field, and the fall conference in Mobile is expected to be an excellent conference this year. Thus far, Leashia and Melanie plan to attend the fall conference and will be available to meet fellow members at the division meeting. We hope to provide resources for our members and want to remind them that there are excellent addiction treatment materials available for free download at The national addiction technology transfer center is a clearinghouse of information, training, certification and locator services for substance abuse treatment. We hope all of our members take advantage of this useful website. Recently we elected new officers and would like to present our executive board for New officers are: President-Carol O. Cleveland, President-Elect Debbie Grant, Secretary-Carolyn Thomas, Treasurer-Joy Jones, and Historian-Carol Mason Trotter. Serving as the State Chair of the NCDA Poetry & Poster Contest this year is Nancy Crumpton. Our goals for ALCDA this year include sponsoring the State Poetry & Poster Contest during National Career Development Week (November 13-17) and working with NCDA in the national contest. We would like to encourage every school to promote career development during the month of November this year and encourage your students to enter the contest. Another goal of ALCDA this year is for members to present at state and national career development meetings. Carolyn Thomas, Debbie Grant, and Carol Cleveland are planning to present at the national NCDA Conference in Seattle, WA next year to represent ALCDA. ALMHCA Provides Opportunities for Members By Steve Jordan, President ALMHCA has been busy over the summer sponsoring several events at no cost to our members. We have co-sponsored a free conference on HIPAA with 16.5 NBCC approved CEU s in Birmingham in September & also have two more coming up in Huntsville in October and Mobile in November. In September we also co-sponsored with Chapter 4 a Come Together event for LPC s & school counselors to meet and exchange information, find referral sources and network. The last week of September we again sponsored & staffed an informational booth at the Southern Women s Show to inform the public about LPC s and mental health issues. Members of ALMHCA were able to have their practice information listed and distributed to the public for FREE. Obviously, we have many content sessions at the fall conference that are specifically mental health oriented and all are encouraged to attend. ALMHCA will also be having a luncheon at the conference. Details will be posted on our website: In February, ALMHCA will bring internationally known counselor Sam Gladding back to Birmingham for a one-day workshop. We are excited about this opportunity and know all who attend will be well rewarded. As always, there will be a substantial discount to our members for the cost of the workshop and NBCC approved CEU s will be provided. Graduate Student Poster Session Set for November 16 By Vincent Hinton, Co-Chair, Graduate Student Committee The ALCA Graduate Student Committee is pleased to coordinate the annual Graduate Student Poster Session. The Graduate Student Poster Session is an excellent opportunity to recognize the outstanding work of Masters and Doctoral level students and introduce them to presenting at professional conferences. This session is scheduled for 1:30-3:30 p.m. on Thursday, November 16, This session will feature original research, literature reviews, and projects that reflect innovative and/or unique contributions to knowledge pertaining to training, treatment, assessment, or theory in the field of counseling. Student will not do formal presentations, but will stand with the posters and interact with participants individually. This allows students to have more meaningful discussions pertaining to their research or project. All conference participants are invited to attend the poster session and learn more about the research and projects in which Alabama s counseling students are involved. Updated Legal Liability Issues Book to be Ready for Conference The must-have reference book for Alabama counselors, Legal Liability Issues for Alabama Counselors is now being updated with three new articles and will be available for purchase at the Annual Conference in Mobile in November. There are more than 220 pages of pertinent information for counselors in all settings. With the new articles (no old articles will be deleted) it will be better than ever and even more timely than before. Retired Counselors Group Seeks New Members By Judy Childress, Co-Chair The Retired Counselors Interest Group invites all retired and almost-retired counselors to join us in Mobile for fellowship and inspiration. The conference fee is very affordable for retired folks: FREE! For you who have retirement in your near future, come and hear about the retirement activities of those who have successfully made the transition. Having retired just one year ago, I can tell you that life is very different for me now in a good way! I really feel that I adjusted more easily because of other retired counselors and hints that I have learned from them.
