The current versin f the actin lg, including any additins frm this meeting is attached t this Headline Reprt. 2 Grid Cnnectin Requirements fr Generatrs (RfG) The RfG Netwrk Cde was apprved by the Crss-Brder Cmmittee in July It will nw prceed t the frmal apprval f the Cuncil and Parliament befre being published in the OJEU. As there is n lnger any pprtunity t influence r change the text, the fcus fr RfG nw shifts fully twards implementatin. The existing wrkgrup under the Grid Cde and Distributin Cde Review Panels, GC0048, is cntinuing t lk at hw the align the GB framewrk with the requirements in the RfG Netwrk Cde. Demand Cnnectin Cde (DCC) and High Vltage Direct Current (HVDC) Bth DCC and HVDC Netwrk Cdes are currently in the Cmitlgy phase f the develpment prcess. The Cmmissin has since indicated that bth Cdes are likely t be cnsidered by the crss brder cmmittee in the autumn. Tw new wrkgrups are being established fr GB Stakehlders t cnsider the alignment f the GB Framewrk with the requirements in the DCC and HVDC Netwrk Cdes. GC0090 has been established under the Grid Cde Review Panel fr HVDC, and GC0091 has been established jintly under the Grid Cde Review Panel and Distributin Cde Review Panel fr DCC. Bth Wrkgrups are expected t have their initial meetings in autumn Markets Capacity Allcatin and Cngestin Management (CACM) The CACM Guideline was published in the Official Jurnal f the Eurpean Unin n 25th July, and is fficially referred t as Cmmissin Regulatin (EU) 2015/1222 f 24 July 2015 establishing a guideline n capacity allcatin and cngestin management. As a regulatin f the Eurpean Unin it has supremacy ver any member state laws r requirements, and where there is cnflict between Eurpean law and the law f Member States, Eurpean law prevails. The final published text, in all fficial languages f the Eurpean Unin, can be fund nline 2. It was reprted that there is an errr in the translatin f the Dutch versin, and the is interested in hw this will be crrected. The Regulatin entered int frce n the 14 August 2015, and this is the date that the clck started fr the time-dated prvisins in the guideline

2 Sme specific areas f CACM were discussed: Natinal specificatin f relevant TSOs and TSO vting: DECC are likely t cnsult in the near future hw vtes shuld be apprtined between the TSOs in UK in line with Article 9 f the CACM regulatin. In additin Ofgem nted they expect t issue their decisin n which TSOs are relevant t each article in CACM in the near future. Capacity Calculatin Regins Cnsultatin: It was nted that there is an all TSO cnsultatin currently running n the prpsed Capacity Calculatin Regins. GB is affected by tw regins Channel fr the links t the cntinent, and IU fr the links t Ireland. The cnsultatin runs until 24 th September, with a wrkshp planned at ENTSO-E n 14 th September. Frward Capacity Allcatin (FCA) The Eurpean Cmmissin had indicated that the FCA guideline will start Cmitlgy in September/Octber 2015, n further details have been prvided by the Eurpean Cmmissin n the prgress f FCA. Early wrk has prgressed n develping the Harmnised Allcatin Rules (HAR). As a result f this early implementatin prject the GB intercnnectrs have submitted mdificatins t their access rules fr Ofgem apprval. The draft HAR is available n the ENTSO-e website. Electricity Balancing (EB) The EB Netwrk Cde is currently with the Cmmissin pst ACER s qualified recmmendatin. Fllwing the Energy Unin cmmunicatin and assciated market design wrk, the Cmmissin has indicated that bth the EB Netwrk Cde and Emergency & Restratin Netwrk Cde will be deferred until An update was prvided n ht tpics under Electricity Balancing being cnsidered by the Balancing Stakehlder Fcus Grup, and these included: Prject TERRE a pilt prject fr early implementatin f sharing f Replacement Reserves. The definitin f standard prducts, cmmn tradable blcks f balancing energy between member states design t prmte liquidity in the market. Member States may be able t have specific prducts which are specific t the peratin f their system. The nging prcess fr a cst benefits analysis fr the harmnisatin f the Imbalance Settlement Perid acrss member states. Hw alignment will be achieved with the GB framewrks and the dmestic balancing market. 4 System Operatin Operatin Security (OS), Operatinal Planning and Scheduling (OP&S) and Lad Frequency Cntrl Reserves (LFCR) The Eurpean Cmmissin has indicated the System Operatin Netwrk Cdes will be merged t frm ne guideline. Sme draft merged text is expected in the autumn, with the Cmmissin indicating that vting is pssible twards the end f the year. DECC have nted GB Stakehlders desire t have sufficient time t study and cmment n the revised text when released by the Cmmissin, as they have previusly cmmented n the text as three separate netwrk cdes sme years ag. Emergency and Restratin (ER) The headlines f the ACER recmmendatin and pinin f the Emergency and Restratin Netwrk Cde were discussed. The fur highlighted areas frm the recmmendatin were: 1) An increased rle fr Reginal Security Crdinatin Bdies (RSCI) may be required; 2) the treatment f energy strage; 3) the crrect level f natinal scrutiny f plans and 4) apprpriateness and clarity in data and cmmunicatins systems. Stakehlders cautined a distinct treatment f energy strage, as fr peratinal purpses it is either acting as generatin r demand. Stakehlders als nted that the chapter n suspensin f the market in the event f emergencies wuld likely be changed, and this is a key area f cncern fr market participants particularly as cnsiderable effrt was put in t drafting the versin in the ENTSO-E text.

3 CORESO ( is an existing vluntary bdy akin an RSCI. It supprts its member TSOs (Natinal Grid, GB; RTE, France; Elia, Belgium; Terna, Italy and 50Hertz, Eastern Germany) t maintain ptimal security f supply by prviding them with an verview f electricity flws at Eurpean reginal level t cmplement their natinal data. 5 The Energy Unin Cmmunicatin Ofgem highlighted the recent cmmunicatin frm the Cmmissin regarding the The Energy Unin, and invited stakehlders initial feedback. The high-level themes discussed were: The cnsultatin culd be interpreted in different and varied ways, and it s nt clear what the aim f the next package f legislatin is. The questins, particular arund tariffs, seem ut f sync with the existing state f the GB market arrangements and perhaps a backwards step. A lt f the Cmmissin s aspiratins are already cvered in the Netwrk Cdes which are yet t be delivered. It is better t cmplete and embed the third package first, befre intrducing yet mre legislatin. There is a need t check very carefully if there are any unintended cnsequences frm any f this wrk. The gvernance rles f ACER and ENTSO-E may need t be strengthened / adjusted based n the experience f the Netwrk Cdes t ensure timely deliverables invlving the right parties The need fr evidence based decisin making shuld be explicit t strengthen anything develped, and avid individual r plitical views frm having excess influence n the market design. A cncern that the Cmmissin is prpsing a further legislative package whilst critisising the delays in implementing the Netwrk Cdes, when much f the delay in implementing the third package is caused by the Cmitlgy prcess run by the Cmmmissin. The frmal cnsultatin 3 runs until 8 Octber 2015, and it is expected t be discussed further at the next meeting. It was prpsed that a crdinated GB respnse might help ur psitin in the negtiatins. Stakehlders asked t discuss any further feedback at the next. 6 subgrup fr CACM and FCA The agreed in principal t establish a new subgrup t facilitate the implementatin f CACM and FCA in GB. The first meeting is prpsed fr 29 th September (after the ) and further infrmatin, such as prpsed terms f reference, will be circulated via the Weekly Update 7 Any Other Business The briefly discussed future agenda items and it was nted stakehlders are invited t submit any ideas fr agenda items t the usual address. 8 Next Meeting The next scheduled meeting fr the is 29 September 2015 at Elexn Offices in Lndn.
