Welcome Governor Todd welcomed all Lions in attendance, set Protocol and thanked the Paris Lions for hosting. 3. Adoption of the Agenda Moved by ZC Wolfgang Boelke, seconded by ZV Paul Anstett that the agenda as distributed be adopted. Carried. 4. District Governor 4.1. Remarks Beacon of Hope International President Sid Scruggs is shifting the emphasis from attention to numbers to Service, i.e. what are we doing and what we would like to do? He suggests that we view our name, LIONS, as standing for Loving Individuals Offering Needed Service Governor s Challenge Examine what your club is offering in your community and how well it is known and then light a fire to become your community s Beacon of Hope MERL Changes - 1 st VDG Norma is taking on the challenge of filling PDG Larry Wainwright s shoes as MERL Chair. While there will be a shift in direction much of what has been assembled Under PDG Larry s leadership will continue. A most notable first initiative is the Orientation sessions for new Lions designed to curb the loss of Lions within the first 1 3 years of their joining Governor s Project Steps are underway for the design and installation of a leash free area at the Breslau Dog Facility Camp Dorset The aging dialysis machines at Lions Camp Dorset need replacing. Clubs are encouraged to consider ongoing financial support in their budgets The installation of the Pavilion Curtains at the Breslau Dog School has proven very successful. Clubs who have not already donated $150 towards this expenditure are encouraged to do so Thank you to Lion Gary and Krista at UPS for all of their efforts in putting together the District Directory, 5. Approval of Minutes of June Cabinet meeting Moved by 2 nd VDG Dan Ayim, seconded by RC Bill Weiler, that the June 2010 Cabinet meeting minutes be approved as circulated. Carried.

2 7. Motion to Ratify the Actions of the Previous Cabinet Moved by 1 st VDG Norma Peterson, seconded by ZC Rob Montgomery, that the actions of the previous District Cabinet be ratified. Carried. 8. Financial Statements see the attached Financial Statements Cabinet Treasurer Peter presented the final District Financial report for the Lions year An independent Chartered Accountant has reviewed the financial statements. Moved by CT Peter Oswald, seconded by RC Denis Vinette, that the financial report be received as presented. Carried Budget Approval see the attached Budget Planning Sheets Cabinet Treasurer Peter presented the budget for the upcoming Lions year. Dues remain at $85 per member. 3 AUGUST 2010 TREASURER S REPORT - Peter Oswald My first duty today is to provide a summary of the financial statements as at June 30, 2010 to close off the last Lions year. The financial records have been reconciled to the June 30 bank and investment statements. The financial statements presented here fairly reflect the financial position of the District as at June 30 and have been reviewed by Lion Sam Khanna, CA and his opinion report is on file with the District. The following additional comments are added for clarification: ADMINISTRATION ACCOUNTS - The Administration account has $11,715 on deposit as at June 30. This is essentially the funds held in the Convention fund (4,253) & DGE Spouse travel ($2,000); and the accumulation of revenue over expenses for the most recent year ($3,382) and previous years (net of $1,455). In addition to the admin account, the Balance sheet includes: o o The convention gift asset includes a wagon purchased in April, 2008 to lock up our supply. Interest owing on GIC s has been accrued for 2 certificates maturing in the coming year but for which no interest was received in the past year (ADMIN $20,000 to mature July 26, 2010 for $94 and Youth Camp Capital $7,542 to mature January 28, 2011 for $229) o Under Accounts Payable (A/P), there is an accrual of $525 as an estimate for the cost of 100% President, Secretary, & Treasurer awards for the past Lions year (awards ordered and invoiced later but accrued here to have the expense reflected in the Lions year ending June 30, 2010). There is also an A/P for that relates to an invoice for printing received late in the year and paid in July. - the profit & loss vs. budget report for the full Lions year to June 30 is also included in the handout. o o Total revenue is $18,861 vs. budget amount of $19,475. The shortfall relates to interest income being $987 below the amount budgeted. With lower market rates, there was no interest being received on the Bank balances. GIC interest rates did not start to increase until just recently. Also, there was $509 in interest on TRUST GIC s that was rolled over with the principal in error and did not flow into the ADMIN account. This will be moved when the certificates next mature Total expenses are $15,478 vs. a budget of $19,433. There are some relatively small amounts of savings and excess to budget amount per line (less than 2% of budget). The largest expense below budget was for the MERL team where approx $3,100 of the budget allocation was not spent - may have been required if more new clubs or additional activities required. o We finish the year with a excess of revenue over expenses of $3,382 TRUST ACCOUNTS - The balance sheet for the Trust accounts as at June 30, 2010 is an accurate reflection of all balances held in Trust and all accounts have been reconciled to the Bank and investment records. - Balances held in Trust reflect our District Committees for Lion's Quest, Effective Speaking, Youth Camp/Exchange, Peace Poster, Sight Conservation & Vision Screening. - We also continue to hold the remaining LCIF Grant ($32,001) received for the Woodstock Hospital (held until construction is completed in 2011). - We had also received $3,250 towards the cost of the new curtains on the pavilion at the Breslau Dog Training Facility. This work has been completed and the cost of 6,915 was paid in July. I encourage Clubs to please continue to send donations in to cover this worthwhile expenditure. - All investment funds not held in Bank accounts are in Guaranteed Investment Certificates (GIC s). A summary of the GIC s held at year- end includes: o ADMIN $20,000 Emergency Reserve at 0.50% to July 26, 2010 o YOUTH CAMP $12,397 at 1.00% to May 20, 2011; available for Camp Costs o YOUTH CAMP CAPITAL $7,542 at 3.00% to Jan 28, 2011 for Capital Needs o TRUST Vision Screening $5,392 at 1.00% to April 28, 2011 o and $5,117 at 0.50% to Oct. 29, 2010 o GRANT Hospital $30, % Flexible* GIC to Feb 10, 2011 * Flexible GIC - cashable any time with no penalty as have now been held for > 30 days Please note my new mailing address for your records: 4 Tristan Court Dundas, ON L9H 7G7

9 AUGUST 2010 CABINET REPORTS IPDG Karen McNeight June was a busy month for me. I participated in eighteen Lions events/meetings/activities in 30 days. It was enough for my youngest son, who is just 12, to say to me one day during the last week of June; Enough! and so after much deliberation, and conversation, I regretfully withdrew my name from the busy position of MD A MERL Chair. CC John Buchner understood and replied, Family First. He asked me if it was possible for me to lead the VDG Training instead and I did say yes. Below are the Membership Statistics for Thank you to each Lion for such a good year. I look forward to working alongside DG Todd and the rest of the Cabinet. 1 st VDG Norma Peterson I m grateful for the privilege of serving as 1st Vice District Governor and MERL Coordinator and look forward to more learning opportunities and new friendships as we shine a light on service this year. I was proud to attend the Youth Camp opening ceremony on July 17 and the International Night on July 25 and had the honour of carrying the Canadian flag on both occasions. That was the first time I had attended the opening ceremony and I was quite moved by the event and grateful for the opportunity to take part in the occasion. Lion Eric and I thoroughly enjoyed the barbecue and information session for cabinet members and their spouses, hosted by our DG and Lynda in Elmira on July 18, and we offer our thanks again to both of them and to their very helpful young assistants! And, although not quite 1st Vice District Governor at the time, I was also very pleased to participate in the 65th anniversary celebration of the St. George Lions Club on June 23 and to attend the Guelph Lions Club barbecue and award presentation event on June 26. Thanks to both clubs for the invitations and your hospitality! 2 nd VDG Dan Ayim Since the last Cabinet Meeting, I attended the Youth Camp opening ceremony at Five Oaks on July 17/10. I went on vacation 2 days later and returned August 9th. I have nothing further to report at this time but look forward to working with Governor Todd and the cabinet in service. RC 9 - Bill Weiler Three Region Chairs met with District Governor Todd on Tuesday evening the 3 rd of August to start planning for the three Orientation Nights to be held throughout A15 during the coming Lions Year. Much more information will be forthcoming in the next weeks and months.

10 ZC 9E Garry Bell The summer is upon us, and the clubs in Zone 9 East are inactive and not meeting on a regular basis. That however, does not mean club activity is not ongoing. A number of clubs have monthly projects such as bingos, tending bar, pop can collection, and roadside clean up and so on. I have received, for the month of July, Activity Reports from the following clubs: (at the time of writing my report) Bridgeport Lions Club, Cambridge Highlands Lions Club, Galt Cambridge Lions Club, Kitchener Lions Club, Kitchener Oktoberfest Lions Club, Waterloo Lions Club. I am looking forward to the up coming Lions year starting in September and meeting with the clubs in my Zone. ZC 9S Rob Montgomery The only thing that I have to report is that I have some reports in but I need the cooperation of all clubs to get their reports in on time. I'm looking forward to a very interesting year. RC37 Tim DeBlock The summer lull has now led us to a point of looking ahead and putting the We Serve gloves back on. With the new leadership at the Zone Level of ZC Mary Ann and ZC Paul, the Clubs in Region 37 should be looking forward to a spirit of energetic camaraderie and purpose. We are all here to help make this a Lions Team and help the Clubs fill their role whatever it may be. I am looking forward to working together with RC Bill and RC Denis to help DG Todd achieve some of his and the District s Goals. I have a feeling the upcoming Lions Season will be as good as the past fishing season! (It was amazing!!) ZC 37S Mary Ann Ward The Fall Farm Show heavily supported by the Clubs of 37S is being held Sept and we are encouraged, invited to attend. ZC 37W Paul Anstett Nothing to report at this time. RC 51 Denis Vinette I am pleased to report that Region 51 is ready to once again undertake our commitment to serve. As region chair, I plan to assist our region and district in whatever capacity I can and I plan to visit each club in my region during my term. I have met with ZC Denise Sutherland and ZC Wolfgang Boelke and we are planning an exciting Region Rally for November 25th at Paradise and District Lion Club facilities. I would ask all of the clubs in Region 51 to show your support for Region 51 s rally by sending as many members as you can. We plan to make this rally a most memorable and entertaining one so be sure to attend. As part of the region responsibilities this year, the 3 region chairs have assigned the task of hosting Orientation Nights; one held in each region. Region 51 is scheduled to hold the second session on Tuesday February 8th in Fergus. I am happy to say that after a few discussions with the other region chairs and with DG Todd, I am confident that these sessions are not only an opportunity to better develop our members but will provide a missing element in many new Lion s experience. In conclusion, I would like to thank the clubs of Region 51 for entrusting me with this important role and I look forward to serving you and the District through this Lions year. ZC 51E Wolfgang Boelke I appreciate the opportunity to serve as a Lion in my Club & Community, my Zone and the District& Cabinet. I am looking forward to a great year as Zone Chair 51East. I have received some MMR`s From Clubs for the Month of June & July There are some Clubs in Zone 51 East helping out at the Fergus Truck Show & the Fergus Highland Game. I myself was at the Fergus Truck Show to assist the Ariss District (Branch) Lions Club. Having attended the Opening Ceremonies of our International Youth Camp on July , also present for the Closing Ceremonies on July (International Night). It came to my attention a concern they are having at Camp Dorset. I informed the District Chair Z.C Lion Robert Montgomery. Lion Robert spoke to DG Todd. We are going to learn a lot more about it from our Governor Approximately $7700 was collected on behalf of a young cancer patient. She attended a Camp for cancer victims this past summer, will be going on a vacation with her family to Hawaii and is well enough to return to school this Fall. ZC 51W Denise Sutherland Nothing to report at this time.

Todd in Elmira in Come celebrate with us for sure! Diabetes Awareness PCS Ian Robb Wish list for Inaugural Diabetes Tag Day on November 14th, 2009 was a huge success. We are hoping for 25 to 30 clubs to participate on November 13, Zone chairs please encourage your clubs to participate. Expand Diabetes Awareness Breakfasts to at least one in each Zone. Attend fall Zone meetings to encourage participation in both events. Elections & Credentials PDG John Brash Thank you for giving me the opportunity to serve our GREAT District A 15. As the Credentials and Elections chair, my goal would be, along with other officers of the District, to encourage Past Presidents from the Clubs to share their leadership qualities and continue on at the District level. I also plan to start preparing for the election, by printing the ballots etc. as soon as the candidate s names are given to me. Hopefully we will have many LIONS willing to continue, which would make for many ballots. As usual, I will remind the Clubs to pay their dues and accounts, so they will be able to vote come election time. I am looking forward to another successful and fun filled year.

12 Environment PDG OJ Wilura The District A15 Environmental Photo contest will continue again this year. A photo, without people, measuring 8 by 10 in any of the categories shown below will be displayed and voted on at the District Convention in Elmira. Animal Life Landscape (urban or natural) Plant Life Weather Phenomenon The impartial judging of photos will focus on originality, artistic merit, and portrayal of one of the environmental themes. Each club may put forth one photo and it must be submitted to me by March 31, The winning photo will then be submitted to MD A for further judging. The Breslau LFC facility ground clean up is tentatively set for Wednesday, June 01, 2011 with the Rededication Service on Saturday, June 11 th. This information will be confirmed. Health Sciences Project - RC Bill Weiler On Sunday Morning, August 8 th, Oktoberfest Lions allowed us to collect funds for the Breakfast they served at The Blues Festival in Kitchener. A big thank you to the Oktoberfest Club. Funds collected will be used to purchase audiovisual equipment needed for teaching purposes by the Doctors and Medical Students. LCIF PCC Bill Carson Lions in A- 15 will have a responsibility to promote and advance the cause for LCIF. The role of the writer, as your District Ambassador, is to serve as key resource Lion for our District. We encourage all Zone Chairs to make room this year on one Zone Meeting agenda, where I would provide a minute presentation. As well, I shall endeavor to arrange to visit about 25% of Clubs, and will contact their executive for opportunity to arrange visits. I have factual information at hand and can source most that may be needed for Clubs in our District. I look forward to serving you in promotion of LCIF in Lions Year. Cubs are encouraged to support Relief Efforts in Pakistan through LCIF. Note that funds donated specific to Pakistan Relief may not be used towards a Melvin Jones. Individuals may wish to make use of the LCIF Contributing Member Program. Go to or contact DG Todd or PCC Bill Carson for further information. LEO Raymond Taylor The St. Marys LEO Club held their annual End Of Year Picnic with a barbeque at the Lions Pavilion down at Milt Dunnel Field, known locally as the Flats. Many thanks to Lion President Bill McNeight from the St. Marys Lions Club for providing the barbeque and doing the cooking as well and he is a fine cook if I may say. Also I d like to thank LEO Vice President Maggie for assisting with selecting and obtaining all the food for the barbeque and Kim Taylor for providing the bowls of punch, her secret recipe! A fun time was had by all. Several members of the St. Marys LEO Club participated in this year s Canada Day celebrations at Cadzow Park in St. Marys by inflating 250 to 300 red and white balloons for the children. This is the 3rd year in a row that the St. Marys LEO Club has taken part in this activity. Many thanks to PDG Lion Karen McNeight for assisting with tying the balloons and securing the ribbons so the children wouldn t lose them as they enjoyed Canada Day. This year s St. Marys Home Coming parade, held on July 2nd, included 6 members of the St. Marys LEO Club who dressed up in Lions costumes carrying LEO placards. The Home Coming parade began at the Pyramid Centre and wound its way through the downtown to the Canadian Tire Parking lot. Well done LEO s it was a warm evening! During the St. Marys Heritage Festival, held on July 10th, the St. Marys LEO Club held a Geo- Caching event. Geo- caching is an event that answers specific questions created by Committee Chair LEO Ryan. These questions can be answered by reading historical plaques on heritage buildings in St. Marys. LFC PDG John Paff & IPDG Karen McNeight PDG John and I are looking forward to working together to promote The Lions Foundation of Canada and are ready and willing to share the Wonderful World of Dog Guides with you. Sandy Turney, the Foundation s Executive Director, would like us to encourage more Clubs to have Dog Walks and will be sending us an information binder that includes some client stories, and a DVD for our use.

13 Also, John and I, with the much required assistance of PRC Stephen Jones, are looking at putting together a webpage on our District website designated to The Lions Foundation of Canada in relation to our District. This webpage will also contain information to assist any Club who is considering undertaking a Dog Walk. We are looking at information regarding: how to go about putting together a dog walk the location of other Dog Walks in our District (allowing an opportunity for Clubs to contact each other why not benefit from experience?) a celebration of the fiscal results of the various Dog Walks a personal contact or two regarding Fostering a puppy a list of Dog Guide recipients who are willing to give presentations As well as contact information for those Lions Clubs who would like to tour the Oakville facility but are unsure how to make it happen (What a great way to inspire Lions and non- Lions alike!) MERL Chair - 1 st VDG Norma Peterson As the MERL Coordinator for this Lions year, I met with PDG Lion Larry Wainwright on July 20 and I would like to extend my heartfelt thanks to him for his advice and wisdom and for his dedication and passion for all things Lion and for MERL in particular. Thanks Lion Larry for all your help But not so much for the various boxes and files that are now taking up space in my house! And, at the time of writing this report, I m also preparing a draft outline of goals and projects for discussion at the MERL meeting also scheduled for August 22. MERL Leadership - PDG Doug Smith Distributed information on the upcoming Canada/US Forum. MERL Family & Women s Membership Development - Lion Mary Rothwell Called for help and submission of Club Programs and Activities for promotion of Lionism to potential lady Lions at the planned Total Women s Show to be held in Kitchener. Public Relations & Lions Information Lion Joanne McQuiggan We are urged to take advantage of a Public Relation Opportunity available through the KW Record. The details of the program have been sent to Cabinet and Club Officers. Youth Camp/Youth Exchange - PCC Dave and Lioness Mary Rumble It is a pleasure to report to you that another successful exchange and camp was again conducted by District A - 15 in We hosted 24 youth from 16 countries; Argentina, Austria, Belgium, Brazil, China, Denmark, Finland, Germany, Ireland, Italy, The Netherlands, Poland, Slovenia, Spain, Switzerland and Turkey; and in our (the counselors included) opinion it was the best group of youth we have worked with over the years despite one youth that thought he was going to do as he wanted and didn t like to accept direction from anyone. I would like to extend one great big massive THANK YOU to all the Lions and Lioness of District A - 15 for their co- operation and assistance with this program during the past year. Last year everything was in place well in advance, however this year was again a struggle to complete our host family allotment. The last youth was hosted approximately three days in advance of his arrival. Somehow we would like to eliminate this difficulty and revert to a full complement of host families well in advance of the youth arrivals, as well as having all the meal commitments in place early. We would also like to extend a big THANK YOU to Lions John and Mary Rothwell, our counselors in training, for their assistance with the camp program this year. With the increase in youth they were a valuable asset and will be returning next year, as qualified counselors. Eighteen host families hosted the 24 youth with ten Lions clubs being involved. We had a total of seven outgoing youth this year sponsored by seven different Lions Clubs and those youth travelled to Austria, Australia, France, Italy, and Switzerland with one youth scheduled to go to New Zealand in January. We are looking to increase those numbers for next year.

14 Again this year Lions Rudy and Lorea Boogerman took on the responsibility of looking after meals and taking care of the Police Checks and will be doing the same for next year. For your benefit their information has been listed in the directory. A Paris Lions Club Committee will continue to be our Liaison with Five Oaks and Lion Marysa has volunteered to look after the outgoing youth again next year. Her information has been included in the directory as well. Perhaps by injecting a little youth into the program we will get better results. We continue to inform and convince the clubs to become involved in the outgoing portion of the program. As of this report we have received four and are waiting for the fifth application from Australia New Zealand for the winter exchange, which takes place from December 4 th until January 6 th. Further details will follow as we get up and running Since we began as directors of the camp we have attempted to bring in twenty- four youth and each year we get close, but no cigar. In 2010 we finally bought the cigar. As of this writing and for 2011, the youth will arrive on July 2nd at Toronto Pearson International Airport. They will be hosted for two weeks, arriving at camp on July 16 th. Camp will last until the 26 th of July with International Night hosted by the Paris Lions Club on Sunday July 24 th. The youth will be hosted for the balance of the week and will return home on Saturday July 30, Thanks to all of the Lions who have committed many man hours of labor and materials towards the ongoing maintenance of the camp. Public Relations & Lions Information Joanne McQuiggan As in past years, I will be sending letters to all clubs prior to the District Governors official visit outlining details of the visit, protocol, and encouraging clubs to submit their stories and news to the Newsletter Chair. Past District Governors PDG OJ Wilura As noted in a report submitted to Cabinet in June, the wind break curtains were installed at the Breslau Pavilion prior to the Rededication Service. It was requested that Clubs in A15 donate $ to this project of ours. The final cost was $6,915 and $3,215 has been submitted by Clubs. We encourage the Clubs who have not joined in on this venture, to contribute the minimum amount. In the future we hope to install a power supply to the pavilion in order to eliminate the use of electrical extension cords being run from the building. This would eliminate any potential issues. Our next meeting is on Monday, November 29th at the Queens Inn in Stratford at 7:00 PM and the second meeting will be during the Convention at the annual PDG Breakfast. Long Range Planning PDG Thom Herrmann At the final cabinet meeting of 2009/10 it was brought to the Districts attention by PRC Hoogendorn that it was difficult for a small Club to run a person for Zone Chair or any of the Cabinet Offices. This does make some sense but what does the data say. In order to verify the problem I charted the Zone Chairs for the last 20 years (1990/1 thru 2010/11). [The spreadsheet is attached.] A Zone of eight (8) clubs (the design level) should be expected to provide a Zone Chair every 8 years minimum. This would spread the opportunity and responsibility equally over the Zone and keep every club involved. Over the last 20 years Atwood, Centralia Huron Park, Glen Morris, New Hamburg, West Coast, and Zurich have not had a Zone Chair. The size of the club varies but most importantly it seems to be these clubs s involvement with the district that may be the issue of importance. Further Bridgeport, Drumbo, Elora, Hickson, Marsville, St Agatha, Wellesley, Stratford are among the senior Clubs that have had only one (1) Zone Chair during the period (Of these several served more than one term). At the same time the newer clubs Community Spirit, Ayn North Dumphries, Cambridge Highlands and Woolwich each have provided a Zone Chair only Plattsville has not. My analysis suggests that it is the health of the club and its involvement in the district rather that assets that are the problem. Several of the non- participating Clubs are small but so is Vanastra, which has provided three (3) Zone Chairs during this period. New Hamburg is large and well financed by not a regular at District events. For many years it has been a suggested task for Region Chairs to search for new leadership and that may still be the best option available. To that suggested responsibility might be added that special emphasis be spent on the clubs who have not provided leaders to the district in some time. It may also be useful if Governor- elects in future years not reappoint continuing Zone Chairs but seek individuals from the non participating clubs and attempt to draw them back into the District.
