In addition, six (6) guests were in attendance: ID Robert Libin and his spouse, Lion Michelle Libin; PID John Harper from Cheyenne, Wyoming; Lion Jean Welch from the Lennox Lions Club; Lion Sharmell Murphy from the Watertown Lions Club, and Tom Silverthorn from Hurley. Agenda adjustments: Youth Camp update, 2017 Fall Forum, and a GMT item were added under new business. Minutes of Last Meeting: Lion Tom Marquardt moved to approve the minutes of the August 6, 2016 meeting as distributed; motion passed. Treasurer s Report: Lion Graham Smith reported on behalf of District Treasurer Ray Schley that the income to date is $13, and expenses total $10,001.70, for a net gain of $3, (see Appendix, pg. A1). Only one club has not paid its dues yet, but the check is expected to arrive any day. Lion Jane Mikels moved to approve the treasurer s report as presented; motion passed. Old Business: Constitution & Bylaws: No concerns were expressed regarding the revised constitution and bylaws (see pg. A3) and moved to approve the revised form as presented; motion passed. Lion Marie Anne will [1]
2 work with Lion Meredith Clark to see that an electronic copy of the revised form is posted on the 5SE website ( Corn Palace Murals: It was decided that this project will not continue and will be removed from future agendas. Centennial Activities: Lion Shannon Grimmond outlined the various projects underway. 1) Lion Shannon encouraged all clubs to participate in a Legacy project something that will stand out in the community for a long period of time. She suggested that clubs include a plaque with the club s name, as well as the date the club was established, and something indicating the 100 years that Lions have been in existence. The project can be something that the club started earlier and which continues to be an ongoing project. 2) Lion Shannon encouraged clubs to continue with the backpack project (which is in the 2 nd year of a 3-year project) for children removed from their homes by Social Services. Items might include back packs, toiletries, blankets, stuffed animals, or used clothing, depending upon the site. (Participants should check with Social Services, to see what is needed.) 3) For the Kids Sight project, the SDLF is planning to have vans that can travel around the state to provide eye screenings for children when and where needed. The Foundation will probably need Lions to help with the screenings and the corresponding paperwork. 4) All clubs are encouraged to include a float or some type of club banner during the MD5 Centennial Parade. The 5SE float will consist of a horse and buggy; club floats will follow behind the 5SE float. 5) Shannon reminded everyone that February 15 is the 1 st Annual Lions Day at Pierre, which will be a great opportunity for Lions to visit with legislators. It would be great if we could have a good showing of Lions in attendance at this event. Bus for LCI Convention: DG Larry indicated that Lion Al Adrian has scheduled a bus for transporting 5SE Lions to the International Convention in Chicago next summer. The estimated cost is around $120 per person, but the final cost will depend upon the number of attendees. The plan is to stop at the LCI Headquarters before returning home. New Business: State Convention: Lion Graham Smith stated that the Lions and Lioness clubs in Huron have offered to host the State Convention at the Crossroads Convention Center in Huron on January 19-20, (Other clubs in the zone may help host the event, as well.) PDG Harry Engberg made a motion that the cabinet support the proposed location; motion carried. The State Convention host site will be voted on during the October 1 Business Meeting. 2 nd Vice District Governor: DG Larry announced that Lion Marie Anne Ben has agreed to run for the 2 nd VDG position, to replace Chuck Welke (who resigned for personal reasons). The Nominating Committee will bring this item forward during the October 1 Business Meeting. [2]
3 Alert Committee Revolving Emergency Fund: Lion Tom Marquardt talked about the need for a revolving emergency fund to provide aide to communities during disasters such as the recent event in Springfield. Clubs have already pledged $900 for this fund. PDG Harry Engberg moved that such a fund be established; motion carried. Lion Tom Marquardt will put together a proposal containing criteria for the fund and bring it to the next cabinet meeting, which is scheduled for January 27. He also plans to present this idea to MD5, because it is a simple concept that would be easy to implement in other districts. Zone 7 Report: Lion Al Timmermans talked about the importance of getting young people to join Lions (see pg. A4.) Zones 6 & 8 Officer Training Report: Included in Appendix, pg. A4. Diabetes Awareness: Lion Robyn Tyler highlighted items from her report (see pg. A5). She also noted that there will be a White Cane March on 41 st Street in Sioux Falls on October 22 at 1:00 p.m., to bring awareness to the fact that people with white canes have the right-of-way and vehicles should stop for them. They are in need of Lions to help with this event. Volunteers are asked to arrive at 12:30 p.m. and wear their vests. Leader Dog for the Blind: Lion Lori Buntrock stated that 5SE does well in terms of club donations to Leader Dog. Her report is included in the Appendix, pg. A5. Youth Camp: Lion Jody Bymers stated that the hope is to hold the 2018 youth camp on the Augustana campus; the plan is to schedule the 1 st week with the host family, the 2 nd week at Augustana, and the 3 rd (final) week with the host family. Lion Lori Buntrock then described the MD5 Challenge to all districts and Lions clubs in MD5 to fill treasure chests with homemade or donated items. Treasure chest items can be given to DG Larry. The purpose of this project (see pg. A6) is to provide funding to help defray expenses (such as volunteer expenses) in order to keep costs down for the youth attendees. DG Larry also noted that if we have youth in our district who wish to attend camp oversees, there are some scholarship funds available Fall Forum: DG Larry announced that Vermillion Lions have volunteered to host this event (with exact dates to be determined). This will be voted on at the October 1 Business Meeting. GMT: IPDG Jerry Voss, MD5 GMT Coordinator, provided a handout (see pg. A7) of potential new clubs, clubs that are in need of help, names of the applicable zone chairs and sponsoring clubs, names of the Membership Team, and contact information at the International level. He mentioned: 1) we shouldn t hassle Lions who are not able to attend regular meetings (it is more important that they participate in service projects); 2) we should train older members to better understand the way younger members think and try to improve communication efforts; and 3) we should provide new members with orientation (there is an Orientation Guide on the LCI website). IPDG Jerry also distributed copies of the Orientation Guide. [3]
4 Awards and Pins: DG Larry distributed member longevity awards to applicable clubs and distributed pins to cabinet members who had not received them. Club emblems will be delivered to the clubs as DG Larry visits them. Upcoming events: State Convention: Jan , 2017 in Pierre/Ft. Pierre - Cabinet will meet Jan. 27, AmericInn, Pierre/Ft. Pierre (2:00 PM) MD5 Convention: May 17-20, 2017 in Deadwood Final Cabinet Meeting for : June 3, 2017 in Mitchell LCI International Convention: June 30 - July 4, 2017 in Chicago State Convention: tentatively Jan , 2018, in Huron Closing Remarks from the District Governor: DG Larry has visited 19 clubs in the district and several additional visits are scheduled. He also mentioned that Lions should let VDG Neil know if they are interested in continuing on the cabinet next year, or are interested in being added to the cabinet. The next cabinet meeting will be held at 2:00 p.m. on January 27 at the AmericInn in Ft. Pierre, prior to the start of the State Convention. PDG Delmer Hofer moved to adjourn; motion carried. The meeting was adjourned at 8:35 p.m. Submitted by District 5SE Secretary Lion Sharon Paranto [4]

9 District 5-SE Diabetes Awareness Report Lion Robyn Tyler, Chairman Actions towards Goals for since last report: 1. Encourage all clubs to participate in the BLUE GLOVE CHALLENGE. Lions are asked to wear one blue glove while doing their daily activities on November 14, When asked why they are wearing a blue glove, they can share the mission of awareness and support for those living with diabetes in South Dakota. Clubs can either purchase the blue gloves or can ask for a donation from a local health care facility. More information will be available in the newsletter and at the Fall Forum. Lions are also asked to pin a picture of a foot, kidney, eye or heart to their sleeves to increase awareness of the complications of diabetes. 2. Focus on increasing awareness of Type 2 diabetes complications. Newsletter articles this year will focus on a different complication and it s prevent and treatment each month. Complications discussed will include diabetic eye disease, cardiovascular or heart disease, chronic kidney failure and neuropathy which increases risk for amputation of legs. 3. A display will be made available at the Fall Forum this year. The booth is available for clubs to borrow to use at their local events to support diabetes awareness. 4. Encourage all clubs to have at least one program on diabetes this year. November 14 is World Diabetes Day and November is Lions Diabetes Awareness Month. Ask Local diabetes educators, eye care professionals to present a program. My personal goal is to visit four clubs and present the program on Diabetes Awareness and current standards of care. This could be opened up as a community forum as well for diabetes education. So far I haven t made any presentations. 5. Continue to encourage Lions Clubs in the district to support and have speakers from Camp Gilbert the annual camp for youth living with diabetes. 6. Encourage fund raising and participation of all Lions and Clubs in the district to sponsor, support/volunteer and or participate in a Lions Strides Walk. 7. Encourage clubs to report all diabetes activities to the Diabetes Chairperson prior to June 1, LEADER DOG FOR THE BLIND REPORT - SEPTEMBER 27, 2016 I have visited 9 clubs, Plains Lions, Watertown Lions, Brandon Lions, Clark Lions, Huron Eye Opener Lions, Bon Homme Lions, Milbank Lions, Lennox Lions & Redfield Lions, since my last report. At each meeting I thank each club for their support and share that the Capital Campaign is over and the goal was reached and the new facilities are in use. I explain the process for getting a Leader Dog. I have also been sharing the new Prison Puppy program and the success rate of that project. I encourage them to continue their support to Leader Dog. Each club that I have visited have all made donations to Leader Dog. Lion Lori Buntrock, Leader Dog for the Blind District 5SEChairman [A5]
