2 The service Introduction Yasmeen Malik registered to provide a childminding service with the Care Inspectorate in She provides a care service to a maximum of 6 children at any one time under the age of 16, of whom no more than 3 children are not yet attending primary school and of whom no more than one is under 12 months. Numbers are inclusive of children of the childminder's family. When the assistant is present a care service to a maximum of 7 children at any one time under the age of 16, of whom no more than 4 are not yet attending primary school and of whom no more than 1 is under 12 months. Overnight care may be provided. Minded children cannot be cared for by persons other than those named on the registration certificate. The service is provided from the childminder's home, a detached bungalow style house with two levels in Giffnock, East Renfrewshire. The areas used to provide the service were on the lowest level of the house and included a playroom, kitchen, hall, downstairs toilet and an enclosed back garden. The aims of the service include; "to provide an environment which is safe, secure and one in which you are happy to leave your precious child in the knowledge that they are happy, healthy and well cared for...a personal approach to consider your child's individual needs, interests and their stages of development to plan challenging and enjoyable experiences across all aspects of your child's development". We check services are meeting the principles of Getting it Right For Every Child (also known as GIRFEC). Set up by the Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. There are eight wellbeing indicators at the heart of Getting it Right for Every Child. They are: Safe; Healthy; Achieving; Nurtured; Active; Respected; Responsible; and Included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. What we did during our inspection We compiled this report following an unannounced inspection, which took place between 2:45 p.m. and 4:30 p.m. on 26 February A Care Inspectorate Early Years Inspector carried out the inspection. During this inspection we spoke to the childminder and four minded children aged 19 months, 20 months, 2 years and 10 years who were present. We discussed the care given by the childminder and looked at a number of documents including service policies, planning tools and risk assessments. Views of people using the service It was clear that the minded children were happy and content in the care of the childminder. The childminder was observed to be caring and supportive in her approach demonstrating a good knowledge and understanding of the individual needs of the minded children present. We issued 3 care service questionnaires to the service None of the parents. returned a questionnaire to us. We looked at the services own quality assurance questionnaires. The responses from these demonstrated that parents were happy with the quality of care their child received. page 2 of 11

3 Comments included: "Yasmeen is providing an excellent childminding service. My child loves coming to Yasmeen's house, has a great time with the other kids, is experiencing lots of new things and has been being encouraged in his learning. We feel really lucky to have found Yasmeen as a childminder." "I am happy with the daily dairy and the information provided (sleep, food, play). I am happy with the current routines and activities. The snacks are varied my child pretty much eats everything, so I have no concerns about his diet." "I can openly discuss any issues about my child's progress. I am really happy with the activities my child is involved with. Lots of things to do and there are additional trips / organised activities. I have frequent discussions on my child eating habits so I am comfortable that there are no issues." Self assessment The childminder did not submit a self assessment to the Care Inspectorate. We discussed this with the childminder during her inspection. Through discussion the childminder identified what she thought the service did well and identified some areas for improvement. She told us how people using the service had been involved and how their views and suggestions were sought and respected. What the service did well The childminder worked hard to ensure that she was meeting the needs of each individual in her care as well as the expectations of each parent. She had established effective systems for talking to and listening to parents and used a variety of communication tools well to keep up-to-date with minded children's needs. She made effective use of local community resources to extend children's play opportunities including participation in a wide range of energetic activity outdoors. She had developed a comprehensive approach to documenting children's individual development needs through personal planning. What the service could do better The childminder should continue to develop her approach to personal planning by focussing more centrally on SHANARRI wellbeing indicators for children. She should pursue the training plans for both her and the assistant highlighted in this report. She should take account of Care Inspectorate good practice guidance 'Safer Recruitment Through Better Recruitment to enhance her recruitment procedures for any assistant posts within her service. The childminder should continue to evaluate the quality of her service and ensure she submits a written self assessment to the Care Inspectorate when requested. 4 Quality of care and support Findings from the inspection The childminder was very good at providing effective care and support for children. She was warm and nurturing with the children being cared for during our inspection. She knew them well and was responsive to their needs and interests. We saw that children experienced a child centred, relaxed and homely environment with lots of fun and enjoyment. We observed that the childminder and her assistant were confident, caring and at ease with the children. The childminder ensured that she had time daily to chat with each parent or carer to share information about their children. She encouraged parents to discuss any aspect of their children's care and ensure that they were kept well-informed about any concerns. We saw that the childminder encouraged continuity of care and good relationships with parents. She helped children to settle, to feel safe and nurtured and to develop strong attachments with her. We discussed the quality of the experience of care and support received with a 10 year old child. He told us he was happy with the service and the range of play opportunities on offer. We discussed with the childminder how she kept the children safe when they were in her care and she told us what she would do if she had any child protection concerns and she knew where to direct concerns. We saw that the childminder had attended child protection training and had a good knowledge of Getting it Right for Every Child (GIRFEC). We saw that the childminder served the meals to the children provided by the parents and she augmented them with nutritious healthy snacks including fruit and yoghurt. The childminder had a good knowledge of nutrition and had successfully completed food hygiene training. This provided assurance to parents that food was stored and prepared safely. The childminder discussed how she safely administered medication and made sure that parents completed appropriate consent forms before this was given. Her approach to medication ensured children who had particular health needs were included in the service and that their health and wellbeing were promoted. The childminder had successfully completed Paediatric First Aid training. We found effective systems were in place to record and share information with parents about any accidents or incidents. This helped ensure parents could be confident she was equipped to respond to emergency scenarios and keep them informed about issues affecting their children. We saw children's personal plans were very detailed with the childminder tracking their development and achievements. This meant she could provide appropriate support and activities for their age and developmental stage. We highlighted, and the childminder agreed, on the value of monitoring personal plans to ensure that all parents have signed to record their engagement in discussions about their child's ongoing care and welfare. 5 Recommendations Number of recommendations: 0 Grade: 5 - very good Quality of environment Findings from the inspection The childminder used very good methods to ensure that her home was safe and clean for the children using her service. The house was warm and comfortable, and provided a very homely environment for the children. The childminder was aware of her responsibilities to keep children safe and she took precautions to protect them by minimising potential hazards. For example, she ensured that cleaning materials and medicines were kept out of the reach of the children. We saw that children played happily with toys and activities which they could access with ease. During the inspection this included children creating animal shapes in a sand tray as well as experimenting with simple percussion instruments. There was a very good balance with children being able to choose between active play and opportunities for rest and quieter activities. Throughout the inspection we saw the childminder respond to the individual needs of the children providing them with a choice of activities to suit their interests. The childminder helped children to feel included by encouraging them to use play evaluation slips to record their views about play activities. The garden was secure and well maintained with a variety of outdoor toys and large play equipment. This ensured children had opportunities for active play through use of slides, a see-saw, swings, bouncy castle and wheeled toys. The childminder told us the children also enjoyed regular visits to the park and a soft play centre. These opportunities encouraged children to be physically active, to co-operate through games and experience regular fresh air and exercise. We discussed strategies for supporting children to take forward their own play ideas through self-chosen projects. We discussed the benefits of supporting loose parts play (open-ended resources) for the children. This can extend the opportunities available for children to think imaginatively and play cooperatively. The childminder told us how she promoted children's positive behaviour through praise and encouragement. During the inspection, we found that she agreed and reinforced rules with children and including: "help each other", "take turns" and "share". These helped children to take responsibility for their behaviour and promoted inclusion. 6 Quality of staffing Findings from the inspection Over the past year the childminder had employed an assistant who helped her in the care of the minded children. The childminder told us that she ensured that her assistant has clear guidance on her role within the service. The childminder said that she did this through regular discussion, where she shared the information the assistant may need to be involved in looking after the children. This helped equip the assistant to meet the children's ongoing care needs. We observed that the childminder and the assistant worked in partnership with each other, complementing each other's skills to meet the individual needs of the children. This resulted in the children being cared for in a responsive and nurturing environment. The childminder told us about the systems in place to identify training needs, discuss practice issues and review the service in general. She told us that she planned to reinforce and extend the assistant's learning about child protection, GIRFEC and developmentally appropriate play opportunities for young children. This will help ensure parents can be confident the assistant has the skills and knowledge to deliver the planned care and respect the needs of children attending the service. The assistant described how she shared feedback from any training attended with the childminder. Since commencing her role the assistant had undertaken training support her work with children. This included Food Hygiene and Safety for Catering and Introduction to Safeguarding Children. She discussed how she used her recent training and previous experience to make a positive contribution to the service. She was committed and motivated to her role within the service and improving outcomes for the children in her care. The childminders' assistant had approved Disclosure Scotland checks and Protecting Vulnerable Groups (PVG) upgrade in line with current legislation. We signposted the childminder to Care Inspectorate good practice guidance 'Safer Recruitment Through Better Recruitment. We discussed how with the childminder how this could be used to enhance the recruitment procedures we found in place. The provider agreed that following this guidance would help to safeguard and promote the welfare of children using the service. 7 Findings from the inspection The childminder stated that she kept up-to-date with best practice and legislation through Care Inspectorate and SCMA (Scottish Childminding Association) websites, magazines and publications. She had also met with other local childminders to share ideas and good practice. Since developing her plan to register as a childminding business with the Care Inspectorate in 2015, the childminder had completed several training courses. These included: Outdoor Play; Child Neglect; Health and Safety in the workplace; Getting it Right for Every Child; Promoting Positive Behaviour; Preventing Bullying; Recognising and Supporting Children with additional learning needs; Equality and Diversity. She told us about her plans to complete a Scottish Vocational Qualification Level 3 in Social Services Children and Young People in which she was currently enrolled. The childminder's commitment to professional development and training helped to assure parents that their children would receive appropriate support if and when they needed it. The childminder had developed a range of written policies and procedures. These were made available to new parents which meant that they knew what to expect of her service. She used questionnaires, play evaluation slips as well as a secure text messaging application to gather children and parents' views on her service. She used this feedback to identify potential improvements to specific areas of her service such as games, snack provision, communication methods and children's routines. Overall, her approach ensured that parents and children were included in making decisions about the service and that their views were respected. The childminder had accessed appropriate public liability insurance to support her childminding practice. Requirements Number of requirements: 0 Recommendations Number of recommendations: 1 1. 8 What the service has done to meet any recommendations we made at or since the last inspection Previous recommendations Recommendation 1 The childminder to access Care Inspectorate guidance on the 'Management of medication in daycare of children and childminding settings' to review and develop the policy for the administration of medicines. National Care Standards Early Education and Childcare up to the age of 16. Standard 3: Health and wellbeing. This recommendation was made on 25 October Action taken on previous recommendation The childminder had reviewed and developed her medication policy in line with the appropriate national guidance. The medication policy for children now clearly set out how she would respond to a situation whereby a child spat out or refused medication. This recommendation has been met. Recommendation 2 The childminder to develop risk assessments for the garden and specific outings. She should identify and consider the risks and record control measures she would put in place to minimise the risk of accidents or injuries occurring. National Care Standards Early Education and Childcare up to the age of 16: Standard 2 - A Safe Environment. This recommendation was made on 25 October Action taken on previous recommendation The childminder carried out risk assessments for all areas of her home including the enclosed garden as well as for all outings. These include safety measures put in place to minimise risks of accidents and injuries occurring. This recommendation has been met. Recommendation 3 The childminder to access the Care Inspectorate good practice publication 'My World Outdoors' to update her risk assessment policy. This to include a statement highlighting how individual children would be supported to experience challenge in taking some risks but protected the to level of their vulnerability. This recommendation was made on 25 October Action taken on previous recommendation The childminder had updated her risk assessment policy to reflect elements of Care Inspectorate good practice publication 'My World Outdoors'. She told us the steps she took with older children to involve them in the risk assessing planned play opportunities. This recommendation has been met. page 8 of 11

9 Recommendation 4 The childminder should ensure that self assessments accurately reflect her practice and identify areas in which the service can be improved. This recommendation was made on 25 October Action taken on previous recommendation The childminder had taken action to address issues highlighted in her previous inspection report. However, the childminder did not submit a self assessment to the Care Inspectorate for the period of inspection discussed in this report. This recommendation has not been met. Recommendation 5 The childminder should continue to develop written personal plans for each child in her care. These should show how the children's health, welfare and safety needs are to be met and must be reviewed at least once every six months. This recommendation was made on 25 October Action taken on previous recommendation The childminder had developed detailed personal plans for each child using her service. She should continue to monitor these to monitor these to ensure parents can review these when needed at least every 6 months. This recommendation has been met.
